The request of the Police Chief for authorization to begin the promotional Civil Service process
for Police Lieutenant was reviewed. The current Civil Service list expired on November 18,
2004. Lieutenant John Daws will start his retirement on April 1, 2005. Moved by Welper,
seconded by Gunderson that said request be approved. Ayes: Two. Absent: Kincaid. Motion
carried.
The request of the Fire Chief for authorization to begin the promotional Civil Service process for
Fire Lieutenant was reviewed. The current lists for Lieutenant and Fire Captain expired on
November 18, 2005. Due to anticipated retirements, the Fire Department will have several
vacancies, which will leave them short of supervisory personnel. In the next two years, seven
Lieutenants, Captains and Battalion Chiefs will retire from the Fire Department. Moved by
Welper, seconded by Gunderson that said request be approved. Ayes: Two. Absent: Kincaid.
Motion carried.

begin the promotional Civil Service process for Fire Captain be approved. Ayes: Two. Absent:

The request of the Superintendent of Streets for authorization to appoint six 5-month Equipment
Operator I's from a current Civil Service List was reviewed. Current employees who are 7-
month Seasonal workers for the Leisure Services Department will be appointed to the six
Equipment Operator I positions. The employees will work for the Street Department for five
months during the winter months to supplement the winter snow crews, and in the spring will
work for the Leisure Services Department for seven months. Moved by Welper, seconded by
Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Police Chief for authorization to promote a Sergeant from a current Civil
Service List was reviewed. In June 2004, the Police Department received a grant from the
FY2004 Law Enforcement Terrorism Prevention Program. The Waterloo Police Department
was designated to administer the grant on behalf of the Law Enforcement intelligence Network
(LEIN) Region 2. The grant allows the Police Department to establish a LEIN Region 2
Intelligence Unit and requires that certain positions be filled through the Police Department.
One position is a Grant Manager Specialists and another position is an Information Tech Support
Worker, both which would staffed by civilian personnel. The other positions would be a sworn
sergeant and police officer. Moving a sergeant to the Intelligence Unit will create a vacancy
within the supervisory ranks of the Police Department. In order to maintain adequate
supervision of department personnel, the Police Department would like to promote a police
officer from an existing promotional list to the rank of sergeant. The LEIN grant is presently
funded through November 2005. If funding for the LEIN grant is not renewed, the Police
Department will be able to absorb these new positions by not replacing retired officer positions.

The request of the Police Chief for authorization to hire two police officers from a current Civil
Service List was reviewed. The Police Department was awarded a grant from the FY2004 Law
Enforcement Terrorism Prevention Program to fund two police officers' positions at 100 percent
funding. The grant authorizes the Police Department to administer the grant on behalf of the
Law Enforcement Intelligence Network (LEIN) Region 2. Existing police officers will fill the
two positions as outlined in the grant. The Police Department would then hire two new officers
from a current Civil Service List to backfill the two vacancies. The LEIN grant is presently
funded through November 2005. If funding for the LEIN grant is not renewed, the Police
Department would be able to absorb these new positions by not replacing retired officer
positions. Police Chief Tom Jennings reported that they have an authorized strength of 119
officers, they currently have 122 officers and hiring two new officers will put their strength at
124. Moved by Welper, seconded by Kincaid that said request be approved. Ayes: Three.

The request of the Waste Management Services Superintendent for authorization to appoint a
Sewer Maintenance Worker from a current Civil Service List was reviewed. The position is

The request of the Waste Management Services Superintendent for authorization to begin the
Civil Service promotional process for Solid Waste Foreman was reviewed. The foreman
position is vacant due to a disability. There are several qualified candidates within the
department who could apply for the position. Moved by Welper, seconded by Kincaid that said

The request of the Police Chief for authorization to appoint a Data Systems/Records Section
Manager from a current Civil Service List was reviewed. The position is vacant due to the
retirement of Greg Maifield in July 2004. Moved by Kincaid, seconded by Welper that said
request be approved. Ayes: Three. Motion carried.
The request of the City Clerk for authorization to appoint an Administrative Secretary was
reviewed. The position is vacant due to a retirement. Moved by Kincaid, seconded by Welper

The request of the Police Chief for authorization to appoint a Sergeant from a current Civil
Service List was reviewed. A Sergeant position will become vacant due to the appointment of a
Lieutenant. The vacancy will leave the Police Department short a supervisory position that
needs to be filled in order to provide adequate supervision and reduce potential overtime recall
costs. Moved by Welper, seconded by Kincaid that said request be approved. Ayes: Three.

