The request of the Community Planning and Development Director for authorization to appoint
an Associate Planner from a current Civil Service List was reviewed. The position is vacant due
to the transfer of Louis Starks to the Contracts Compliance Coordinator position in the
Community Development office. With the appointment of the Associate Planner, there will be
one vacancy due to the resignation of Melissa Edsill. Moved by Hurley, seconded by Kincaid
that said request be approved. Ayes: Three. Motion carried.
The request of the Airport Director for authorization to appoint a part-time Bookkeeper from a
current Civil Service List was reviewed. A temporary part-time Bookkeeper has been employed
with the Airport. The position will work 25 hours per week and will be entitled to pro-rated
benefits. Moved by Hurley, seconded by Kincaid that said request be approved. Ayes: Three.
Motion carried.
The request of the Fire Chief to appoint a Hazardous Materials Regional Training Center
Coordinator from a current Civil Service List was reviewed. This position will be responsible
for budgeting and marketing of the Regional Training Center. Ned DeBerg, Fire Chief, stated
that he estimates a growth rate of three to five percent in revenue with this position. Chief
DeBerg will bring back the criteria for the growth rate, and a work session will be held in a few
months to review the Hazardous Materials Regional Training Center. Moved by Kincaid,
seconded by Hurley that said request be approved. Ayes: Three. Motion carried.

The request of the Superintendent of Central Garage and Superintendent of Traffic Operations to
appoint a part-time, shared Administrative Secretary through a transfer was reviewed. A clerical
employee, shared by both departments, has transferred to the Waste Management Services
Department. The Administrative Secretary from Leisure Services has requested a transfer to fill
the vacant position. The Administrative Secretary will share the responsibilities of both
departments, working 41/2 hours each day at the Traffic Department and 3%2 hours at Central
Garage. Moved by Hurley, seconded by Kincaid that said request be approved. Ayes: Three.
Motion carried.
The request of the Leisure Services Director to begin the recruitment process for an
Administrative Secretary was reviewed. The position will be vacant due to the transfer of the
current Administrative Secretary to the Sign and Traffic and Central Garage Departments.
Moved by Hurley, seconded by Kincaid that said request be approved. Ayes: Three. Motion
carried.
The request of the Leisure Services Director to appoint a Park Maintenance II-Construction from
a current Civil Service List was reviewed. There is one current vacancy due to a retirement, and
there will be a second vacancy due to a February 1 retirement. Moved by Hurley, seconded by
Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Building Official/Maintenance Administrator for authorization to appoint a
Code Enforcement Officer from a current Civil Service List was reviewed. The Building
Official/Maintenance Administrator is recommending the appointment of Barry Stratton to fill
the Code Enforcement Officer position vacant due to the transfer of Virgil Carson to the Police
Department. With the appointment of the Code Enforcement Officer, the city will have three
Code Enforcement Officers. Moved by Kincaid, seconded by Hurley that said request be
approved. Ayes: Three. Motion carried.
The request of the Community Planning & Development Director for authorization to begin the
Civil Service process for Rehabilitation Specialist was reviewed. The position will be funded
through the $2,105,800 Lead-Based Paint Hazard Control grant for a period of three years. June
Watkins, Human Resources Director, reported that all positions in the city are Civil Service
except for Department Heads, Assistant Department Heads, Administrative Secretaries and
Public Library employees. Human Resources and Community Development considered making
the Rehabilitation Specialist and Secretary/Receptionist hired under the Lead-Based Paint
Hazard Control grant non-Civil Service, but the city already has these positions. The employees
hired under the grant would be laid off after three years, but under Civil Service rules, they
would be eligible for call back for three years. Moved by Hurley, seconded by Kincaid that said
request be approved. Ayes: Three. Motion carried.

The request of the Fire Chief for authorization to promote a Lieutenant from a current Civil
Service List was reviewed. The position is vacant due to a retirement. The vacancy leaves the
Fire Department short a supervisory position that needs to be filled in order to provide adequate
supervision and reduce potential out-of-rank pay costs if the vacancy goes unfilled. The
projected cost of not promoting a Lieutenant and hiring out-of-rank every day for this position
could be as high as $4,400.00, and the cost for the promotion is $2,728.00. There are 21
Lieutenant positions in the Fire Department. Moved by Hurley, seconded by Kincaid that said
request be approved. Ayes: Three. Motion carried.
The request of the Police Chief for authorization to promote a Sergeant from a current Civil
Service List and begin the Civil Service process for Police Sergeant was reviewed. The position
is vacant due to a retirement. The vacancy will leave the Police Department short a supervisory
position that needs to be filled in order to provide adequate supervision and reduce potential
overtime recall costs if the vacancy would go unfilled. The average cost for Sergeant recall for
one month is $856.08, or $7,704.72 for the remaining nine months of FY04. The Police
Departments projects the additional cost to promote one Sergeant to be $2,886.00, which is
approximately$4,800.00 less to promote a Sergeant than to fill the vacancy with overtime for the
remainder of the fiscal year. There is currently one officer on the certified Civil Service List of
Police Sergeant, and with this promotion the list will be exhausted. Funds are available in the
Police Department's FY04 Budget to support the promotion. Moved by Hurley, seconded by
Kincaid that said request be approved. Ayes: Three. Motion carried.

