Moved by Hurley, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to promote three Lieutenants and four Sergeants on or about January 2, 2003 was reviewed. On November 18, 2002, the Public Safety Committee and Human Resources Committee authorized the Police Chief to promote two captains and one lieutenant due to the anticipated retirements of Captains Roger Shook and Eric Gunderson. On November 25, 2002 the Police Chief promoted R. Bruce Arends and Timothy Pillack to the rank of captain. On December 4, 2002 the Police Chief promoted John Daws to the rank of lieutenant to fill the vacancy that was created by the promotion of Captain Pillack. The sergeant position vacant due to the promotion of John Daws has not been filled. Presently, the Police Department has not filled the lieutenant vacancy that was created when R. Bruce Arends was promoted to captain. There will be two more lieutenant vacancies due to the upcoming retirements of Lieutenant Michael Wagner effective January 17, 2003 and Lieutenant Rich Boesen effective March 16, 2003. Police Chief Tom Jennings stated that these are not new positions, and that the commitment to next year's budget would be the total number of employees for the Police Department. Chief Jennings reported that if these positions are not filled, the Police Department would have to pay overtime to cover the supervisor positions. Chief Jennings stated that the bargaining contract requires a street supervisor and watch commander each shift. Moved by Clark, seconded by Hurley that said request be approved. Ayes: Three. Motion carried The request of the Leisure Services Director for authorization to begin the Civil Service process for Park Maintenance II Forestry, Park Maintenance II Construction and Golf Maintenance II was reviewed. Paul Huting, Leisure Services Director, reported that he is requesting authorization to fill positions that have been vacant for a while, and that funding is available in the FY03 Budget for these positions. Moved by Hurley, seconded by Clark that said request be approved. Ayes: Three. Motion carried. The request of the City Clerk for authorization to fill Clerk II vacancy from Current Civil Service List was reviewed. The Clerk II position is vacant due to the transfer of Cheryel Stevenson to the Police Department. Moved by Clark, seconded by Hurley that said request be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to promote two Captains and one Lieutenant effective November 25, 2002 was reviewed. Captain Roger Shook will be retiring from the Police Department on January 2, 2003, and it is anticipated that Captain Eric Gunderson will receive a disability retirement prior to January 1, 2003. The Police Department would like to fill these vacancies as soon as possible in order to provide for an adequate transition period prior to the departure of Captain Shook and Captain Gunderson. The request is to promote two Captain and one Lieutenant effective November 25, 2002, which is six weeks prior to the departure of Captain Shook and Captain Gunderson. Funds are available in the Police Department operating budget to absorb the additional expenditure. The total additional expenditure to promote two Captains and one Lieutenant prior to the positions being vacant for a six-week period is $1,286.00. Moved by Hurley, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to fill a Clerk II vacancy through transfer, promotion or from a current Civil Service List was reviewed. Carol Failor, who is presently a Secretary with the Police Department, has accepted the position of Deputy City Clerk. This position is the department's primary financial person and is responsible for payroll, accounts payable, accounts receivable, grants and other matters related to finance and budget. Additionally, Captain Roger Shook, who has overall responsibility for this area, will be taking vacation in December and retiring after the first of the year. The Police Chief is recommending that this position be a Clerk II position as there is an available certified Civil Service List of applicants from which to select in the event an in-house transfer is not accomplished. Cheryl Huddleston, Personnel Analyst, reported that the Secretary position was reevaluated when the current Secretary was offered the Deputy City Clerk position and decided 90 percent of the duties are Clerk's duties. Also, with the current Clerk II Civil Service List, we will be able to fill the position faster. All pay and benefits will remain the same. The position will be posted as a transfer, then a promotion and if no applicants, we will use the Civil Service List. Moved by Hurley, seconded by Clark that said request be approved. Ayes: Three. The request of the Fire Chief for authorization to hire two Fire Fighters from a current Civil Service List was reviewed. The current Civil Service List expires November 15, 2002 and appointments must be made before that date. The appointment for the two Fire Fighters would be effective December 16, 2002. There is one vacancy and Larry McKinney, Training Officer, is retiring on December 2, 2002. There will be another retirement in January and there is a possibility there will be a disability retirement. Moved by Clark, seconded by Hurley that said request be approved. Ayes: Two. The request of the Police Chief for authorization to fill seven anticipated vacancies with new Police Officers as vacancies occur and police officer certification training is available was reviewed. Several Police Officers will be leaving employment prior to and after the first of the year. It is anticipated that Captain Eric Gunderson will retire due to a disability prior to January 1, 2003. Captain Roger Shook, Lieutenant Mike Wagner, Sergeant Larry Hahn and Officer Doug Larrabee will be retiring after