The request of the Fire Chief for authorization to hire three Fire Fighters in January was
reviewed. The positions are vacant due to resignations or scheduled retirements. Ned DeBerg,
Fire Chief, stated that full strength for his department is 120, and with the hiring of three Fire
Fighters the Fire Department will have 116 members. Michelle Weidner, Chief Financial
Officer, stated that 116 members is the budgeted amount. Moved by Getty, seconded by Berry
that said request be approved. Ayes: Three. Motion carried.
With no further business before the committee, it was moved by Berry, seconded by Getty that

The request of the Police Chief to hire three police officers on December 10 or 17, 2001 was
reviewed. Officer Chris Samuelson received a duty related disability retirement on September
15, 2001, and Lieutenant Al Pryor will retire on October 12, 2001. With these retirements, the
Police Department will have a strength of 118 officers. Funds have been allocated in the FY 02
Police Department Budget to maintain a sworn strength of 121 officers. The Police Chief is
requesting to employ three officers on December 10 or 17, 2001, which will fill the vacancies.
Moved by Getty, seconded by Berry that said request be approved. Ayes: Three. Motion
carried.
The request of the City Planner for authorization to begin the Civil Service process for Associate
Planner was reviewed. The position is vacant due to the resignation of Terrance Malone,
Associate Planner, effective October 12, 2001. Moved by Getty, seconded by Berry that said
request be approved. Ayes: Three. Motion carried.
The request of the Acting Fire Chief to begin the Civil Service process for Clerk I was reviewed.
Pat Brockway has been working half time as secretary at the Training Center and half time as
secretary for the Fire Department working on inspection billings since February. Training
registration at the Training Center has increased, and there is a need for a full time secretary at
the Training Center. The part-time Clerk I position will work in the Inspection Department at the
Fire Department. Moved by Berry, seconded by Getty that said request be approved. Ayes:

The request of the Personnel Analyst to begin the Civil Service process for Personnel Technician
was reviewed. The City has not been successful to date in finding viable candidates to interview
for the Personnel Director position. The Personnel Director position has been re-advertised in
Minneapolis, the Quad Cities, the Public Employment Bulletin and on a Government Jobs Web
site. The Personnel Department has been without a Director for nearly nine months and there is a
backlog of work. In the event good candidates apply for the Personnel Director, the council can
evaluate whether to continue with the Personnel Technician process to bring the Personnel
Department up to its full staffing level. Moved by Berry, seconded by Getty that said request be
approved. Ayes: Three. Motion carried.
The request of the City Planner to begin the Civil Service process for Housing Inspector for
Waterloo Housing was reviewed. The Waterloo Housing Inspector position is vacant due to a
resignation on July 31, 2001. Waterloo Housing is requesting to replace the Section 8 Housing
Inspector to allow the Authority to provide adequate client services to Section 8 households and
the existing tenants and landlords served by Waterloo Housing through Section 8 rental assistance
program. This position was budgeted in the FY 2002 Budget. Moved by Getty, seconded by
Berry that said request be approved. Ayes: Three. Motion carried.

"Request of Police Chief to hire a Clerk II from a current Clerk II Civil Service List," be

The request of the Police Chief to hire two police officers the second week of July 2001 and two
police officers the third week of August 2001 was reviewed. The Police Department is presently
running background checks and pre-employment inquires on potential employees. The positions
have been budgeted for Fiscal Year 2002. Moved by Getty, seconded by Murphy that said
request be approved. Ayes: Two. Absent: Berry. Motion carried.
The request of the Police Chief for authorization to hire a Clerk II from a current Clerk II Civil
Service List was reviewed. The clerk position in the Tri-County Drug Task Force is funded 75
percent by the Tri-County Drug Task Force grant and 25 percent is funded with Tri-County
forfeiture money. The Police Department just received notification that the position will not be
funded in FY02. Shirley Heiple, Secretary in the Investigation Department, has announced her
retirement effective July 31, 2001. The Police Department is proposing to replace the Secretary's
position with a Clerk II, and that person will provide clerical needs for both the Tri-County Drug
Task Force and the Investigation Division. Moved by Getty, seconded by Murphy that said
request be approved. Ayes: Two. Absent: Berry. Motion carried.
The request of the Fire Chief to hire three firefighters from a current Civil Service List was
reviewed. There are twenty candidates on the Civil Service List. Fire Rescue has budgeted 116
positions for Fiscal Year 2002. They are currently at 114 positions due to the retirement of
Shawn Burt and Mike Fristo. The Fire Chief is requesting to fill three positions due to the six
weeks training requirement the new recruits must go through to qualify to provide emergency
services for Fire Rescue. The two firefighters retiring are Roy Kastli and Gerald Schmitz. There
are two other potential positions that may create vacancies during August 2001. The Fire Chief is
recommending to hire three personnel in July 2001 to reduce the potential of overtime to maintain
its current emergency response. Moved by Getty, seconded by Murphy that said request be

The request of the Personnel Analyst to begin the Civil Services process for Fire Chief was
reviewed. Fire Chief Frank Magsamen is retiring effective July 29, 2001. The first step is to take
a job description and testing criteria to the Civil Service Commission on July 3, 2001. Under
Iowa Code, the Fire Chief position must be filled through an open process. The Personnel
Department has begun working on a job description and will provide a copy to council members.

