Steve Decker, Street Superintendent, stated we have three operators that are going to be retiring in the winter. We don't want to have open routes sitting and the request is to replace them. The guys are retiring in November and December and we would like to start the process as soon as possible to get them replaced. Larry Smith, Waste Management Services Superintendent, stated about three weeks ago you made an approval to replace two people that we were short, at that time another person left to go to Illinois. We are asking to replace that person now. It will be off the civil service list that was approved. Absent: Hart Moved by Cole, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Two. Motion carried. Cammie Scully, Culture & Arts Director, stated Marlene Ackerman just retired. She was with us for 39 years, she was the registrar. In that period her salary has increased and increased until it got to the point that I could look at that salary and use that to promote someone by increasing their wages and highering a registrar at a lower salary. So there is not an incredible amount of difference. The difference amounts to about $2161 and we will be able to absorb it in the budget. This way I can give a dollar raise to preparatory/tech and make him full time. It would be incredibly helpful to our operations. There is enough for him to do 70 hours a week at this point. Brandon Cannon in the custodial position is not really doing custodial work. He is supervising program people and art people and acting as the assistant to facilities manager. So this will just be a promotion in title with a dollar raise. Mr. Schmitt stated Cammie, so you are increasing one persons hours, hiring an additional person, and then doing one promotion? On that promotion you are not going to backfill his position. He is going to continue to do what he is doing. Ms. Scully stated correct. Moved by Cole, seconded by Welper that Request from Culture & Arts Director for authorization to increase the hours of the current part time Preparator/Technician to full time (under Iowa Code Chapter 400.7 Preference By Service, no Civil Service testing process is required), be approved. Doug Carter, our current civil service list has expired and we are in the process of keeping a current list. Ayes: Three. Motion carried. Keith Kearns stated we need them on board pretty quickly and we want to get them trained as soon as possible. With the computerization of the satellite plant, it is a bigger plant, and we need to get them on as soon as we can. Mr. Getty stated there is a lot more automation down there and valves and switches with starting this second unit up and they have to get them trained. Motion carried. Mr. Welper stated this is a new position. Robert Stringer, Human Resources Director, replied that yes this is a new position. Mr. Welper stated we are not hiring a lot of people right now so I am a little surprised that we are taking on a new position here and the grant that is supposed to pay for this individual, is this a temporary position. Mr. Stringer stated we have somebody working in that position right now on a temporary basis. Mr. Welper asked so when the grant is gone is this person gone. Mr. Stringer replied no. Michelle Weidner, Chief Financial Officer, replied yes I think so. This position would be eliminated if grant funding were eliminated. Ms. Cole stated CDBG and those things come through every year. Ms. Weidner replied they sold this that this was being funded by other grants. Noel Anderson, Community Planning and Development Director, stated there is Neighborhood Stabilization grant money, there is EDI grant money, that all have administrative costs to them and they are all on strict time limits of when that money has to be spent or we lose it, so they would be funded out of those grant sources. The setup will be that if the grant money runs out the position will be eliminated. Mr. Welper replied ok. Suzy c lres City Clerk HUMAN RESOURCES COMMITTEE May 17, 2010 4:55 p.m. Council Chambers Members present: Chairperson Welper, Hart, Cole. Moved by Hart, seconded by Cole that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Mr. Schmitt questioned if this will be a department head position as he was not aware of that. Mayor Clark stated that is correct. He asked if the total salary with the benefits will be roughly $135,00, $145,000. Don't you normally figure 50% by the time you get done with everything else? Michelle Weidner, Chief Financial Officer, stated not when the salary is this high. She would guess that it would be $120,000 to $125,000. Mr. Schmitt asked if we pay that much or if we are anticipating paying that much to AECOM and if this person was only going to be doing that. They are not going to be managing people or when it is a department head position, we already have a department head of that department. Is that correct? Ms. Weidner stated they will be doing some coordination and administration projects. This is not going to directly replace the design of the projects. You will still need an entity to do specific design. Ms. Cole stated her understanding with the discussion she's had is thanks to our federal and state governments and the mandates we have, we are at the point were we need a professional engineer just to deal with that stuff. Mayor Clark stated one that works for us rather than AECOM. This is a full time job. Larry and his staff will stay in positions to run and operate the maintenance on the Waste Water Treatment Plant as they are right now, but there will be one more level that will be a certified engineer that will be able to get their arms around all the requirements for the regulations and they will work for us exclusively. Mr. Greenwood asked if Cedar Falls has one or if this person would be available to consult with other entities. Mayor Clark stated their primary focus right now is on the City of Waterloo. We have Bob now who consults for other entities. We just feel we need somebody who is working for Waterloo to deal with the regulatory issues, the environmental issues, and the design issues by fixing our combined sewer issues. Mr. Schmitt asked if we have identified where the funding is coming from to pay this $120,000. Ms. Weidner stated her proposal would be to split is between the sewer fund, the storm water fee, and the sanitation fee, anticipating services will be provided for all of those. Mr. Welper stated this will reduce some of the dependency on AECOM, so that is where some of the money will come from. Mayor Clark stated we would need some services for design, but nothing like we are doing now. Mr. Getty stated when this person is hired he would hope that we will then as well as now give Larry Smith and his staff a big hearty thank you and congratulations because when Tim Shea passed away, Larry stepped into that position and the staff that he had continued to run the thing and went through the flood and so on and so forth. He has done and will continue to do us a good job. Mayor Clark stated there is no doubt about that and he has spoke with Larry and his staff and there is no question about that. He stated to keep in mind that this position is an extremely specialized position we are looking for. We may be sitting here this time next year and still haven't found anyone that meets our requirements. This is not someone who is just going to walk in off the streets and have been a former sewer plant operator. We need a certified engineer. Ms. Cole stated we need a professional engineer. Mr. Getty said when our sewer plant was built it is unbelievable the paperwork that we had to hire out to have engineers do. Mayor Clark stated this is going to be equally as big of a task. To get this sewer thing under control we need someone working on behalf of the City. Moved by Hart, seconded by Cole that Request from Mayor for authorization to begin the recruitment and hiring process for Waste Management Services Environmental Engineer and make an appointment, be approved. Fire Chief Doug Carter reported that there are three openings from early last year and the plan for next year's budget does allow the filling of these positions. There is a firefighter being deployed to Afghanistan who will not be replaced. Moved by Hart, seconded by Cole that request from Garage Superintendent to begin the recruitment and hiring process for a part time Administrative Secretary and make an appointment, be approved. Ayes: Three. Motion carried. Mark Rice, Central Garage Superintendent, reported this vacancy was created when his secretary moved to the Mayor's office. The budget will only allow a part-time position. The hours will be determined to meet the needs of the department. Paul Huting, Leisure Services Director, explained that this position has been held open to allow a qualified individual who is returning from military deployment to participated in the Civil Service Process. Mr. Welper questioned whether this individual would have the ability to complete the electrical needs created by the loss of the electrician position. Mr. Huting explained that the electrician position has never been filled. Chief Carter reported that the Fire department just finished the Lieutenant tests and one of these promotions would be to fill a vacancy and the other one would be promoting the Fire Inspector Troy Luck and he is currently paid lieutenant pay as an inspector. The request of Mayor Clark for authorization to make an appointment to the position of Building Official/Maintenance Administrator was reviewed. The request of Superintendent of Central Garage for authorization to fill an Administrative Secretary position on a temporary basis was reviewed.