The request of the Superintendent of Streets for authorization to begin the Civil Service process
to fill seven five-month vacancies for Equipment Operator I was reviewed. It is anticipated that
the seven-month Park Maintenance I and Golf Maintenance I employees will apply for the
positions. The Equipment Operator Is are needed to assist with snow and ice control operations
during the winter months. The employees would work seven months in the Leisure Services
Department and five months with the Street Department. Moved by Welper, seconded by

The request of the Police Captain for authorization to appoint one police officer from a current
Civil Service List was reviewed. One of the newest probationary police officers recently left
employment with the Waterloo Police Department, resulting in a reduction in the number of
officers assigned to the depai tiuent. In June, the Police Department was granted permission to
hire seven new officers due to retirements and grant funding. The Police Department is in the
process of filling three positions by August 30, 2004, with four more to be hired by September
13, 2004. Due to the recent vacancy, the Police Department now needs to hire one extra police
officer. This request to fill one more police officer position effective August 30, 2004 brings the
number of first round new hires to four. Funding for the police officer is included in the FY05
Budget. Moved by Welper, seconded by Kincaid that said request be approved. Ayes: Three.
Motion carried.
The request of the Fire Chief for authorization to promote a Fire Lieutenant and hire one
firefighter from a current Civil Service List was reviewed. On August 23, 2004, Lt. Roger Boyd
will retire from Waterloo Fire Rescue. This retirement will leave the Fire Department short a
supervisory position that needs to be filled in order to provide adequate supervision. A
lieutenant position is a professional, technical, supervisory position responsible for direct
supervision and command of fire personnel at an assigned fire station and on an assigned shift.
The Fire Department projects a savings of$826.80 to promote one Lieutenant. Lt. Boyd was a
ten-year Lieutenant and the promotion position would be a base Lieutenant with a lower salary.
Funding for the promotion is included in the FY05 Budget. The promotion will leave Waterloo
Fire Rescue short one firefighter. Funding for the firefighter position is included in the FY05
Budget. Moved by Welper, seconded by Kincaid that said request be approved. Ayes: Three.

The request of the Fire Chief for authorization to appoint four Fire Fighters from a current Civil
Service List was reviewed. The positions are vacant due to manpower reductions in 2002.
These appointments will put the Fire Department's uniformed staff at 115 Fire Fighters. This
will allow a shift strength of 37 Fire Fighters. Moved by Welper, seconded by Kincaid that said
request be approved. Ayes: Three. Motion carried.
The request of the Police Chief for authorization to appoint seven Police Officers from a Civil
Service List to be certified by the end of June was reviewed. The Police Department was
recently notified that they are the recipients of two grants that will allow them to fund two police
officer positions. The grants are the Eastern Iowa Clandestine Lab Enforcement grant with 100
percent funding and the Domestic Abuse Response Team (DART) grant with 75 percent funding
and a 25 percent match. Three police officers and a lieutenant have or will retire between May 8,
2004 and July 12, 2004. In addition two officers are on active military duty. Officer Darin
Rulapaugh is not expected to return to the Police Department until June 2005 and Officer Eric
Schuler is not expected to return until October 2004. The Police Chief is requesting
authorization to fill three positions for police officer effective on or before August 30, 2004. In
addition, the Police Chief is requesting to fill four positions for police officer effective
September 13, 2004 due to the retirement of a Lieutenant and three Police Officers. Moved by
Welper, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Police Chief for authorization to appoint two Lieutenants from a current Civil
Service List was reviewed. In October 2001 former Lieutenant Allen Pryor retired from the
Police Department, and that position has gone unfilled since his retirement. A sergeant is
performing the duties and responsibilities performed by the retired Lieutenant. On June 29, 2004
Lieutenant Jack Stainbrook will retire from the Police Department. This retirement will create a
vacancy within the Department. The Police Chief is requesting authorization to promote one
Lieutenant position effective June 15, 2004 and one Lieutenant position effective July 1, 2004.

