The request of the Superintendent of Traffic Operations for authorization to begin the Civil
Service process for Parking Meter Repairperson was reviewed. The position will become vacant
on December 30, 2005 due to a retirement. The duties for this position include: upkeep and
maintenance of the parking lots and ramps, installing, removing and repairing parking meters
and parking control equipment in the ramps; collecting meter and fine boxes, and issuing parking
tickets. Moved by Welper, seconded by Kincaid that said request be approved. Ayes: Three.
Motion carried.
The request of the Fire Chief to begin the Civil Service process for Fire Engineer was reviewed.
These firefighters drive the fire apparatus, pump in fire situations, use extrication equipment at
accident scenes and are first responders on medical calls. All firefighters are trained for HazMat
Response. The current Civil Service List expired on October 22, 2005. Moved by Welper,
seconded by Kincaid that said request be approved. Ayes: Three. Motion carried.

The request of the Leisure Services Director for authorization to begin the Civil Service process
for Recreation Specialist for Young Arena and Leisure Services Sports was reviewed. The
position at Young Arena is vacant due to a transfer to the Fire Department, and the position for
Leisure Services Sports is vacant due to a disability retirement. Moved by Welper, seconded by
Gunderson that said request be approved. Ayes: Two. Absent: Kincaid. Motion carried.
The request of the Leisure Services Director for authorization to begin the Civil Service process
for Park Maintenance I — 7 Month was reviewed. The position is vacant due to a transfer to the
Street Department. Moved by Welper, seconded by Gunderson that said request be approved.

The request of the Community Planning & Development Director for authorization to begin the
Civil Service process for Manager of Rehabilitation Services was reviewed. The position will
become vacant in January 2006 due to a retirement. Moved by Welper, seconded by Gunderson

The request of the Cultural & Arts Director for authorization to change the status of a temporary
custodian to a regular part-time custodian with benefits was reviewed. The responsibilities of the
person who has held this position for several years have continued to increase. The hours and
responsibilities of this employee have increased to cover for another part-time maintenance
employee who quit at the beginning of the summer. This action will bring the Cultural & Arts
staff in compliance with city policy, and the position is budgeted in the FY06 Budget. Moved by
Welper, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the City Attorney for authorization to increase the hours and provide benefits to
the Assistant City Attorney was reviewed. The Assistant City Attorney's hours would increase
from 19 hours per week to 25 hours per week and make the position eligible for 60 percent of the
health care benefits. Increasing the hours would allow the Assistant City Attorney to devote at
least five hours per week to demolition work. Councilperson Gunderson stated he would like to
see the position become a full-time position. Mayor Hurley stated the appropriate time to request
changing the status of the Assistant City Attorney position from part-time to full-time would be
during the budget process. Michelle Weidner, Chief Financial Officer, reported that City
Attorney Jim Walsh is on a retainage fee of$1,500.00 per month. Several employees from his
firm do work for us on an hourly basis, for a total of approximately $110,000.00 per year over
the retainage fee. Moved by Welper, seconded by Kincaid that said request be approved. Ayes:

Service list was reviewed The vacancy is due to the retirement of Harold Whitsell effective
October 21, 2005. On September 26, 2005 the Fire Chief was given authorization to hire six
Firefighters. The hiring date for all seven Firefighters will be October 24, 2005. Moved by
Welper, seconded by Gunderson that said request be approved. Ayes: Two. Absent: Kincaid.