the first of the year. Another officer has announced she will be leaving after the first of the year. The Police Department has also been awarded a COPS in Schools grant, which will pay for an additional SRO Officer in the schools. To fill the SRO position, a trained, experienced officer will be used and the experienced officer will be replaced with a new employee. In order to maintain proper police services and provide community protection, the Police Chief is requesting authorization to fill the seven anticipated vacancies with the employment of new officers. Employment will occur as vacancies present themselves and police officer certification training is available. Funds for the seven positions have been budgeted in the FY 2003 Budget. The request of the City Attorney to begin the recruitment process for Assistant City Attorney was reviewed. The position is vacant due to the resignation of Sang-Ki Han. The City Attorney is seeking authorization to fill the position now, but how soon it is actually filled will depend on a number of variables, including: available talent pool with experience and credentials, review of department needs regarding office coverage and court scheduling, demand for immediate service vs. scheduled services, demands of the various boards and commissions for services and available budget. The position will be advertised in the Iowa Bar Journal and with IMLA, mailed to all law offices in town, and County Attorney offices and Clerk of Court offices in the surrounding counties. Two private attorneys will attend Traffic Court and be paid on a per hour basis. Legal staff will be available in the City Attorney's office two hours per day,three days per week. The request of the Superintendent of Traffic Operations for authorization to appoint a Traffic Signal Foreman from a Civil Service list was reviewed. The position is vacant due to a retirement earlier this year. Moved by Hurley, seconded by Clark that said request be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to begin the Civil Service process for the position of Clerk I was reviewed. The Clerk I position is for the Inspection Department at Waterloo Fire Rescue and is included in the F.Y. 2003 Budget. Moved by Hurley, seconded by Clark that said request be approved. Ayes: Three. Motion carried. The request of the City Planner for authorization to begin the recruitment process for Community Development Director was reviewed. The position is vacant due to the recent resignation of Richard Earles. It is anticipated that Mr. Earles will vacate his position around the first of the year. The request of the Airport Director for authorization to begin the recruitment process for the position of Administrative Secretary was reviewed. Kim Bakker, Assistant Director of Aviation, resigned effective September 6, 2002. The Airport Director reviewed the current job descriptions for Assistant Director of Aviation and Administrative Secretary and has determined the Administrative Secretary job duties are more appropriate for this position. The request of the Central Garage Superintendent for authorization to begin the Civil Service process for Mechanic was reviewed. Pat Byrnes will be retiring on August 16, 2002. With this vacancy, third shift, which is dedicated to repair of garbage trucks, will be shut down. The position is currently funded in the F.Y. 2003 Budget. The request of the Fire Chief for authorization to promote one Captain and one Battalion Chief from the Civil Service lists was reviewed. The Fire Chief is requesting to promote M. S. Pierce to Battalion Chief and Jim Schneider to Captain, effective August 12, 2002. The Battalion Chief position is vacant due to the retirement of Assistant Chief Ray Moore. The positions are currently funded in the F.Y. 2003 Budget. The department no longer has the position of Assistant Chiefs. Moved by Clark, seconded by Hurley that said request be approved. Ayes: Two. The request of the Superintendent of Waste Management Services for authorization to begin the Civil Service process for Waste Water Operator was reviewed. There are two vacant Waste Water Operator positions due to a resignation on July 29, 2002 and one person on light duty. At least one retirement is expected by December 2002. Moved by Clark, seconded by Hurley that said request be approved. Ayes: Three. Motion carried. The request of the City Planner for authorization to begin the Civil Service process for Contract Compliance Officer was reviewed. There is a vacancy due to the resignation of Jack Fellenzer effective August 7, 2002. Moved by Hurley, seconded by Clark that said request be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to begin the Civil Service process for Police Captain and Police Lieutenant was reviewed. The Civil Service list for the position of Captain expired on December 20, 2001. The Police Department is expecting several retirements and two of those retirements will be Captains. Captain Shook plans to retire in January 2003 and Captain Gunderson anticipates retiring in September 2003. Captains are responsible for the overall operation of the Police Department's three primary divisions within the organization. These three primary divisions are: Patrol Division, Investigation Division and Administrative Services Division. The Civil Service list for the position of Lieutenant will expire November 15, 2002. With the anticipated retirements of two Captains, the Police Chief anticipates filling these vacancies through promotion of eligible Lieutenants, which will leave vacancies in the Lieutenant rank. In addition to the two anticipated vacancies in the rank of Lieutenant, the Police Department anticipates additional Lieutenant vacancies in FY 03. The Leisure Services Reorganization Plan and request of the Leisure Services Director for authorization to begin the Civil Service process for Sports Manager, Sports Programmer and Office Coordinator/Bookkeeper were reviewed. Due to the retirement of the Sports Commissioner, the Leisure Services Director is requesting approval to proceed with restructuring Leisure Services staff. The restructuring is proposed as follows: 1. The new Assistant Director would result in one assistant level administrator instead of the former two (Parks Superintendent and Sports Commissioner). 