The request of the Police Chief for authorization to appoint a Sergeant from a current Civil
Service List was reviewed. The position will be vacant upon the July 1, 2004 Lieutenant

The request of the Police Chief for authorization to begin the Civil Service process for Clerk I
was reviewed. The position is vacant due to a retirement on June 10, 2004. Moved by Welper,

The request of the Police Chief for authorization to begin the Civil Service process for Records
Supervisor/Data Systems Manager was reviewed. The current Records Supervisor/Data Systems
Manager will retire from the Police Department on July 16, 2004. The position is responsible for
providing direction, control, supervision, planning and organization of the Police Department's
records section. The position is the custodian of the official records of the Police Department
and responds to subpoenas and court orders and is responsible for preparing monthly incident
reporting to the State of Iowa and the FBI. The position is also responsible for installation,
maintenance and administration of the Police Department's computer hardware and software
systems,. Moved by Welper, seconded by Kincaid that said request be approved. Ayes: Three.

The request from the Fire Chief to approve the appointment of a Fire Inspector from a current
Civil Service List was reviewed. This position is vacant due to a retirement. The position works
under the supervision of the Fire Marshal. The Fire Inspector assists in the inspection of rental
and commercial property, works to develop and implement effective fire prevention programs
and methods and assists in making recommendations for improving fire protection through
adoption of codes and ordinances The position is budgeted. The Fire Inspector works closely
with the Building Inspections Department. Moved by Welper, seconded by Kincaid that said
request be approved. Ayes: Three. Motion carried.
The request of the Fire Chief to approve the appointment of a Medical Officer from a current
Civil Service List was reviewed. This position works under the supervision of the Medical
Director. The Medical Officer assists with supervisor duties in EMS, including field evaluations
of paramedics, CPR instruction, certification of personnel on assigned shifts, review and re-
certification of ACLS certified personnel, maintenance of records and quality assurance and
assists in gathering paper documentation needed for billing. This position is assigned to Medic
331 at Fire Headquarters. The position is budgeted. Moved by Welper, seconded by Kincaid
that said request be approved. Ayes: Three. Motion carried.

The request from the Mayor to initiate a Non-Civil Service recruitment and selection process for
Human Resources Director was reviewed. The current Director has resigned effective April 30,
2004. A salary range will be established prior to advertising the position. Moved by Welper,

The request of the Community Planning & Development Director for authorization to appoint a
Secretary-Receptionist from a current Civil Service List was reviewed. The position has been
created due to the award of the three-year lead grant. Moved by Welper, seconded by Kincaid
that said request be approved. Ayes: Three. Motion carried.
The request of the Leisure Services Director for authorization to appoint two Golf Maintenance
II from a current Civil Service List was reviewed. The vacancies are due to promotions. Two
Golf Maintenance I will be promoted to the Golf Maintenance II positions. The Golf
Maintenance I positions will not be filled. Moved by Welper, seconded. by Kincaid that said
request be approved. Ayes: Three. Motion carried.
The request of the Leisure Services Director for authorization to appoint a Park Maintenance II—
Construction from a current Civil Service List was reviewed. The vacancy is due to a retirement.
The position will eventually be a 10-month position. A current Park Maintenance II —
Construction employee is on military leave, and the appointment could fill that position for one
year. When the employee on military leave returns, then the new Park Maintenance II —
Construction employee would return to a 10-month position. Moved by Welper, seconded by
Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Fire Chief to appoint five Fire Fighters from a current Civil Service List was
reviewed. The positions are vacant due to retirements. Appointment of the five Fire Fighters
will replace the positions cut due to State reduction in funding. Moved by Welper, seconded by
Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Fire Chief to begin the Civil Service process for Medical Services Specialist
was reviewed. The position is vacant due to a change in personnel. The Medical Supervisor
position was filled which opened this position. Moved by Welper, seconded by Kincaid that said
request be approved. Ayes: Three. Motion carried.