The request of the Police Chief for authorization to appoint six Police Officers from a current
Civil Service List and/or from a new Civil Service List to be developed was reviewed. During
the fiscal year 2006 budget process, funding for the Waterloo Police Department's FY06
proposed budget was reduced resulting in the loss of five sworn officer positions that were
funded in the FY05 budget. On August 8, 2005 the council restored $205,000.00 to the Police
Department's FY06 budget allowing the department to replace the five sworn police officer
positions. The retirement of Lieutenant David Taylor on August 12, 2005 created another
vacancy in the Police Department. Moved by Welper, seconded by Kincaid that said request be
approved. Ayes: Three. Motion carried.
The request of the Police Chief for authorization to appoint two Sergeants and one Lieutenant
from a current Civil Service List was reviewed. Lieutenant David Taylor retired from the Police
Department on August 12, 2005 with a duty-related disability. This retirement will leave the
Police Department with one Lieutenant vacancy. Filling the vacant Lieutenant position will
create a ripple effect and necessitate the promotion of a Sergeant position. Filling this Sergeant
position will maintain the Police Department's current level of first line supervisor positions.
The second Sergeant position will be a new position for the Police Department's Citizen
Response Unit. The Citizen Response Unit will become a permanent unit within the Police
Department. The Police Chief is requesting authorization to promote a Sergeant position in
order to properly fill the supervisory position for the Citizens Response Unit. Presently, the
supervisor for the unit was taken from one of the patrol watches, which left the patrol watches
short a supervisor. Moved by Welper, seconded by Kincaid that said request be approved.

The request of the Director of Cultural & Arts Commission for authorization to appoint a
Graphic Designer/Digital Arts Manager from a current Civil Service List was reviewed. The
Graphic Designer position has been a part-time position and is being expanded to include Digital
Arts management. Responsibilities for the Graphic Design position have significantly increased
in the planning stages for the Youth Pavilion and a Digital Arts Manager is needed to plan,
implement and manage a Digital Arts program for the Digital Arts Lab in the Youth Pavilion.
Responsibilities will also include raising the funds to secure equipment for the Digital Arts Lab.
Councilperson Gunderson stated he is not in favor of the appointment because the city is
projected to be $1.5 million short for FY07 and we are creating a new position when the new
Youth Pavilion has not been constructed. Councilperson Gunderson stated he does not support
the position because it would be one of the first positions he would recommend be eliminated if
we need to lower the budget requests.
Cammie Scully, Director of Cultural & Arts Commission, stated she is not requesting new funds
as the benefits and hours have been moved from the Volunteer Coordinator/Marking Specialist
position to this position.
Moved by Welper, seconded by Kincaid that said request be approved. Ayes: Two. Nays:
Gunderson. Motion carried.
The request of the Building Official/Maintenance Administrator for authorization to appoint a
Permit Writing Specialist from a current Civil Service List was reviewed. The position was
approved for the FY06 budget.
Lou Cutwright, Building Official/Maintenance Administrator, stated the Plan Review Specialist
is currently writing the permits, and with the number of building permits being issued, the Plan
Review Specialist needs to spend full-time reviewing the plans. Mr. Cutwright noted that the
permit fee increase will cover the cost for the Permit Writing Specialist position.
Councilperson Gunderson stated that working with the contractors is very important and this will
resolve some of the problems between the Building Department and contractors.
Councilperson Clark stated that the position will put a burden on the General Fund, and the
council will have to look at all positions if the budget is $1.5 million short as is being projected.

The request of the Fire Chief for authorization to begin the Civil Service process for a Fire
Inspector was reviewed. The position works under the supervision of the Fire Marshal. The Fire
Inspector assists in the inspection of rental and commercial property and works to develop and
implement effective fire prevention programs and methods. The Fire Inspector position is
included in the Fire Department's FY06 Budget. Moved by Kincaid, seconded by Welper that
said request be approved. Ayes: Three. Motion carried.

The request of the Community Planning and Development Director for authorization to appoint a
Housing Partnership Coordinator from a current Civil Service List was reviewed. This position
is responsible for the day-to-day activities of the Waterloo Housing Partnership Down Payment
Assistance and Home Buyer Education Programs. The city currently contracts with Operation
Threshold to provide these services, and it anticipated the city can reduce the overall costs of the
program by creating this position. Moved by Welper, seconded by Kincaid that said request be
approved. Ayes: Three. Motion carried.
The request of the Superintendent of Traffic Operations for authorization to begin the Civil
Service process for Maintenance Electrician was reviewed. The position is vacant due to a
resignation effective July 15, 2005. In addition to doing regular up-keep and maintenance, the
electrician installs and removes traffic signals and street lighting when necessary. This type of
work ranges from complete street lighting and signal installations to signal modifications. An
employee currently on lay off could be recalled if he has a current CDL. Moved by Welper,
seconded by Kincaid that said request be approved. Ayes: Three. Motion carried.

