RESOLUTION NO. 2022-525
RESOLUTION APPROVING REQUEST OF ONDRE TEAGUE,
FOR A WAIVER FOR A CONCRETE DRIVEWAY, LOCATED
AT 4562 WINGHAVEN DRIVE, AND AUTHORIZE THE
CONSTRUCTION OF A CONCRETE DRIVEWAY AND
PLACING A DRIVEWAY OR SIDEWALK ON CITY RIGHT-
OF-WAY ON AN UNIMPROVED STREET.
WHEREAS, the City Engineer has made written application to the City Council asking
that Ondre Teague, be authorized and permitted to construct a concrete driveway, and placing a
driveway or sidewalk on city right-of-way on an unimproved street, located at 4562 Winghaven
Drive, and legally described as follows:
LOT 11 AND THE NORTH 25 FEET OF THE EAST 276.95 FEET OF LOT 12,
KIMPSTON SUBDIVISION, BLACK HAWK COUNTY, IOWA.
WHEREAS, it is the sense of the Council of the City of Waterloo, Iowa, that said request
should be granted.
NOW, THEREFORE, BE IT FURTHER RESOLVED that permission is hereby granted
to Ondre Teague to construct a concrete driveway, and placing a driveway or sidewalk on city
right-of-way on an unimproved street, located at 4562 Winghaven Drive, subject to the following
conditions:
1. Work is to be performed by an approved and bonded contractor.
2. A permit is to be obtained from the office of the City Engineer prior to
construction.
3. All work shall be under the supervision of the City Engineer and at no cost
to the City of Waterloo.
BE IT FURTHER RESOLVED, that the City Clerk is authorized and directed to forward
a certified copy of this resolution to the Black Hawk County Recorder for recording and the
Black Hawk County Auditor for filing in order that this said action may become a matter of
official County Record.
PASSED AND ADOPTED this 15th day of August 2022.

RESOLUTION NO. 2022-494
RESOLUTION APPROVING THE REQUEST OF LUIZ
GUSTAVO, FOR TAX EXEMPTIONS ON THE
CONSTRUCTION OF A NEW SINGLE FAMILY HOME
VALUED AT $321,531.00, FOR PROPERTY LOCATED AT
3346 LINCOLNSHIRE ROAD, AND LOCATED IN THE CITY
LIMITS URBAN REVITALIZATION AREA (CLURA).
WHEREAS, Luiz Gustavo, submitted an application dated June 1, 2022, to the City
Council of the City of Waterloo, Iowa, requesting to receive tax exemptions on the construction
of a new single family home valued at $321,531.00, for property located at 3346 Lincolnshire
Road, and located in the City Limits Urban Revitalization Area (CLURA), more fully described
as follows:
LINCOLNSHIRE ADDITION LOT 8, CITY OF WATERLOO, BLACK
HAWK COUNTY.
Subject to easements, restrictions, covenants, ordinances and limited access provisions of
records, and
WHEREAS, said property is located within the designated City Limits Urban
Revitalization Area (CLURA) in Waterloo, Iowa, as previously established by the City Council
of the City of Waterloo, Iowa, and
WHEREAS, the new construction project respecting said property is in conformance with
the City Limits Urban Revitalization Area (CLURA) Plan as officially adopted by the City
Council for the City of Waterloo, Iowa, and
WHEREAS, the new construction on said property was made during the time in which
such improvements are eligible for the tax exemption as set forth in the City Limits Urban
Revitalization Area (CLURA) Plan as adopted by the City Council of the City of Waterloo, Iowa,
and as set forth in the Urban Revitalization Act as adopted by the Legislature of the State of Iowa
and signed by the Governor of the State of Iowa, and
WHEREAS, said applicant is requesting the following three-year exemption schedule:
For the first year 100%
For the second year 100%
For the third year 100%
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WATERLOO, IOWA, that said application is hereby approved and the City Clerk is hereby
authorized and directed to forward said application and a copy of this resolution to the Assessor.