The request of the Police Chief for authorization to appoint a Police Sergeant from a current
Civil Service List and appoint four Police Recruits from a Current Civil Service List was
reviewed. The sergeant position is vacant due to the retirement of Sergeant Steve Nemmers
effective September 12, 2003. The Police Chief feels the vacancy will leave the Police
Department short a supervisory position that needs to be filled in order to provide adequate
supervision and reduce potential overtime recall costs if the vacancy would go unfilled. The
Police Chief expects they will require 64 hours of sergeant recall per month to fill the vacancy.
Using an average overtime recall rate of $35.67 per hour, this would come to $2,282.88 per
month, or a cost of$20,545.92 for sergeant recall overtime for the next nine months of FY04.
The Police Department is projecting that the additional cost to promote one sergeant to be
$2,886.00, which is $17,000.00 less to promote than to fill the vacancy with recall overtime for
the reminder of the fiscal year.
The Police Department has three officers who are currently on military leave, with two of the
officers not expected to return to the department until May 2004. The third officer was ordered
to active duty for special work and has been gone from the department since September 2002 and
his leave status have now been extended until October 2004. By November 1, 2003, the Police
Department will have lost four more officers, with one resignation and three retirements. In May
and June 2004, three more officers will retire from the department. The retirements and
resignations will reduce the department's manpower by ten. The Police Chief is requesting to fill
four of the positions. The next available opportunity to do this would be on or about February 9,
2004. If approved, the four appointments will bring the police officer strength up to 119 until the
three officers return in May and June 2004, which will once again reduce the police officer
strength to 116.
Councilperson Hurley commented that these two items were approved by the Public Safety
Committee earlier this afternoon, and he is approving this request while acknowledging that we
will have to use reserve funds. Councilperson Hurley stated he hopes when Mayor Rooff gets
back that the Police Department budget will be discussed with staff or the Finance Committee.
Councilperson Getty noted that Mayor Rooff is aware of the funding situation for these positions
and has said he will meet with Chief Jennings when he returns from his trip.
Moved by Hurley, seconded by Kincaid that said request from the Police Chief to promote a
Sergeant from a current Civil Service List and hire four Police Officers from a current Civil
Service List be approved. Ayes: Three. Motion carried.

Moved by Hurley, seconded by Kincaid that the request of the Superintendent of Central Garage
for authorization to start the recruitment process for a part-time Administrative Secretary to be
shared with Traffic Operations be approved.
Prior to a vote on the above motion, the following comments were heard.
The former part-time secretary transferred to another department within the city. Currently,
Central Garage and Traffic Operations have been sharing temporary employees to fill these
positions.
Councilperson Hurley stated he asked June Watkins, Human Resources Director, for the total
number of Clerks, Secretaries and Administrative Secretaries in the city, and there are currently
41. Councilperson Hurley asked if the position would be filled from within and not backfilled.
Ms. Watkins responded there is interest within, which would open a vacancy in another
department. Ms. Watkins stated that Department Heads who have Administrative Secretaries
feel they are key staff Councilperson Hurley stated he is in favor of this request because Central
Garage and Traffic Operations are the only departments suffering from lack of any clerical.
Following comments a vote was taken on the above motion with the following result. Ayes:

The request of the Leisure Services Director for authorization to begin the Civil Service
promotional process for Golf Maintenance II was reviewed. Paul Huting, Leisure Services
Director, reported that the position is vacant due to a resignation, and an individual is currently
working out of classification performing the duties of Golf Maintenance II. Mr. Huting stated
that there will be no backfill at this time, and he is also looking at some reorganization. This
position is funded in the FY04 Budget. Moved by Hurley, seconded by Kincaid that said request
be approved. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to begin the Civil Service promotional process for
Medical Officer and the Civil Service open process for Medical Supervisor was reviewed. Ned
DeBerg, Fire Chief, stated that the Medical Officer position works 24 hour shifts, with one
Medical Officer scheduled for each shift. The Medical Officer has other duties and works under
the supervision of the Medical Supervisor. Chief DeBerg stated that he has 108 personnel on
shift and a Fire Chief, Medical Supervisor, Fire Marshal, Inspector and Training Officer. Chief
DeBerg stated he is meeting the requirement of reduction of three positions. June Watkins,
Human Resources Director, reported that they are looking at making the Medical Supervisor
position an exempt civilian position. These positions are funded in the FY04 Budget. Moved by
Hurley, seconded by Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Traffic Operations Superintendent for authorization to fill a vacant
Maintenance Electrician position from a current Civil Service list was reviewed. The position is
vacant due to a layoff. In addition to regular upkeep and maintenance, the electrician installs and
removes traffic signals and street lighting when necessary. Moved by Hurley, seconded by
Kincaid that said request be approved. Ayes: Three. Motion carried.
The request of the Airport Director for authorization to begin the Civil Service process for a part-
time B ookkeeper w as r eviewed. B rad H agen, Airport D irector, reported t hat the Airport h as
been using a temporary employee for six months and has found this position is critical to stay on
top of paperwork and accounting, including accounts receivables, FAA and IDOT grant
accounting with numerous projects. The position has been budgeted for 25 hours in the FY04
Budget and will receive pro-rated benefits. Moved by Kincaid, seconded by Hurley that said
request be approved. Ayes: Three. Motion carried.