2. The new Sports Manager position would replace the Sports Commissioner at the same pay range as the four other division managers. 3. The new Sports Programmer position would replace the current Assistant Sports Commissioner position. 4. Title changes would result in current coordinators being called managers in the new system. 5. The current Bookkeeper position would become Office Coordinator-Bookkeeper, with some supervisory duties being added. Overall salary costs for the plan would be slightly lower than under the current structure. The Leisure Services Director is further requesting authorization to begin the Civil Service process to fill the new positions of Sports Manager, Sports Programmer and Office Coordinator- Bookkeeper. Moved by Hurley, seconded by Berry that said Leisure Services reorganization plan be approved and the Leisure Services Director authorized to begin the Civil Service process for Sports Manager, Sports Programmer and Office Coordinator-Bookkeeper. Moved by Clark, seconded by Hurley that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to hire four Police Officers on or about August 26, 2002 from a current Civil Service List was reviewed. The Police Department will be losing significant numbers of officers due to retirements in the next several years. The Police Department would like to replace anticipated vacancies as soon as possible in order to keep up with state training requirements and to assure that the Police Department has adequate numbers of officers available to provide law enforcement services to the community. Due to retirements, the Police Department is presently down four police officers from the budgeted strength of 121 officers. Funds have been allocated in the FY03 Police Department Budget to maintain a sworn strength of 121 officers. The employment of four officers in August would bring the department to a budgeted strength of 121 sworn officers. Moved by Hurley, seconded by Clark that said request be approved. Ayes: Three. Mayor Pro Tem Getty sat in for Councilperson Hurley. Moved by Getty, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Superintendent of Traffic Operations for authorization to begin the Civil Service promotional process for Traffic Signal Foreman was reviewed. The current Traffic Signal Technician Foreman will retire on July 5, 2002. This position is funded under the current and FY03 Budget. Sandie Greco, Superintendent of Traffic Operations, stated that she would like to promote an employee in the Traffic Operations Department to the Traffic Signal Foreman position. Councilperson Clark asked if the promotion will open up that position, and Ms. Greco responded that if that person is promoted then that position would become vacant. Councilperson Clark recommended that the committee approve the testing process, but until the FY03 Budget is finalized not approve the appointment. Moved by Clark, seconded by Hurley that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Superintendent of Waste Management Services for authorization to begin the Civil Service process for Instrumentation Control Technician was reviewed. The position has been vacant for more than two years in an effort to trim expenses. With the nearly completed new facilities and expanded and more sophisticated automated systems, the position needs to be filled. The position is budgeted in the FY02 Budget. Moved by Clark, seconded by Hurley that said request be approved. Ayes: Three. Motion carried. The request of the Chief Financial Officer for authorization to begin the Civil Service process for Financial Analyst was reviewed. The Financial Analyst position is budgeted and has been vacant since September 4, 2002. There are many duties that are not being completed in a timely manner because this position is vacant. In addition, there are many other projects that need to be completed that have not been addressed due to staffing constraints. Moved by Hurley, seconded by Clark that said request be approved. Ayes: Three. Motion carried. The request of the City Clerk for authorization to be begin the Civil Service process for Clerk II was reviewed. The Clerk II is vacant and is budgeted in the FY 2002 Budget. It is necessary to fill the position as quickly as possible because of the daily and weekly deadlines, such as accounts payable, accounts receivable, payroll, parking and licensing. Moved by Clark, seconded by Hurley that said request be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to begin the Civil Service process for Battalion Chief and Fire Lieutenant was reviewed. A Battalion Chief will retire at the end of July 2002 and another is retiring in 1'/2 years. There are no current vacancies for Fire Lieutenants. The current Civil Services Lists will expire July 6, 2002. Moved by Clark, seconded by Hurley that said request be approved. Ayes: Three. Motion carried. Councilperson Hurley commented that we should soon be seeing a budget for FY03, and that everything is sort of up in the air right now. Michelle Weidner, Chief Financial Officer, stated that Mayor Rooff indicated before he went to Washington that he would be getting together with her to work on the budget. Ms. Weidner stated that Mayor Rooff and she will be in New York May 8 - May 10, 2002. Councilperson Berry asked