The request of the City Planner to begin the Civil Service process for Housing Coordinator was
reviewed. The position is open due to a resignation on March 27, 2001. The Waterloo Housing
Authority is requesting authorization to begin the Civil Service process to fill the position. There
are currently three Section 8 Coordinators and the Housing Authority needs to replace the fourth
to allow the Authority to provide adequate client services to those households and the existing
tenants and landlords they serve through the Section 8 rent assistance program. Funding for the
position is already in place as it will come from HUD administrative fees that are earned on the
Housing Vouchers. Moved by Getty, seconded by Murphy that said request be approved. Ayes:

Moved by Getty, seconded by Berry that the request of the Superintendent of Waste Management
Services to fill a Waste Water Operations position from a layoff list or to begin the Civil Service
process if necessary be approved. Ayes: Two. Absent: Murphy. Motion carried.
The request of the Superintendent of Waste Management Services to fill five Waste Services
Technicians positions and three Sewer Maintenance Workers positions as the final step in the
development of the Waste Management Services Department was reviewed. The five Waste
Services positions are newly created positions and are part of the reorganization of the new Waste
Management Services Department. The positions will be filled from a list certified by the Civil
Service Commission on May 8, 2001. Filling the three Collection Systems Maintainers (Sewer
Maintenance) positions is another step in the development of the Waste Management Services
Department. Two of the vacancies are backed up from past promotions/resignations. The recent
third vacancy is due to the April retirement of a senior employee. The positions will be filled from
a list certified by the Civil Service Commission on May 8, 2001. Moved by Getty, seconded by
Berry that said request be approved. Ayes: Two. Absent: Murphy. Motion carried.
The request of the Police Chief for authorization to begin the Civil Service process for Police
Sergeant was reviewed. The Police Department anticipates several retirements in FY02 and
FY03. These retirements involve ranking personnel in the ranks of captain, lieutenant and
sergeant. The Police Department feels it is important to have active civil service promotional lists
in place from which to make promotions in order to fill vacancies as they occur. The civil service
promotional list for the rank of sergeant will expire on December 20, 2001, and the Police
Department anticipates several sergeant promotions in 2002 and 2003. Moved by Getty,
seconded by Berry that said request be approved. Ayes: Two. Absent: Murphy. Motion
carried.
The request of the Police Chief to appoint a sergeant from a present Civil Service List was
reviewed. Sergeant Larry Coffin recently had open heart surgery and has applied for disability
retirement. Sergeant Coffin has been off work on medical leave since March 19, 2001, and the
Police Department does not expect him to return to duty. The Police Department has estimated it
will cost $2,678.00 in recall over time for the rank of sergeant during May and June. The cost to
promote one sergeant for two months is $347.00, which would be a savings of$2,331.00 for the
two month period. While a sergeant promotion will mean an additional sergeant position for one
month, the Police Department feels the cost to cover the position is more than offset by several
unfilled police officer positions within the department. Moved by Getty, seconded by Berry that

The request of the Police Chief for authorization to promote one captain, one lieutenant and two
sergeants from an existing Civil Service List was reviewed. The Waterloo Police Department
currently has one captain vacancy due to the recent retirement of Captain Steve Witt. The Police
Chief is requesting authorization to promote one lieutenant to till the vacancy. This promotion
will create a vacancy in the sergeant rank, and there is presently a sergeant vacancy. In addition, a
current sergeant has applied for a disability retirement, which will create another vacancy. The
captain, lieutenant and one sergeant promotion would be effective immediately, and the remaining
sergeant promotion would be effective on or about May 1, 2001. The Police Department has
estimated the cost for the promotions for the remainder of FY 2001 at $2,609.00, and funding is
available in the FY 2001 Budget. The Police Chief feels the promotions are necessary to provide
the necessary supervision in the command and supervisory ranks and to avoid recall overtime.
These promotions were reviewed and approved by the Public Safety Committee earlier today.

The request from the Director of Aviation to begin the selection process to appoint an
Administrative Secretary was reviewed. The Administrative Secretary position is needed to
alleviate the Assistant Director of Aviation so that she can perform tasks that are federally
regulated. Moved by Berry, seconded by Getty that said request, as proposed, be approved.
Prior to a vote on the above motion, the following comments were heard.
Councilperson Getty stated that it is his understanding that Mayor Rooff has put a hiring freeze
on all positions, and he asked why we are considering this request.
Jeff Robbins, Director of Aviation, stated that Mayor Rooff has approved proceeding with hiring
the Administrative Secretary.
Following discussion a vote was taken on the above motion with the following result. Ayes:

The request of the Fire Chief to begin the Civil Service process for Fire Engineer was reviewed.
The current Civil Service List expired on December 16, 2000. The list will be used for
promotions over the next two years and also will be used to fill the roster when fire engineers are
off for personal time. Moved by Getty, seconded by Murphy that said request be approved.

The request of the Superintendent of Traffic Operations to begin the Civil Service process for
Traffic Engineer was reviewed. The position is vacant due to a resignation. The Traffic Engineer
works closely with Traffic Operations, Planning and Engineering Departments. This position
applies for traffic safety funds, grants and does traffic study analysis. The Traffic Engineer
position is budgeted in the FY 01 Budget and the FY 02 Budget. Moved by Getty, seconded by
Murphy that said request be approved. Ayes: Two. Absent: Berry. Motion carried.

Operations to appoint a Clerk I from an existing Civil Service List be approved. Ayes: Two.

The request of the Mayor to begin the Civil Service process for Facility Maintenance Assistant
was reviewed. This will be a semi-skilled position working out of the Building Maintenance
Department. The Facility Maintenance Assistant will perform routine and preventive maintenance
of HVAC, DDC controls, plumbing, electrical and building hardware including filter maintenance,
mechanical lubrication, hardware replacement and adjustment, painting, staining, etc. The
position will assist the skilled tradesperson with HVAC, plumbing, electrical and carpentry
repairs and installations. Moved by Getty, seconded by Murphy that said request be approved.
