Chairperson Cole called the meeting to order at 4:58 p.m.
Members present: Chairperson Cole, Greenwood, Welper.
Moved by Welper, seconded by Greenwood that the Agenda, as proposed, be approved. Ayes:
Three. Motion carried.
The request of the Police Chief for authorization to appoint a Sergeant from a Civil Service List
to be certified on January 8, 2009 was reviewed. Sergeant Steve Tomkins will retire from the
Police Department on January 12, 2009, which will leave the department with one supervisor
vacancy. Filling the sergeant's position will necessitate the hiring of an entry-level police
officer. Moved by Greenwood, seconded by Weeper that said request be approved. Ayes:
Three. Motion carried.
Moved by Greenwood, seconded by Welper that the request of the Police Chief for authorization
to appoint a Police Officer from a current Civil Service List be approved. Ayes: Three. Motion
carried.
With no further business before the committee, it was moved by Greenwood, seconded by
Welper that the meeting be adjourned at 5:00 p.m. Ayes: Three. Motion carried.

The following bids received for a surveillance vehicle for the Tri-County Drug Enforcement
Task Force were reviewed:

Specialty Vehicle Solutions, LLC $120,100.00
Crime Point $125,000.00
It was the recommendation of the Police Chief that the low bid from Sirchie Finger Print
Laboratories in the amount of$110,997.00 be accepted. Funding is available through the 2007
Methamphetamine Initiative grant. Moved by Welper, seconded by Cole that said
recommendation be approved. Ayes: Two. Absent: Greenwood. Motion carried.
With no further business before the committee, it was moved by Welper, seconded by Cole that
the meeting be adjourned at 4:24 p.m. Ayes: Two. Absent: Greenwood. Motion carried.

Moved by Greenwood, seconded by Welper that the Agenda, as proposed, be approved. Ayes:

The request of the Police Chief for authorization to appoint a Lieutenant from a current Civil
Service List was reviewed. The position is vacant due to the resignation of Richard Carter
effective November 7, 2008. Filling the Lieutenant vacancy will create a ripple effect as a
Sergeant will be promoted to a Lieutenant, and an Officer will be promoted to Sergeant. The
Police Department will then need to hire one entry level Police Officer. Moved by Greenwood,
seconded by Welper that said request be approved. Ayes: Two. Absent: Cole. Motion carried.
The request of the Police Chief for authorization to appoint a Sergeant from a Civil Service List
currently being developed was reviewed. The vacancy will be created when a Sergeant is
promoted to fill the Lieutenant position vacant due to Rich Carter's resignation. Moved by
Greenwood, seconded by Welper that said request be approved. Ayes: Two. Absent: Cole.
Motion carried.
The request of the Police Chief for authorization to appoint two Police Recruits from a current
Civil Service List was reviewed. One vacancy will be created when a Police Officer is promoted
to Sergeant to fill a vacancy created by a promotion of a Sergeant to fill the Lieutenant position
vacant due to Rich Carter's resignation. Another Police Officer position is vacant due to Officer
Ross Ritter being called to active duty and not returning to the Police Department before the end
of FY09. Moved by Greenwood, seconded by Welper that said request be approved. Ayes:
Two. Absent: Cole. Motion carried.

The request of the Police Chief to fill a vacancy for Police Lieutenant from a current Civil
Service List was reviewed. The position is vacant due to the retirement of Carroll Kienol on
March 31, 2008. This promotion will be effective April 8, 2008. Moved by Greenwood,
seconded by Welper that said request be approved. Ayes: Three. Motion carried.
The request of the Police Chief to fill a vacancy for Police Sergeant from a current Civil Service
List was reviewed. The position will be vacant upon the promotion of a Sergeant to Lieutenant
due to the retirement of Caroll Kienol. This promotion will be effective April 8, 2008. Moved
by Greenwood, seconded by Welper that said request be approved. Ayes: Three. Motion
carried.
The request of the Police Chief for authorization to fill two vacancies for Police Recruits from a
current Civil Service List was reviewed. Officer Becky DeKruif will retire on June 27, 2008 and
Lieutenant Carroll Kienol retired on March 31, 2008. The Police Chief is requesting
authorization to hire two officers in July 2008. Moved by Greenwood, seconded by Welper that
said request be approved. Ayes: Three. Motion carried.
Moved by Greenwood, seconded by Welper that the request of the Police Chief for authorization
to list old vehicle equipment on eBay be approved. Ayes: Three. Motion carried.

The request of the Fire Chief for authorization to promote a Fire Lieutenant from a current Civil
Service List was reviewed. The position is vacant due to a retirement. Moved by Welper,
seconded by Greenwood that said request be approved. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to promote two Fire Engineers from a current
Civil Service List was reviewed. The positions are vacant due to a promotion and a military
leave. Moved by Welper, seconded by Greenwood that said request be approved. Ayes: Three.
Motion carried.
The request of the Police Chief for authorization to hire a Clerk I from a current Civil Service
List was reviewed. The position is vacant due to a resignation. Moved by Greenwood, seconded
by Welper that said request be approved. Ayes: Three. Motion carried.
Moved by Greenwood, seconded by Welper that the request of the Police Chief for authorization
to hire three additional Police Officers from a current Civil Service List be approved. Ayes:
Three. Motion carried.
The request of the Police Chief for authorization to promote one Captain, one Lieutenant and one
Sergeant from a current Civil Service List was reviewed. The promotions are necessary due a
retirement. Moved by Greenwood, seconded by Welper that said request be approved. Ayes:
Three. Motion carried.
