The request of the Police Chief for authorization to purchase seventeen pair of protective
eyeglasses and lenses at a total cost of$990.00 was reviewed. The protective eyewear is used by
members of the Police Department's Tactical Unit. The seventeen officers assigned to this unit
receive specialized training and are outfitted with specialized gear that allow them to safely
perform their duties. The goggles presently used by the officers are 12 years old, the lenses are
scratched and cracked and the elastic headbands are stretched and worn. The Police Tactical
Unit has evaluated new generation protective eyewear and have chosen the Wiley X eyewear
brand by Protective Optics Inc. Seventeen pair of these glasses at $45.00 each will cost $765.00.
Replacement lenses for the glasses cost $225.00, bringing the total cost for the glasses and
replacement lenses to $990.00. Moved by Clark, seconded by Kincaid that said request be

related equipment was reviewed.

Purchase of the ambulance is part of the 2004 General Obligation Bonds equipment
replacement program. The new ambulance will replace a 1995 medic unit. The new
ambulance will reduce maintenance cost and increase safety and reliability. Moved by
Getty, seconded by Clark that said request be approved. Ayes: Three. Motion carried.

It was the recommendation of the Police Chief that the low bid from OMB Police Supply in the
amount of $1,850.00 be accepted. Moved by Clark, seconded by Kincaid that said

The request of the Police Chief for authorization to purchase in-car audio/video recording
equipment at a cost of $3,650.00 was reviewed. The Police Department has been awarded a
grant in the amount of$17,000.00 from the Governor's Traffic Safety Bureau. Included in the
grant award was $3,500.00 for the purchase of one in-car audio/video recording system. A quote
was obtained from Mobile Vision In-Car Video Systems in the amount of $3,650.00 for one
System 7 In-Car Video System. Mobile Vision is the manufacturer of the Police Department's
present in-car video system. Moved by Clark, seconded by Kincaid that said request be
approved. Ayes: Three. Motion carried.

The request of the Fire Chief for authorization to promote a Lieutenant from a current Civil
Service List was reviewed. The position is vacant due to a retirement. The vacancy leaves the
Fire Department short a supervisory position that needs to be filled in order to provide adequate
supervision and reduce potential out-of-rank pay costs if the vacancy goes unfilled. The
projected cost of not promoting a Lieutenant and hiring out-of-rank every day for this position
could be as high as $4,400.00, and the cost for the promotion is $2,728.00. There are 21
Lieutenant positions in the Fire Department. Moved by Clark, seconded by Kincaid that said
request be approved. Ayes: Three. Motion carried.
The request of the Police Chief for authorization to promote a Sergeant from a current Civil
Service List was reviewed. The position is vacant due to a retirement. The vacancy will leave
the Police Department short a supervisory position that needs to be filled in order to provide
adequate supervision and reduce potential overtime recall costs if the vacancy would go unfilled.
The average cost for Sergeant recall for one month is $856.08, or $7,704.72 for the remaining
nine months of FY04. The Police Departments projects the additional cost to promote one
Sergeant to be $2,886.00, which is approximately $4,800.00 less to promote a Sergeant than to
fill the vacancy with overtime for the remainder of the fiscal year. Funds are available in the
Police Department's FY04 Budget to support the promotion. Moved by Clark, seconded by
Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Police Chief to begin the Civil Service process for Police Sergeant was
reviewed. There is currently one officer on the certified Civil Service List for Police Sergeant.
With the retirement of Sergeant Larry Hahn on October 5, 2003, the Police Chief will, with
approval of the committee, appoint a Sergeant from the list, which will exhaust the Civil Service
List. The Police Chief would like to have a list of qualified applicants available for certification
by March 22, 2004. Moved by Clark, seconded by Kincaid that said request be approved. Ayes:
Three. Motion carried.
The request of the Police Chief for authorization to seek bids for rifle sight systems was
reviewed. The Police Chief is requesting authorization to seek bids for five additional EOTech
Rifle Sight Systems to be mounted on the Tactical Unit's perimeter rifles. Funds for the
purchase of five EOTech Rifle Sight Systems are available from the forfeiture funds. Moved by
Clark, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried.

