October 22, 1990

Members present: Chairperson Dell and Buck.
Members absent: Budak.
It was moved by Buck, seconded by Dell that the Agenda, as
proposed, be approved. Motion carried.
The request of the Police Chiet tor authorization to provide
90 police personnel with Hepatitis B series vaccination was
discussed. The Black Hawk County Health Department would
administer the series at an approximate cost of $10,000.
Although no funds are available for this item, the Chief
stated that it was imperative that as public safety
employees the shots be administered.
It was moved by Buck, seconded by Dell that authorization to
proceed with the series Hepatitis B vaccinations be approved.
Motion carried.
Councilperson Wright asked that the safety of children
during the Halloween season be addressed. Chief Koehrsen
stated that together with a press release issued from the
Mayor's office last week, his department will be addressing
this issue and getting information out to the public.
With no further business before the Committee, the meeting
was adjourned at 6:32 p.m.

Members present: Chairperson Dell, Buck and Budak.
It was moved by Buck, seconded by Budak that the Agenda, as
proposed, be approved. Motion carried.
The request of the Fire Chief for approval to provide 90
Fire Department personnel with Hepatitis B Series Shots was
reviewed. Fire Chief Stan Stapella reported that one Fire
Department personnel has been stricken with hepatitis and
recommended that we proceed with the series to prevent
further cases to develop. It was moved by Buck, seconded by
Budak that authorization to proceed as requested be
approved. Motion carried.
With no further business before the Committee, the meeting
was adjourned.

June 18, 1990

Members present: Chairperson Dell, Buck and Budak.
It was moved by Buck, seconded by Budak that the agenda, as
proposed, be approved. Motion carried.
Chief Koehrsen presented a proposal presented to him by the
Iowa Citizens for Community Improvement asking that the City
financially participate in the cost of erecting signs
designating drug free zones for placement in City parks and
on public and private school grounds. Prices have been
obtained from the City Sign and Traffic Department and Iowa
Prison Industries. The latter would provide the signs at
the lowest rate ($86 for the silk screen and $11.95 per
sign) for a total cost of $4,110.80. The City's portion of
this cost would be $2,055. The remainder of the cost would
be solicited by the Citizens Group through contributions
from churches, businesses, schools, civic groups and the
general public.
Donna Jones, representing the Iowa Citizens for Community
Improvement, stated that this has been an effective deterrent
in major cities such as Chicago. The City would be
responsible for placement of the signs and for installation
including the cost of the sign posts.
It was moved by Buck, seconded by Budak that the City pay
one-half of said signs not exceeding $2,055. Motion
carried.
This item will be referred to the Finance Committee for
funding.

PUBLIC SAFETY COMMITTEE MINUTES
March 5, 1990

Members present: Chairperson Dell and Buck.
Members absent: Budak.
It was moved by Buck, seconded by Dell that the Agenda, as
proposed, be approved. Motion carried.
Chairperson Dell opened the meeting for the purposes of
discussing lawn care pursuant to a petition presented to the
City Council on February 5, 1990, asking the City Council to
adopt an ordinance for City owned/managed and privately
owned property within the City' s jurisdiction to
control/restrict the use of lawn care pesticides.
Elaine Jaquith, 3148 Marigold Drive, asked that the City
consider implementation of a registry system that would be
set up in the Clerk/Auditor's office. Anyone wishing to be
notified that an adjacent property owner will be spraying
for pesticides would register in the Clerk's office who
would then notify all pesticide companies of those on the
list. Secondly, the petitioners requested a registry be
established for those persons wishing to be notified when
the City sprays City property.
Councilperson Buck stated that he did not have a problem
with the registry system but did see a problem in not using
pesticides on City golf courses.
Rick Tagtow, Director of the Waterloo Park and Forestry
Board, stated that over the past several years, the use of
pesticides by the Park Department has been cut in half. In
fact, the Department has received considerable complaints
for not spraying in City parks. He stated that the only
systematic spraying of pesticides in City parks is on the
City ball diamonds and golf courses.
Councilperson Buck suggested that the City Attorney be
requested to render an opinion as to whether or not the City
can impose restrictions on the application of lawn care
pesticides.
Mr. Tagtow indicated that Ms. Jaquith will be attending the
Park Board meeting on Wednesday, March 7th, to convey her
opposition to the City' s spraying of pesticides. He stated
that administratively he cannot suspend or recommend that
spraying be suspended. Ms. Jaquith indicated that she has
information on the use of organic chemicals, a preferred
product.
Larry P. Burger, Clerk/Auditor, stated that if authorized by
City Council, his office would be responsible for
establishing the registry system. The public would be
notified indicating the availability to register. The
Clerk/Auditor' s office would then notify all spraying
companies of the registry. It would be the companies'
responsibility to notify adjacent property owners when
spraying adjacent to any of the petitioners.