The request of the Human Resources Director for authorization to begin the recruitment process
for Central Garage Superintendent was reviewed. Dennis Bell, who has held the position since
November 21, 2000, has elected to retire effective June 16, 2005. The position will be published

The request of the Building Official/Maintenance Administrator for authorization to begin the
open Civil Service process for Permit Writer Specialist was reviewed. The Plan Review
Specialist currently has to write all building permits along with plan review. The newly created
Permit Writer Specialist position will free up the Plan Review Specialist to spend more time on
plan review. The permit fee and plan review fee adjustment will provide additional revenue for
the general fund. Moved by Welper, seconded by Kincaid that said request be approved. Ayes:
Three. Motion carried.
The request of the Leisure Services Director for authorization to begin the promotional Civil
Service process for Forestry Foreman was reviewed. The person currently employed as Forestry
Foreman has asked for a voluntary demotion. Someone from the existing crew will be promoted
to Forestry Foreman and that vacant position will be filled by the employee requesting voluntary
demotion. Moved by Welper, seconded by Kincaid that said request be approved. Ayes: Three.

Moved by Kincaid, seconded by Welper that the request of the Superintendent of Waste
Management Services for authorization to appoint a Laboratory Services Foreman from a current
promotional Civil Service List be approved. Ayes: Three. Motion carried.
The request of the Community Planning & Development Director for authorization to begin the
open Civil Service process for Housing Partnership Coordinator was reviewed. The Waterloo
Housing Partnership was created over five years ago through the Review Waterloo Initiative.
Yearly allotments of Community Development Block Grant and HOME funds were provided to
one of the Subrecipients to administer the program. This will combine the Home Buyer's
Education and the Down Payment Assistance Programs. The Community Development Board
has agreed to relocate the Waterloo Housing Partnership Program in-house beginning July 1,
2005 in order to maintain and monitor the program's activity. Moved by Kincaid, seconded by
Welper that said request be approved. Ayes: Three. Motion carried.

The request of the City Clerk for authorization to appoint two Clerk II's from a current Civil
Service List was reviewed. There at two vacancies in the City Clerk's office due to resignations.
Both positions are budgeted in the FY05 and proposed FY06 Budgets. Moved by Welper,
seconded by Gunderson that said request be approved. Ayes: Three. Motion carried.
The request from the Cultural & Arts Director for authorization to begin the Civil Service
process for the new position of Graphic Designer/Digital Arts Manager was reviewed. The
responsibility of the Designer/Digital Arts Manager (currently 3/4 time) has increased
substantially with the Youth Pavilion campaign needs, and the responsibilities will continue to
increase as the Center For The Arts begins to plan marketing, signage, interpretation and digital
programming for the Youth Pavilion. The Designer/Digital Arts Manager currently designs all
print and electronic materials for the Art Center and is responsible far development and
maintenance of three websites. This position will also be responsible for development and
management of the Digital Arts Lab in the Youth Pavilion. The position will be funded by using
dollars from the Volunteer Coordinator position, which was a permanent position with benefits.
The Volunteer Coordinator position has been reorganized making it a 15 hour week temporary
position at $9 an hour. The Cultural & Arts Director is proposing to use the former Volunteer
Coordinator's hourly wage of $12.35 an hour and benefit package to supplement what is
currently budgeted for the Designer position in part time.
Councilperson Welper stated he has been visiting with Department Heads who have expressed
concerns about their heavy workloads and not having personnel to perform the work.
Councilperson Gunderson expressed his concern with adding a position to the city's tight budget.
Cammie Scully, Cultural &Arts Director, responded that they are just reallocating the funds, not
asking for additional funds. Mayor Hurley stated he has been working with Ms. Scully for about
four months on this position. Mayor Hurley stated the reason he supports this position is that
when the Youth Pavilion is built, they will need people focusing on programming, marketing,
etc.