if all the above requests are in the FY03 Budget, and Ms. Weidner responded that there are $700,000 of expenditures that were requested by departments that were not included in the adopted budget. Moved by Hurley, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to hire three Police Officers from a current Civil Service list was reviewed. Sergeant Larry Thompson retired from the Police Department on February 2, 2002, and three additional officers have announced their intentions to retire in the near future. Sergeant Jack Lockett will retire on February 26, 2002, Sergeant Marisue Thompson will vest her retirement on April 1, 2002 and Officer Terry Slickers will retire on April 2, 2002. In order to maintain proper police services and provide community protection, the Police Chief is requesting authorization to fill three of the anticipated vacancies with three new officers on or about April 1, 2002. These appointments will exhaust the current Civil Service list for Police Officers. If approved, these appointments will bring the police officer strength up to 120 sworn police officers. Funds for the positions have been budgeted in the Police Department's FY02 Budget. Councilperson Hurley asked if the Police Chief is confident that those anticipating to retire in FY03 will actually retire, and Chief Jennings responded that they are all planning on retiring and are in process of completing the paperwork. The request of the Fire Chief for authorization to begin the Civil Service process for Fire Captain was reviewed. The current Civil Service list is exhausted. The request of the Leisure Services Director for authorization to begin the Civil Service process for Forestry Foreman was reviewed. The position is vacant due to a resignation. The Forestry Foreman position is funded in the current FY02 budget. It is anticipated that the Forestry Foreman position will be advertised as a promotional. Cheryl Huddleston, Personnel Analyst, reviewed the Civil Service process. These position will be placed on the Civil Service Commission agenda for February 19, 2002 to approve the job descriptions and testing criteria. Since the Forestry Foreman position is a promotional, the job description will be posted internally for at least five working days. The city will then accept resumes and start the testing process. Generally, the testing process consists of an oral interview by a panel of people from within the city and the department with the opening. During the interview process, candidates are rated individually by persons on the interview panel, the Civil Service list is developed and the Civil Service list is reviewed by the Civil Service Commission to make sure the testing criteria was followed, and then the list is certified by the Civil Service Commission. An open examination follows the same schedule. The Civil Service Commission approves the job description and testing criteria. The job notice is posted with Job Service, newspapers, journals and the city's web site. Candidates are usually allowed three to four weeks to submit resumes. The resumes are reviewed by the Personnel Department and the Department Head to see which application meets the job criteria. The interview process is next. Some interview processes include a written test and oral interview, and the Police and Fire Departments also include physical tests. An interview panel interviews the candidates, the Civil Service list is developed, reviewed and certified by the Civil Service Commission. The certified list is usually good for one year, except Police and Fire positions, which are usually good for two years. The request of the Fire Chief for authorization to fill three vacant Fire Engineer position from a current Civil Service List was reviewed. The positions are vacant due to retirements and transfers. The request of the Police Chief for authorization to fill four vacant police sergeant positions from a current Civil Service List was reviewed. The Police Chief is requesting to promote two sergeants on February 1, 2002 and two sergeants on April 1, 2002 was reviewed. The Police Department presently has one vacant sergeant position, which was left unfilled since the promotion of Sergeant Ann Meyer to the rank of lieutenant. Additionally, there are three sergeants who will be retiring in the near future. Sergeant Larry Thompson will retire on February 2, 2002, Sergeant Jack Lockett will retire on February 27, 2002 and Sergeant Marsue Rodema will vest her retirement on April 1, 2002. The Police Chief is requesting authorization to promote four sergeants to fill the existing vacancy and three anticipated vacancies. The promotions are necessary to provide supervision in the supervisory ranks and avoid overtime. Moved by Clark, seconded by Hurley that said request be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to begin the Civil Service process for the position of police officer was reviewed. The Police Department will be losing significant numbers of officers due to retirements in the next several years. The Police Chief feels it is necessary to have a current Civil Service list available to replace anticipated vacancies as soon as possible in order to keep up with state training requirements and to assure that we have adequate numbers of officers available to provide law enforcement services to the community. Dennis Heiser, a long time city employee, has indicated that he plans on retiring in the fall of 2002. The position in the Property/Evidence Division requires specific knowledge of the filing system to be able to store and retrieve evidence for court. This is a civilian position in the Police Department. The Police Chief is requesting to hire a replacement for this position before Mr. Heiser retires to allow for a smooth transition in the office.