Motion carried.
The request of the Police Chief for authorization to appoint a Police Sergeant from a current
Civil Service List was reviewed. The position is vacant due to the retirement of Sergeant Steve
Nemmers effective September 12, 2003. The Police Chief feels the vacancy will leave the Police
Department short a supervisory position that needs to be filled in order to provide adequate
supervision and reduce potential overtime recall costs if the vacancy would go unfilled. The
Police Chief expects they will require 64 hours of sergeant recall per month to fill the vacancy.
Using an average overtime recall rate of $35.67 per hour, this would come to $2,282.88 per
month, or a cost of $20,545.92 for sergeant recall overtime for the next nine months of FY04.
The Police Department is projecting that the additional cost to promote one sergeant to be
$2,886.00, which is $17,000.00 less to promote than to fill the vacancy with recall overtime for
the reminder of the fiscal year. Moved by Clark, seconded by Kincaid that said request be
approved. Ayes: Three. Motion carried.
The request of the Police Chief to hire four Police Officers from a current Civil Service List was
reviewed. The Police Department has three officers who are currently on military leave, with
two of the officers not expected to return to the department until May 2004. The third officer
was ordered to active duty for special work and has been gone from the department since
September 2002 and his leave status have now been extended until October 2004. By November
1, 2003, the Police Department will have lost four more officers, with one resignation and three
retirements. In May and June 2004, three more officers will retire from the department. The
retirements and resignations will reduce the department's manpower by ten. The Police Chief is
requesting to fill four of the positions. The next available opportunity to do this would be on or
about February 9, 2004. If approved, the four appointments will bring the police officer strength
up to 119 until the three officers return in May and June 2004, which will once again reduce the
police officer strength to 116.
Councilperson Clark stated that council members received a memo from the Chief Financial
Officer regarding funding of the four police officer positions. Councilperson Clark stated he
would like to move forward with the hiring of the four police officers and figure out the budget
situation when we get at there.

Officers from a current Civil Service List be approved. Ayes: Three. Motion carried.

the Battalion Chief is also called the Shift Commander and oversees 30 or more personnel, along
with other duties, and is an important part of the Fire Department. Moved by Clark, seconded by
Kincaid that said request be approved. Ayes: Three. Motion carried.

Councilperson Clark asked if there is any opportunity to look at the structure of the Fire
Department to see if it is necessary to have all the Lieutenants and Sergeants. Chief DeBerg
responded that the Lieutenant positions oversee the fire stations. Moved by Clark, seconded by

equipment at a cost of$15,856.00, computer software related to the recording and surveillance
equipment at a cost of$11,000.00 and handheld police radios at a cost of$25,000.00, for a total
cost of $51,856.00 was reviewed. The Police Department has been awarded a Small Rural
Communities Methamphetamine grant in the amount of$222,222.00 from the U.S. Depatttuent
of Justice, Office of Community Oriented Policing Services. Included in the grant is $51,856.00
for the purchase of various equipment. The items include $15,856.00 for recording and
surveillance equipment, $11,000.00 for computer software related to the recording and
surveillance equipment and $25,000.00 for handheld police radios. The total cost for the
equipment is $51,856.00. Moved by Clark, seconded by Kincaid that said request be approved.

light source, including training, at a cost of $29,575.00 was reviewed. The Waterloo Police
Department was awarded a Small Rural Communities Methamphetamine grant in the amount of
$222,222.00 from the U.S. Department of Justice, Office of Community Oriented Policing
Services. Included in the grant award is $29,575.00 for the purchase of crime lab equipment and
related training. A quote was received for a Krimesite Imager package and light source at a cost
of $28,075.00. The grant also allocated $1,500.00 to use toward the training of Department
personnel in the use and care of the Kimesite Imager package and light source. Moved by Getty,
seconded by Clark that said request be approved. Ayes: Two. Absent: Kincaid. Motion

The request of the Police Chief for authorization to purchase a teleprompter and various
methamphetamine related educational and promotional items at a cost of $14,995.00 was
reviewed. The Waterloo Police Department was awarded a Small Rural Communities
Methamphetamine grant in the amount of $222,222.00 from the U.S. Department of Justice,
Office of Community Oriented Policing Services. Included in the grant award is $14,995.00 to
be used for the purchase of equipment, to include a teleprompter, and various methamphetamine
related educational and promotional items. A quote in the amount of $4,699.00 was obtained
from Electronic Communication Systems, Inc. for a teleprompter that will be compatible with
existing CATV equipment. Also included is the purchase of the following methamphetamine
related educational and promotional items: Public Service Announcements for newspaper and
television, drug education kits and ID guides, street drug and meth lab CD ROMs, and various
promotional items bearing anti-meth related messages. The grant has allocated $10,296.00 for
the purchase of these items, for a total dollar amount of$14,995.00. Moved by Getty, seconded

The request of the Police Chief for authorization to purchase two FIST training suits at a cost of
$2,558.32 was reviewed. Defensive Tactics training has become an important part of the
ongoing training that is provided to Police Officers. Part of the equipment required for this
training is a high level "Redman" training suit. Sergeant Larry Hahn has provided his own
"Redman" suit for this training. Sergeant Hahn has indicated he will be retiring from the Police
Department within the next six months, and the department will need to purchase its own
training suits. Moved by Clark, seconded by Kincaid that said request be approved. Ayes:

The request of the Police Chief for authorization to begin the Civil Service process for the
position of Police Officer was reviewed. There are currently six candidates on the Civil Service
list, and the Police Chief anticipates exhausting the list by September 1, 2003. The Police
Department will be losing seven officers to retirement in the next twelve months, and four
officers to the military for one year starting May 1, 2003. In response to a question from
Councilperson Getty, Chief Jennings stated this action will just start the process, and any request
to hire from the list will be brought back to the committee. Moved by Getty, seconded by Clark
that said request be approved. Ayes: Two. Absent: Kincaid. Motion carried.