The request of the Airport Director for authorization to appoint an Airport Maintenance Worker
from a current Civil Service List was reviewed. The Airport currently has two maintenance
workers who maintain all of the 2,600 acres of property and facilities at the Airport. In the past,
the Airport has had up to seven full-time employees and two part-time employees. Brad Hagen,
Airport Director, stated he feels this position is critical to provide minimum levels of
maintenance and safety. With only two personnel there are many requirements that are not filled
in a safe and efficient manner, such as preventive maintenance, cutting grass, repairing hangars,
snow removal and other facilities. Currently, the Airport does not have any maintenance or
operations coverage during the weekend and weekdays. This position will provide better
customer service, reduce overtime and provide a higher level of safety. Mr. Hagen reported that
the Federal Aviation Authority has strongly suggested, during several recent Airport inspections,
that additional personnel be hired to maintain the airport environment in a safe manner or they
would consider revoking the Airport's operating certificate. Mr. Hagen stated he did not know
how this would affect the Airport's current financial situation, but this will commit another
$50,000 to the budget. Mr. Hagen reported that less than 10,000 acres are farmed.
Councilperson Clark stated that there are a number of positions that need to be filled, but this is
bad timing when we don't know what we are going to do about the $1.2 million shortfall.
Councilperson Hurley stated the Airport budget will be reviewed along with the other
departments' budgets.
Moved by Hurley, seconded by Kincaid that said request to appoint an Airport Maintenance
Worker from a current Civil Service List be approved, with the understanding that the position
could be laid off in a week or month in order for the Airport to meet its budget.
Councilperson Clark stated he would rather not approve hiring at this time and in two weeks
have to lay off the new employee.

Department will be losing seven officers to retirement in the next twelve months, and four
officers to the military for one year starting May 1, 2003. Moved by Hurley, seconded by Clark

The request of the Superintendent of Traffic Operations for authorization to begin the Civil
Service process and fill a Maintenance Electrician position that is vacant due to a promotion was
reviewed. The former Electrician was promoted to the Signal Technician II position on April 8,
2003. In addition to doing regular up-keep and maintenance, the Electrician installs and removes
traffic signals and street lighting. The type of work ranges from complete street lighting and
signal installations to signal modifications. Moved by Hurley, seconded by Kincaid that said
request be approved. Ayes: Three. Motion carried.
The request of the Building Official/Maintenance Administrator to begin the Civil Service
process and fill a Code Enforcement Officer position that is vacant due to a transfer was
reviewed. The position is vacant due to the appointment of Virgil Carson to the position of
Property/Evidence Coordinator in the Police Department. Once a list is developed for Code
Enforcement Officer, the Building Official/Maintenance Administrator would like to make an
appointment and forward the recommendation of appointment to the full council for approval.

The request of the Police Chief for authorization to appoint a Police Officer form a current Civil
Service list was reviewed. A Police Officer has been on extended military leave from the
Waterloo Police Department since January 7, 2003 and has been in a no pay status since
February 2003. The Police Department has also been advised they will lose four more officers
due to their military unit being activated May 1, 2003. Police Chief Tom Jennings reported that
in addition to the four officers leaving for the military, four other officers will be retiring.

The request of the Police Chief for authorization to appoint a Property/Evidence Coordinator
from the Civil Service List was reviewed. Terry Blank will be retiring as Property/Evidence
Coordinator on July 4, 2003. The Police Chief was previously given authorization to begin the
Civil Service process for the replacement for Mr. Blank. On April 4, 2003 the Civil Service list
for the Property/Evidence Coordinator was certified by the Civil Service Commission. The
Police Chief has selected Virgil Carson to be the new Property/Evidence Coordinator with a start
date of April 21, 2003. Moved by Hurley seconded by Kincaid that said request be approved.