two Rehabilitation Specialists from a current Civil Service list was reviewed. The appointments
will fill one vacancy created by a resignation and a position created as a result of the three-year
lead grant award of$2,105,800. Moved by Welper, seconded by Kincaid that said request be
approved. Ayes: Three. Motion carried.

Chairperson Gunderson called the meeting to order at 8:20 a.m.
Members present: Chairperson Gunderson, Kincaid, Welper.
The request from the Superintendent of Waste Management Services for authorization to appoint
a Clerk I through an internal transfer or from a current Civil Service List was reviewed.
Tim Shea, Superintendent of Waste Management Services, reported that at one time Water
Pollution Control had two clerical employees and an administrative secretary. This clerical
position has been vacant for about 7% years, and he has been filling it with part-time and
temporary employees. Mr. Shea stated that Waste Management took on the additional duties of
sanitation department without hiring additional clerical personnel. Mr. Shea stated telephone
calls have quadrupled and the customer base has increased at Waste Management Services. Mr.
Shea stated that his department needs someone trained on a computer. Mr. Shea figures the cost
for a full-time employee will be slightly higher than the cost for the temporary person. Mr. Shea
stated that the part-time person currently filling this position is number one on the Civil Service
list. The Civil Service List will expire on March 11, 2004.
Councilperson Welper expressed concerns with the possibility of layoffs due to the budget and
asked if a current city employee would be able to transfer to the Clerk I position at Waste
Management Services.
Mayor Hurley stated that Waste Management Services is an enterprise fund and is funded by
fees and is currently running about $175,000 behind the projected revenues and will need to
reduce expenses or increase fees. Mayor Hurley stated that he supports filling this position.
Moved by Welper, seconded by Kincaid that the request of the Superintendent of Waste
Management Services for authorization to appoint a Clerk I through internal transfer or from a
current Civil Service List be approved. Ayes: Three. Motion carried.

The request of the Fire Chief for authorization to begin the Civil Service process for Fire
Inspector was reviewed. The position is vacant due to a disability retirement. The fire inspector
position is a highly technical and specialized position under the general direction of the fire
marshal. Funds are available in the FY04 Budget for this position. Moved by Welper, seconded
by Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Community Planning & Development Director for authorization to appoint an
Associate Planner from a current Civil Service List was reviewed. The position of Economic
Development Coordinator is vacant due to a resignation. The Community Planning &
Development Director is requesting authorization to appoint an Associate Planner and transfer
the title and duties of the Economic Development Coordinator to Noel Anderson, City Planner.
Moved by Welper, seconded by Kincaid that said request be approved. Ayes: Three. Motion
carried.
The request of the Chief Financial Officer for authorization to begin the Civil Service process for
Financial Analyst was reviewed. The position is budgeted and has been vacant since August 16,
2002. Moved by Welper, seconded by Kincaid that said request be approved. Ayes: Three.
Motion carried.

is a supervisory position responsible for direct supervision and command of fire personnel at an
assigned fire station and on an assigned shift. The position is funded in the FY 04 Budget.

The request of the Leisure Services Director for authorization to appoint a Golf Maintenance III
from a current Civil Service List was reviewed. The position is vacant due to a resignation. A
current Golf Maintenance II employee will be promoted to the Golf Maintenance III position.
Moved by Welper, seconded by Kincaid that said request be approved. Ayes: Three. Motion
carried.
The request of the Fire Chief for authorization to appoint a Medical Supervisor from a current
Civil Service List was reviewed. The appointment will be a promotional for a current employee.