The request of the Police Chief for authorization to hire a Police Officer from a current Civil
Service list was reviewed. A Police Officer has been on extended military leave from the
Waterloo Police Department since January 7, 2003 and has been in a no pay status since
February 2003. The Police Department has also been advised they will lose four more officers
due to their military unit being activated May 1, 2003. Police Chief Tom Jennings reported that
in addition to the four officers leaving for the military, four other officers will be retiring.

The request of the Police Chief for authorization to hire a Property/Evidence Coordinator was
reviewed. Terry Blank will be retiring as Property/Evidence Coordinator on July 4, 2003. The
Police Chief was previously given authorization to begin the Civil Service process for the
replacement for Mr. Blank. On April 4, 2003 the Civil Service list for the Property/Evidence
Coordinator was certified by the Civil Service Commission. The Police Chief has selected Virgil
Carson to be the new Property/Evidence Coordinator with a start date of April 21, 2003. Moved
by Clark, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried.

The bid received for two police bicycles and accessories was reviewed. Bid requests were sent to
three local vendors for two police bicycles. The bid specifications included the purchase of two
new package bicycles with accessories and the trade in of three present bicycles. The accessories
include front and rear lights, water bottle cage and rear carry bag. Europa Cycle & Ski submitted
the only bid for a total bid for two bicycles of$1,303.00. The trade-in allowance is $80.00 per
Shasta brand bike depending on the condition of the complete bicycle with all components in
proper operating condition and rideable. It was the recommendation of the Police Chief that the
bid from Europa Cycle & Ski in the amount of $1,303.00 for two bicycles and accessories be
accepted, subject to the final cost varying depending on the trade-in allowance. Moved by Getty,
seconded by Kincaid that said recommendation be approved. Ayes: Two. Absent: Clark.

Ned DeBerg, Fire Chief, reviewed the proposed 4 percent increase for Basic Life Support and
Advanced Life Support rates. Currently, Waterloo Fire Rescue charges $375.00 for all
Advanced Life Support calls and $275.00 for Basic Life Support calls. The 4 percent increase
would raise the rates to $390.00 for Advanced Life Support calls and $286.00 for Basic Life
Support calls. Chief DeBerg is also requesting the current mileage charge of$5.00 per mile be
increased to $6.00 per mile. Chief DeBerg reported the last increase was May 2001, and these
increases are necessary to keep up with the rising operational costs. Moved by Clark, seconded
by Getty that said proposed rates of$390.00 for Advanced Life Support calls and $286.00 for
Basic Life Support calls, and mileage charge of$6.00 per mile be approved and forwarded to the
full council. Ayes: Two. Motion carried.

The request of the Police Chief for authorization to seek bids for two new police bicycles was
reviewed. In the Spring 1991, the Police Department initiated the first police mountain bike
patrol in the state. The Governor's Alliance on Substance Abuse provided grant moneys that
were used to purchase the seven mountain bicycles that allowed the Police Department to begin
the program. In FY 02, the Police Department traded in four of the original bicycles for four new
ones and reconditioned the remaining three bicycles. The Police Chief is requesting
authorization to seek bids for two new police bicycles and related equipment, trade-in three
original bicycles and tune up the four new bicycles purchased in FY 02. Forfeiture funds will be
used to pay for the costs of this request. Moved by Getty, seconded by Clark that said request be
approved. Ayes: Two. Motion carried.
The request of the Police Chief for authorization to begin the Civil Service process for
Property/Evidence Coordinator was reviewed. Terry Blank, who is currently the
Property/Evidence Coordinator, will be retiring from the Police Department as of July 4, 2003.
Mr. Blank is responsible for performing and supervising a variety of tasks necessary for the
proper secure handling, storage and disposal of evidence and property seized. Mr. Blank is also
the primary employee for the department who obtains price quotes and bids for supply and
equipment items and supervises and maintains fleet records. Moved by Getty, seconded by Clark
that said request be approved. Ayes: Two. Motion carried.

The Memorandum of Agreement with the Transportation Security Administration to provide law
enforcement at the Waterloo Regional Airport was reviewed. In May 2002 the Police
Department was charged with the responsibility of providing law enforcement at the Waterloo
Regional Airport. A Memorandum of Agreement with the Transportation Security
Administration, the Waterloo Regional Airport and the Police Department was entered into at
that time. Police Officers received a 2 percent wage increase effective on January 1, 2003. The
wage increase requires the city to modify the agreement with the Transportation Security
Administration to reflect that change. This raises the Police Department's daily operating costs
to from $508.09 to $518.32. Due to the increase, a modified Memorandum of Agreement must
be signed. Moved by Clark, seconded by Getty that said Memorandum of Agreement be
approved. Ayes: Two. Motion carried.