The request of the Leisure Services Director for authorization to appoint a Park Maintenance II-
Forestry from the Civil Service List was reviewed. The position is vacant due to a promotion
and the recent military deployment of another full time Park Maintenance II-Forestry employee.
Moved by Hurley, seconded by Kincaid that said request be approved. Ayes: Three. Motion
carried.

The request of the Police Chief for authorization to begin the Civil Service process for
Property/Evidence Coordinator was reviewed. Terry Blank, who is currently the
Property/Evidence Coordinator, will be retiring from the Police Department as of July 4, 2003.
Mr. Blank is responsible for performing and supervising a variety of tasks necessary for the
proper secure handling, storage and disposal of evidence and property seized. Mr. Blank is also
the primary employee for the department who obtains price quotes and bids for supply and
equipment items and supervises and maintains fleet records. Moved by Clark, seconded by
Hurley that said request be approved. Ayes: Two. Motion carried.
The request of the Fire Chief for authorization to begin the Civil Service process for Hazardous
Materials Regional Training Center Coordinator was reviewed. This position will oversee the
day-to-day operations and promote and market the Regional Training Center to reach its full
potential. The position will be funded with fees from the training classes. Moved by Clark,

The request of the City Clerk for authorization to hire a Clerk II from a current Civil Service List

The request of the City Planner to review the reorganization plan for Community Planning and
Development Department, authorization to begin the Civil Service promotional process for
Senior Planner and Contracts & Grants Coordinator and authorization to increase from 3/4 time to
full time the Secretary/Receptionist position in Neighborhood Services was reviewed. The plan
names a primary contact for economic development for the city. The Economic Development
Plan will be implemented through reorganization of the Community Planning and Development
Department. The budget necessary to create the Economic Development position will be
achieved through the elimination of the Assistant Neighborhood Services Coordinator position
and reassigning of duties throughout the department. Key recommendations of the
reorganization are:
1. Change title for Don Temeyer to Community Planning & Development Director.
2. Name Rudy Jones Community Development Director.
3. Name Noel Anderson City Planner.
4. Initiate a promotional process for Contracts and Grants Coordinator.
5. Name Perry Goodman Neighborhood Services Coordinator.
6. Eliminate the Assistant Neighborhood Services Coordinator position.
7. Name Melissa Edsill Economic Development Coordinator
8. Initiate a promotional process for Senior Planner whose primary responsibility is
Black Hawk County zoning administration.
9. Fill the vacant Associate Planner position from the existing Civil Service list.
10. Increase Neighborhood Services Secretary from 3/4 time to full time.
11. Equity salary adjustments for Housing Director and Rehabilitation Supervisors.

Mayor Pro Tern Getty sat in for Councilperson Hurley.
The request from the Fire Chief for authorization to proceed with reorganization of the Fire
Inspection Department was reviewed. The purpose of the reorganization is to have the inspection
division run more efficiently and enable it to do the number of inspections needed to meet the
goals of the department. The inspections division has been decreased by one person. The two
remaining, Fire Marshal Boesen and Fire Inspector Zimmerman, have taken on the added
workload. The Fire Chief has been using a part-time retired firefighter to help complete the
annual commercial property inspections. The reorganization plan will have this part-time
inspector performing all the annual commercial property inspections. The engine companies
would do the rental inspections. Currently, half the engine companies do rental inspections and
the other half do commercial property inspections. The department does not get the number of
needed inspections completed each year to meet its goals. Because of the added workload on
Fire Marshal Boesen and Fire Inspector Zimmerman, theses changes are needed. The Fire
Marshal's position will be classified as a captain's position. The position is already paid the
captain's rate and would give this position equal rank and standing with other captains in the
department. The inspector's position will be changed to Assistant Fire Marshal due to the added
responsibilities. This position oversees commercial property inspections, tank installation and
removal, and plan review as well as inspections. The rate for this position will be between the
Fire Marshal and a base lieutenant. With the elimination of one position in the inspection
division, the added pay is justified. The department is currently in the process of hiring a Clerk I
who will be responsible for billing of inspection fees. The committee discussed the process used
for collecting fees from customers who do not pay the inspection fees. Moved by Getty,
seconded by Clark that said request be approved. Ayes: Two. Motion carried.
The request from the Personnel Director to change the name of Personnel Department to Human
Resources Department and change job titles to match department name was reviewed. The
Personnel Director is requesting changing the name from Personnel Department to Human
Resources Department because human resources is the term used by the vast majority of
organizations and is the term commonly used in publications and by the general public. Human
Resources is recognized as being more user friendly as well as more descriptive of the broader
services provided, such as government compliance, strategic planning and employee training and
development. In conjunction with the name change, it is being requested that the title of
Personnel Director be changed to Human Resources Director and the title of Personnel Analyst
be changed to Human Resources Manager to more properly reflect the responsibilities of the
position. Moved by Getty, seconded by Clark that said request be approved. Ayes: Two.
