The request of the Airport Director for authorization to appoint an Airport Maintenance Foreman from a current Civil Service List was reviewed. This position was created as part of the requirements for the Airport to transition to Airport Maintenance personnel performing Airfield Rescue & Fire Fighting (ARFF) duties at the Airport. This will not add an additional employee as a current Airport Maintenance employee will be promoted to the Foreman position. Moved by Schmitt, seconded by Welper that said request be approved. Motion carried. The request of the Building Official/Maintenance Administrator for authorization to begin the Civil Service process for Facilities Maintenance was reviewed. The position is vacant due to an employee transferring to the Waterloo Airport. Moved by Kincaid, seconded by Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to appoint a Police Sergeant from a current Civil Service List was reviewed. Mark Langenwalter will retire from the Police Department on February 2, 2008, which will create a vacancy. Moved by Schmitt, seconded by Kincaid that said request be approved. Ayes: Three. The request of the Superintendent of Streets for authorization to begin the Civil Service process for Equipment Operator I was reviewed. The position is currently vacant and there is a possibility of two or three retirements within the department. Moved by Schmitt, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried. The request of the Leisure Services Director for authorization to appoint a Park Maintenance II- Crew Leader from a current Civil Service List was reviewed. The position is vacant due to the transfer of a Park Maintenance I employee and the elimination of a 6-month seasonal position. Moved by Kincaid, seconded by Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to appoint a Fire Engineer from a current Civil Service List was reviewed. The position is vacant due to a promotion within the department. Moved by Schmitt, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried. The request of the Superintendent of Waste Management Services for authorization to begin the Civil Service process for Waste Services Technician was reviewed. The position is vacant due to a resignation. Upon approval of a certified list by the Civil Service Commission, the Superintendent of Waste Management Services will submit an appointment to the full council. Moved by Schmitt, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to appoint three Battalion Chiefs from a current Civil Service List was reviewed. Doug Carter, Fire Chief, reported that he already received authorization to appoint two Battalion Chiefs, so this request would be to appoint one Battalion Chief. Moved by Schmitt, seconded by Kincaid that the request of the Fire Chief for authorization to appoint one Battalion Chief from a current Civil Service list be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to appoint three Fire Captains from a current Civil Service List was reviewed. The positions are vacant due to retirements and promotions. The Civil Service Commission approved the certified list on September 26, 2007. Moved by Schmitt, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried. Moved by Schmitt, seconded by Schmitt that the request of the Fire Chief for authorization to appoint six Fire Lieutenants from a current Civil Service List be approved. Ayes: Three. Motion carried. Chief Carter noted that the Fire Department already has authorization to begin the process for a new Fire Marshal, and they are working on the job qualifications. The request of the Superintendent of Waste Management Services for authorization to begin the Civil Service process for Maintenance Mechanic was reviewed. This is a new position which will be funded by leaving an existing position vacant. When the Civil Service list is certified, the Superintendent of Waste Management Services will place a recommendation of appointment on the council agenda for approval. The request of the Director of Cultural & Arts Commission for authorization to begin the Civil Service process for Custodian was reviewed. The position is changing from part-time to a full time position. After the Civil Service list is certified, the Director of Cultural & Arts Commission will place a recommendation of appointment on the council agenda for approval. The request of the Airport Director for authorization to make an appointment from a current Civil Service List for the position of Airport Maintenance Worker was reviewed. This is a newly created full-time position as part of the transition to airport maintenance performing Airfield Rescue & Fire Fighting (ARFF) duties in lieu of Waterloo Fire Rescue. This position will be scheduled for the weekend shift to provide maintenance and ARFF coverage. Moved by Kincaid, seconded by Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Airport Director for authorization to begin the recruitment process for a part time Administrative Secretary was reviewed. The position is being downgrading from full time to part time. Moved by Kincaid, seconded by Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Airport Director for authorization to begin the Civil Service process for Airport Maintenance Foreman was reviewed. The Airport currently has three full-time maintenance workers. As part of the transition to the Waterloo Airport performing Airfield Rescue & Fire Fighting (ARFF) responsibilities, the Airport will be hiring a fourth airport maintenance worker. During the approval process with the FAA, Waterloo Airport was required to have a foreman position to satisfy FAA requirements of sufficient personnel and oversight to fulfill FAA requirements at a commercial service airport. Moved by Kincaid, seconded by Schmitt that said request be approved. Ayes: Three. Motion carried. The request of the Leisure Services Director for authorization to make two appointments from a current Civil Service List for the position of Park Maintenance II Crew Leader was reviewed. This will be to fill vacancies created by a resignation and two transfers of Park Maintenance I employees. Moved by Schmitt, seconded by Kincaid that said request be approved. Ayes: Three. The request of the Building Official/Maintenance Supervisor for authorization to make an appointment from a current Civil Service List for the position of Chief Electrical Inspector was reviewed. The position is vacant due to a disability leave. Lou Cutwright, Building Official, reported the employee on disability has indicated that if the doctor releases him, he will submit a letter of retirement effective October 15, 2007. Mr. Cutwright noted there are enough funds in the budget to cover unused comp and vacation time and also hire a new inspector. The hire date for the new person is September 1, 2007. The request of the Police Chief for authorization to hire five police officers from a current Civil Service List was reviewed. Officer William Sauerbrei retired on July 3, 2007, Investigator Steven Bagenstos will retire on August 5, 2007, Officer Clifford Caughron will retire on August 11, 2007 and Officer Jimmie Schmidt will retire on September 3, 2007. Officers Eric Schuler and Ross Ritter have been on active military duty. Officer Schuler's activation is expected to end on September 30, 2007 and Officer Ritter is expected to return to the department in October 2007. The Police Chief is requesting authorization to fill five positions. Two positions will take effect on or about September 24, 2007 and three more positions consisting of returning officers Schuler and Ritter and a new hire will take effect on or about October 22, 2007. The request of Mayor Hurley for authorization to make an appointment for the position of Fire Chief from a current Civil Service List was reviewed. The Civil Service Commission certified the list of five candidates on June 22, 2007. Mayor Hurley will review all the information on each candidate and then submit his recommendation of appointment of the Fire Chief to the full council on July 9, 2007. Councilperson Gunderson asked that Mayor Hurley review each candidate with the council prior to his appointment. The request of the Police Chief to begin the Civil Service process for Police Captain was reviewed. Eight police officers have announced their intentions to retire from the Police Department during fiscal year 2008. These officers consist of ranks that include captain, sergeant and police officer. In anticipation of the retirements and the ripple affect these retirements and expected promotions will have throughout the department, the Police Chief is requesting authorization to begin the Civil Service promotion process for the positions of captain and lieutenant. Moved by Kincaid, seconded by Schmitt that said request be approved. Ayes: Three. Motion carried. This position is currently shared with Central Garage. The Superintendent of Traffic Operations has received approval for a full-time Administrative Secretary position effective July 1, 2007. The Administrative Secretary from the Waterloo Regional Airport will transfer to the Traffic Operations Department effective July 1, 2007. The request of the Human Resources Director for authorization to begin the Civil Service process for Fire Chief was reviewed. Chief Ned DeBerg will be retiring April 1, 2007. The first step is to take a job description and testing criteria to the Civil Service Commission for approval. A job description has been developed and the Human Resources Department will provide periodic updates to the mayor and council members as the process progresses. The Human Resources Director reported that the timeline to fill the Fire Chief position is by June 1 or June 15, 2007, and that the position will be advertised in trade magazines in Wisconsin, Iowa and Minnesota.
