December 29, 2006. The position is budgeted in the FY 2007 Budget and is funded with PEG
funds. Moved by Schmitt, seconded by Kincaid that said request be approved. Ayes: Three.

The request of the Leisure Services Director for authorization to begin the Civil Service process
for Downtown Area Maintenance Foreman was reviewed. This position is required for proper
maintenance of the $21 million investment in the Downtown River Renaissance Project. This
position is funded in the current operating budget beginning January 1, 2007. Moved by
Schmitt, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Superintendent of Central Garage for authorization to appoint a Garage
Mechanic from a current Civil Service List was reviewed. The position is vacant due to the
discharge of a 2nd shift probationary employee. Moved by Schmitt, seconded by Kincaid that
said request be approved. Ayes: Three. Motion carried.

The request of the Leisure Services Director for authorization to appoint a Leisure Services
Mechanic from a current Civil Service List was reviewed. This is a promotion of a current
employee into a new classification. The classification of Park Maintenance II-Mechanic has
been eliminated and replaced by the Leisure Services Mechanic classification. This upgraded the
classification to the same pay level as other city mechanics. Moved by Kincaid, seconded by
Welper that said request be approved. Ayes: Two. Absent: Schmitt. Motion carried.
The request of the Police Chief for authorization to appoint three police recruits from a current
Civil Service List was reviewed. Bob Stringer, Human Resources Director, explained that Ron
DeVoll, who is on unpaid administrative leave, is resigning, Officer Michael Perigo recently
retired and Officer Eric Schuler was called to active duty. Moved by Kincaid, seconded by
Welper that said request be approved. Ayes: Two. Absent: Schmitt. Motion carried.

The request of the Superintendent of Waste Management Services for authorization to appoint
two Laboratory Technicians from current Civil Service Lists was reviewed. The classifications
of Laboratory Technician I and Laboratory Technician II have been eliminated and replaced by
the Laboratory Technician classification. A present Laboratory Technician I will be promoted to
the new Laboratory Technician classification. There is also a current vacancy. Moved by
Schmitt, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Superintendent of Waste Management Services for authorization to appoint an
Instrumentation Control Technician from a current Civil Service List was reviewed. The
position is currently vacant due to a resignation. Moved by Schmitt, seconded by Kincaid that
said request be approved. Ayes: Three. Motion carried.
The request of the Chief Financial Officer for authorization to appoint a Financial Analyst from a
current Civil Service List was reviewed. There is a vacancy due to a resignation. Moved by
Schmitt, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried.

The request of the Director of Cultural & Arts Commission for authorization to begin the
recruitment process for Developing/Marketing Manager was reviewed. This position is budgeted
beginning October 1, 2006. The Development/Marketing Manager will be responsible for
strategizing, creating, implementing and managing all development and marketing activities for
the Waterloo Center For The Arts. This is a three-fourths time position and the first new position
for the Youth Pavilion. Moved by Schmitt, seconded by Welper that said request be approved.

Management Services for authorization to begin the Civil Service process for Instrument

authorization to begin the Civil Service process for Equipment Operator I be approved. The
vacancy is due to a termination. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to begin the process for Program Assistant for
Waterloo Fire Rescue Community Services Division was reviewed. This position will be
funded by the Fire Pals grant and will develop the curriculum for the program. Moved by
Schmitt, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to start the process for intern for the Fire Pals
program was reviewed. The position would be responsible for developing a student health
booklet. Moved by Schmitt, seconded by Kincaid that said request be approved. Ayes:
Three. Motion carried.
The request of the Fire Chief to appoint three Firefighters from a current Civil Service list was
reviewed. The Fire Department has had two persons retire and another retirement is planned.
Moved by Schmitt, seconded by Kincaid that said request be approved. Ayes: Three.

available for this position due to the medical disability retirement of a Sports Secretary. The job
title and job description were changed to Recreation Specialist. The Civil Service List was
certified on February 20, 2006. Moved by Schmitt, seconded by Kincaid that said request be

Sergeant was reviewed. The position is vacant due to a resignation. Moved by Schmitt,

was reviewed. The current Clerk I will be promoted to Property Evidence/Technician effective

Moved by Schmitt, seconded by Kincaid that the Agenda, as amended to remove Item Number 1,

The request of the Fire Chief for authorization to appoint three firefighters from a current Civil
Service List was reviewed. The positions are vacant due to retirements. Filling the three
positions will put the Fire Department's uniform staff at 114 firefighters and will allow them to
return to shift strength of 37/37/36 firefighters. Moved by Schmitt, seconded by Kincaid that
said request be approved. Ayes: Three. Motion carried.
The request of the Superintendent of Traffic Operations for authorization to appoint a Parking
Meter Repair Person from a current Civil Service List was reviewed. The position is vacant due
to a retirement. This position is responsible for maintenance of the parking lots and ramps,
installing and repairing parking meters and parking control equipment in the ramps, collecting of
meters and fine boxes, and issuing parking tickets. Moved by Kincaid, seconded by Schmitt that
said request be approved. Ayes: Three. Motion carried.
The request of the Superintendent of Traffic Operations for authorization to appoint a
Maintenance Electrician from a current Civil Service List was reviewed. The position is vacant
due to a lay-off This position is responsible for regular up-keep and maintenance, installs and
removes traffic signals and street lighting when necessary, and helps with salting, sanding and
plowing snow. Moved by Kincaid, seconded by Schmitt that said request be approved. Ayes:
Three. Motion carried.
The request of the Police Chief for authorization to appoint four police recruits from a current
Civil Service List was reviewed. Police Officers Eric Schuler, Patrick Bush, Ron Devoll and
Ross Ritter are on active military duty. Even though these four officers are in no pay status, their
positions are being held and budgeted pending their return. On January 13, 2006 Sergeant
Richard Knief resigned from the Police Department. Officers Steve Frost, Willie Washington
and Michael Perigo will be retired from the Police Department by September 2006. The Police
Department's FY06 and FY07 Budgets have funds in place to fill the four vacancies. The four
positions will be filled effective April 10, 2006. Moved by Schmitt, seconded by Kincaid that
said request be approved. Ayes: Three. Motion carried.
The request of the Leisure Services Director for authorization to begin the Civil Service process
for Golf Manager was reviewed. The position is vacant due to a resignation. The position
manages the three golf courses and the Riverfront Renaissance property and will be responsible
for creating and maintaining the Leisure Services web site. Moved by Schmitt, seconded by
Kincaid that said request be approved. Ayes: Three. Motion carried.
