The request of Mayor Tim Hurley for authorization to begin the Civil Service process for Police Chief for the Police Department was reviewed. The position will be vacant due to the retirement of Tom Jennings on January 8, 2010. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. The request of Human Resources Manager to appoint Suzy Schares to the City Clerk position to begin employment on January 11, 2010 was reviewed. This position has been vacant due to the retirement of Nancy Eckert on September 30, 2009. Moved by Reggie Schmitt, seconded by Hart that said request be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Community Development Director for authorization to begin the Civil Service process for Rehabilitation/Relocation Specialist and make an appointment from the Civil Service List was reviewed. The position has been vacant since October 2008 due to the resignation of Christopher Leach. Moved by Welper, seconded by Hart that said request be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to appoint four Police Recruits from a current Civil Service List was reviewed. The positions are vacant due to the retirements of Officer Scott Lake and Officer A. Lynn Moller and the resignations of Officer Andy Isley and Officer Tammera Babb. Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to begin the Civil Service process for Fire Lieutenant was reviewed. The current list expires on September 25, 2009. The list is necessary because of intended retirements that will be coming up, and the list is also required to hire out of rank when captains or lieutenants are on vacation, etc. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. Moved by Hart, seconded by Reggie Schmitt that the request of the Fire Chief for authorization to begin the Civil Service process for Fire Captain be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to appoint two Fire Fighters from a current Civil Service List was reviewed. The positions are vacant due to two retirements. The approximate date of hire is October 2009. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to hire five Police Officers with the funding to be received under the Cops Hiring Initiative grant from a current Civil Service List and yet to be certified Civil Service List was reviewed. The grant will fully fund five new officers for 36 months, with the remaining year to be funded by the city. Moved by Reggie Schmitt, seconded by Hart that said request be approved. Ayes: Three. The request of Mayor Hurley for authorization to begin the recruitment process for Building Official was reviewed. Louis Cutwright, Building Official/Maintenance Administrator, has elected to retire on January 29, 2010. The position directs the Building Department in plan review, permit writing, inspections, code enforcement and maintenance of city facilities. Moved by Reggie Schmitt, seconded by Welper that said request be approved. Ayes: Two. Absent: Hart. Motion carried. Nancy Eckert City Clerk 1 HUMAN RESOURCES COMMITTEE July 27, 2009 4:15 p.m. Council Chambers Members present: Chairperson Welper, Hart, Reggie Schmitt. Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Mayor Hurley's request for authorization to begin the recruitment and hiring process for City Clerk was reviewed. Nancy Eckert has announced that she will retire as City Clerk effective September 30, 2009. Mayor Hurley is recommending that Councilperson Ron Welper head a search committee to find a qualified candidate to fill the City Clerk position. Councilperson Hart asked what is the process. Councilperson Welper stated that this will start the process and he will be working with Nancy Eckert and staff and will add a couple council members to form the search committee. Councilperson Hart stated that it is his understanding that only one member of the Human Resources Committee can be on the search committee. Councilperson Welper noted that when two or more members of the Human Resources Committee hold a meeting, the meeting would need to be posted or otherwise the meeting would be held illegally. Councilperson Welper noted that the search committee will reduce the number of candidates with the entire council approving the appointment. Councilperson Hart asked about the job description, and Councilperson Welper responded at this time the job description is staying the same. The request of the Police Chief for authorization to hire two Police Officers from a current Civil Service List was reviewed. Lieutenant Ann Meyer will retire on October 29, 2009. Sergeant Keith Smith has notified the Police Chief of his intent to retire on August 13, 2009. Filling these vacancies will create a ripple effect and necessitate the promotion of two Sergeants and a Lieutenant from the Current Services Lists along with hiring two Police Officers from an existing Civil Service List. All promotions and hiring would be effective August 17, 2009. Moved by Reggie Schmitt, seconded by Hart that said request be approved. Ayes: Three. Motion carried. Moved by Reggie Schmitt, seconded by Hart that the request of the Police Chief for authorization to promote two Police Sergeants from a current Civil Service List be approved. Ayes: Three. Motion carried. Moved by Reggie Schmitt, seconded by Hart that the request of the Police Chief for authorization to promote one Police Lieutenant from a current Civil Service List be approved. Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to begin the Civil Service process for police recruit was reviewed. Nine police officers will be eligible to retire from the Police Department during fiscal year 2010. The current Civil Service list expires on January 23, 2010. There will be four eligible candidates on the current list after hiring a replacement for Officer Tim Everett. The Police Chief is requesting authorization to begin the Civil Service process for the police officers so a certified list will be available to fill vacancies as they arise. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Building Official for authorization to begin the Civil Service process for Chief Electrical Inspector and make an appointment from the Civil Service List was reviewed. The position is vacant due to the resignation of Charlton Carpenter. Moved by Reggie Schmitt, seconded by Hart that said request be approved. Ayes: Three. Motion carried. The request of the City Clerk for authorization to begin the recruitment process for part time Parking Meter Officer and to make two appointments was reviewed. The two part time positions are budgeted in the FY 2010 Budget. The positions will be supervised the City Clerk and they will have a work area in the office of the City Clerk. Moved Hart, seconded by Reggie Schmitt, that said request be approved. Ayes: Three. Motion carried. The request of the Human Resources Director for authorization to begin the recruitment process for Administrative Secretary and make an appointment was reviewed. The position will become vacant in a few weeks because Shelly Kruger is transferring to the Human Rights Department. This is not a Civil Service position. Moved by Reggie Schmitt, seconded by Hart that said request be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to begin the Civil Service process for Medical Officer and make an appointment from the Civil Service List was reviewed. The current Civil Service List expires on April 30, 2009, and all of the remaining applicants on the certified list have turned down the position. The position is vacant due to the retirement of Stan Mingus. The Medical Officer is a budgeted position. Hiring out of rank to fill this position will leave the Fire Department short a paramedic, which is necessary to maintain positions on ambulances at the sub houses. Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to appoint a Police Recruit from a current Civil Service List was reviewed. The position is vacant due to the retirement of Officer Tim Everett on March 6, 2009. Hiring one officer will return the Police Department to its authorized strength of 120 sworn officers. The position is funded in the FY 09 and FY 10 budgets. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Leisure Services Director for authorization to appoint a Park Maintenance II- Forestry from a current Civil Service List was reviewed. The position is funded in the current budget and next year's budget. Moved by Reggie Schmitt, seconded by Hart that said request be approved. Ayes: Three. Motion carried. The request of the Superintendent of Waste Management Services for authorization to appoint a Treatment Operations Supervisor and a Collection System/Maintenance Supervisor was reviewed. The Assistant Superintendent position is currently vacant due to the promotion of Larry Smith to the Superintendent position. Two current employees will be promoted to the new supervisor positions as part of the reorganization plan proposed by the Superintendent of Waste Management Services. Nancy Eckert City Clerk HUMAN RESOURCES COMMITTEE January 26, 2009 4:25 p.m. Council Chambers Members present: Chairperson Welper, Reggie Schmitt. Members absent: Hart. Moved by Reggie Schmitt, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Two. Absent: Hart. Motion carried. The request of the Building Official/Maintenance Administrator for authorization to appoint a Code Enforcement Officer from a current Civil Service List was reviewed. This is a fourth Code Enforcement Officer position and the position is funded in the FY09 budget. A temp has filled this position on a temporary basis. Lou Cutwright, Building Official/Maintenance Administrator, is recommending the appointment of Maria Tiller to the position. Mr. Cutwright explained that Ms. Tiller worked for the Cedar Bend Humane Society, and he feels she will be a good mix with current staff and the reorganization plans. Councilperson Greenwood inquired if progress reports for the Code Enforcement Officers are still being distributed. Mr. Cutwright responded that the work is still being tracked. A new report is being created which will give more detailed information along with a colored city map. Councilperson Greenwood asked if Code Enforcement will continue to be complaint driven or more pro-active. Mr. Cutwright responded that with the level of calls received, they have not been able to be pro-active, but the new push is to be pro-active. Mr. Cutwright explained a work day for a Code Enforcement Officer. Mr. Cutwright noted that code enforcement has a 99 percent conviction rate in the courts. The request of the Superintendent of Traffic Operations for authorization to begin the Civil Service process for Traffic Signal Technical I and make an appointment was reviewed. The position is vacant due to a retirement. The main duties of the position is to perform locates and is back up for the Signal Technician I and II and Electricians. Once the Civil Service List has been certified, the appointment will be submitted directly to the full council for approval. Moved by Hart, seconded by Reggie Schmitt that said request be approved.
