Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Human Rights Director for authorization to appoint an Administrative Secretary was reviewed. The position has been vacant since Thadine Graham resigned on April 18, 2008. The position has been budgeted, and the recruiting process is complete. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to appoint a Sergeant from a Civil Service List to be certified on January 8, 2009 was reviewed. Sergeant Steve Tomkins will retire from the Police Department on January 12, 2009, which will leave the department with one supervisor vacancy. Filling the sergeant's position will necessitate the hiring of an entry-level police officer. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. Moved by Reggie Schmitt, seconded by Hart that the request of the Police Chief for authorization to appoint a Police Officer from a current Civil Service List be approved. Ayes: Three. Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Airport Director for authorization to appoint an Airport Maintenance Worker from a current Civil Service List was reviewed. The position is vacant due to a transfer of an airport maintenance worker to another city department. The Airport currently has three of the approved four airport maintenance positions. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Leisure Services Director for authorization to appoint a Park Maintenance II-Construction from a current Civil Service List was reviewed. The position will be vacant for 18 months due to a military leave. A future retirement will create a permanent vacancy prior to that person's return from military services. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Leisure Services Director for authorization to begin the Civil Service process for Park Maintenance II-Forestry was reviewed. There is a currently funded vacancy for this additional position. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to appoint a Lieutenant from a current Civil Service List was reviewed. The position is vacant due to the resignation of Richard Carter effective November 7, 2008. Filling the Lieutenant vacancy will create a ripple effect as a Sergeant will be promoted to a Lieutenant, and an Officer will be promoted to Sergeant. The Police Department will then need to hire one entry level Police Officer. Moved by Reggie Schmitt, seconded by Hart that said request be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to appoint a Sergeant from a Civil Service List currently being developed was reviewed. The vacancy will be created when a Sergeant is promoted to fill the Lieutenant position vacant due to Rich Carter's resignation. Moved by Reggie Schmitt, seconded by Hart that said request be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to appoint two Police Recruits from a current Civil Service List was reviewed. One vacancy will be created when a Police Officer is promoted to Sergeant to fill a vacancy created by a promotion of a Sergeant to fill the Lieutenant position vacant due to Rich Carter's resignation. Another Police Officer position is vacant due to Officer Ross Ritter being called to active duty and not returning to the Police Department before the end of FY09. Moved by Reggie Schmitt, seconded by Hart that said request be approved. Ayes: Three. Motion carried. The agenda was amended to add the following item. The request of the Community Planning & Development Director for authorization to begin the Civil Service process for Rehabilitation Specialist and to make an appointment from the Civil Service List was reviewed. The position is vacant due to a resignation. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Superintendent of Traffic Operations for authorization to begin the Civil Service process for Traffic Signal Technician II and make an appointment from the Civil Service List was reviewed. The position will be vacant upon a promotion. Once the Civil Service List is certified, the appointment will be brought directly to the city council for approval. Moved by Hart, seconded by Welper that said request be approved. Ayes: Two. Absent: Reggie Schmitt. Motion carried. The request of the Superintendent of Traffic Operations for authorization to begin the Civil Service process for Traffic Signal Foreman and make an appointment from the Civil Service List was reviewed. The position is currently vacant. Once the Civil Service List is certified, the appointment will be brought directly to the city council for approval. The request of the City Engineer for authorization to begin the Civil Service process for Associate Engineer and to make an appointment from the Civil Service List was reviewed. The position is vacant due to a disability leave After the Civil Service List has been certified for the position, the City Engineer will take his appointment directly to the city council for approval. Nancy Eckert City Clerk ICI HUMAN RESOURCES COMMITTEE September 15, 2008 4:55 p.m. Council Chambers Chairperson Welper called the meeting to order at 5:08 p.m. Members present: Chairperson Welper, Hart, Reggie Schmitt. Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Director of the Cultural & Arts Commission for authorization to begin the recruitment process for a part time Youth Pavilion Manager and to begin the recruitment process for a part time Technician/Preparator was reviewed. Cammie Scully, Director, explained that the current Floor Manager/Technician is resigning effective October 1, 2008, and she is proposing to create two 35 hours per week positions, replacing the Floor Manager/Technician with a new person and utilizing a person who is currently on staff. The Youth Pavilion Manager and the Technician/Preparator will replace the Floor Manager/Technician. Bob Stringer, Human Resources Director, noted that both of the new positions will be eligible for health insurance coverage. Ms. Scully explained that one of the new positions has informed her that she will not need the health insurance coverage as she will be covered under another plan. Moved by Reggie Schmitt, seconded by Hart that the request of the Director of the Cultural & Arts Commission for authorization to begin the recruitment process for a part time Youth Pavilion Manager be approved. The request of the Leisure Services Director for authorization to begin the Civil Service process and make an appointment for Downtown Area Maintenance II was reviewed. This is a new position to help with maintaining the new facilities downtown. After the Civil Service List has been certified, the Leisure Services Director will place the appointment on the council agenda for approval. Moved by Reggie Schmitt, seconded by Welper that said request be approved. Ayes: Three. Motion carried. The request of the Airport Director for authorization to begin the Civil Service process for Airport Maintenance Worker was reviewed. The position is vacant due to a recent transfer from the Airport to the Traffic Operations Department. Moved by Reggie Schmitt, seconded by Welper that said request be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to begin the Civil Service process for Police Sergeant was reviewed. The current Civil Service list expired on August 8, 2008. The Police Department anticipates approximately 14 officers retiring over the next two years, and would like the Civil Service list available in anticipation of the retirements and expected promotions. Moved by Reggie Schmitt, seconded by Welper that said request be approved. Ayes: Three. Motion carried. The request of the Superintendent of Traffic Operations for authorization to begin the Civil Service process and make an appointment for Maintenance Electrician was reviewed. The position is vacant due to a current employee being promoted within the Traffic Operations Department. After the Civil Service List has been certified, the Superintendent of Traffic Operations will place the appointment on the council agenda for approval. Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Building Official/Maintenance Administrator for authorization to begin the Civil Service process for Code Enforcement Officer was reviewed. Lou Cutwright, Building Official/Maintenance Administrator, explained this is a new position which is in the FY09 budget. The process will be open for application from within the city and outside. Councilperson Reggie Schmitt asked if it was time to change the name to Code Compliance. Mr. Cutwright explained that the next step will be to appoint a Chief Enforcement Officer. Mr. Cutwright noted that it may be a good time to have a Code Compliance Division. Moved by Hart, seconded by Reggie Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to appoint three Fire Recruits from a current Civil Service List was reviewed. The positions are vacant due to the retirement of two Lieutenants and a Fire Engineer. The new recruits would start employment on September 29, 2008. Moved by Reggie Schmitt, seconded by Hart that the request of the Fire Chief for authorization to appoint a Fire Lieutenant from a current Civil Service List be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to appoint a Fire Recruit from a current Civil Service List was reviewed. The position is vacant due to a resignation of a probationary Firefighter. The request of the Fire Chief for authorization to promote two Fire Engineers from a current Civil Service List was reviewed. There are two vacant Fire Engineer positions due to retirements. The request of the Fire Chief for authorization to begin the Civil Service process for Fire Inspector was reviewed. The position is vacant due to the transfer of an Inspector to an Engineer position. The Fire Chief requested authorization to make the Fire Inspector appointment once the Civil Service Commission certifies the list. The request of the Fire Chief for authorization to hire a part time mechanic for Fire Rescue was reviewed. Fire Chief Doug Carter explained that the Fire Department has been using firefighters, but the overtime cost is prohibitive and using on shift personnel takes them away from training or emergency response. Chief Carter noted that the maintenance workload is more than one mechanic can handle. The Fire Department will continue to employ one full time mechanic. Chief Carter noted that they hope to use the savings from overtime costs to pay for this part time mechanic position. Michelle Weidner, Chief Financial Officer, noted that this part time position is budgeted in the FYE08 budget, but not in the FYE09 budget. Bob Stringer, Human Resources Director, noted that this is not a Civil Service position nor a collective bargaining position. Moved by Hart, seconded by Welper that said request be approved. There are currently two Associate Planners, and the Planner II position would be a promotion. The Planner II position has been created due to the retirement of Don Temeyer, former Community Planning & Development Director, and the subsequent promotions of Noel Anderson and Aric Schroeder. Moved by Reggie Schmitt, seconded by Hart that said request be approved. Ayes: Three. Motion carried. The request of the Superintendent of Traffic Operations for authorization to begin the Civil Service process and fill one vacancy for Sign & Traffic Equipment Operator was reviewed. The position is vacant due to a promotion. Once the Civil Service List for Sign & Traffic Equipment Operator is certified by the Civil Service Commission, the Superintendent of Traffic Operations will forward the appointment directly to the full council for approval. The position is vacant due to a departmental transfer. Upon approval of a certified list by the Civil Service Commission, the Superintendent of Waste Management Services will forward a recommendation of appointment directly to the full council. The request of the Police Chief to fill a vacancy for Police Sergeant from a current Civil Service List was reviewed. The position will be vacant upon the promotion of a Sergeant to Lieutenant due to the retirement of Caroll Kienol. This promotion will be effective April 8, 2008. Officer Becky DeKruif will retire on June 27, 2008 and Lieutenant Carroll Kienol retired on March 31, 2008. The Police Chief is requesting authorization to hire two officers in July 2008.
