The request of the Police Chief for authorization to appoint an Administrative Secretary was
reviewed. The Administrative Secretary for the Police Department resigned on June 30, 2000 to
accept a new position. Since that time the Police Department has been filling the position with a
temporary from Kelly Services. Moved by Getty, seconded by Berry that said request be
approved. Ayes: Three. Motion carried.
The request of the City Clerk to begin the Civil Service process for Cable TV Production
Assistant was reviewed. The position is vacant due to a resignation effective December 13, 2000.
The position is currently a 32 hour part-time position, but the City Clerk is requesting that the
position be approved as a full time position with an increase in salary. The city is having trouble
finding applicants who only want to work part time. Funds are available in the FY 2001 budget to
cover the position full time but additional funds will need to be added to the FY 2002 budget.
The Telecommunications Commission has reviewed and approved changing the Cable TV
Production Assistant to full time and increasing the salary. Moved by Getty, seconded by Berry
that said request be approved. Ayes: Three. Motion carried.
The request of the Leisure Services Director to begin the Civil Service process for Park
Maintenance I, Golf Maintenance I and Park Maintenance II was reviewed. The positions are
vacant due to promotions and retirements. At this time the Leisure Services Director would like
to create a Civil Service list so that there will be a list in place when the budget process for FY
2001 and FY 2002 is complete. Moved by Getty, seconded by Berry that said request be
approved. Ayes: Three. Motion carried.

The request of the Police Chief for authorization to promote two lieutenants and one sergeant
was reviewed. The Police Department currently has two lieutenant and two sergeant vacancies.
The vacancies have left the department short in supervisory positions that need to be filled in
order to provide adequate supervision and reduce overtime recall cost to fill the vacancies. Since
September 1, 2000 through November 26, 2000, the department has expended $5,264.00 in recall
overtime to replace the lieutenant vacancy with sergeants. The estimated additional cost to
promote two lieutenants and one sergeant is $5,700.00. Funds are available in the police
department's FY 01 budget to fund the positions. There is one entry level positions that is
funded at a base, entry-level salary of$30,888.00 that is budgeted in the FY 01 budget that the
police department does not anticipate filling during FY 01 as the testing process will not be
completed until April 2001. The police department is proposing that the costs of the promotions
be covered by the unfilled entry-level vacancy. Moved by Berry, seconded by Getty that said
request be approved. Ayes: Two. Absent: Murphy. Motion carried.

The request of the Fire Chief for authorization to initiate a promotional process for Medical
Officer was reviewed. The vacancy is due to the transfer of a Medical Officer to a Lieutenant's
position. This is not an additional position, but is a budgeted position with no increase in
personnel cost. The Fire Department has three Medical Officer positions, one for each 24 hour
shift. Moved by Berry, seconded by Getty that said request be approved. Ayes: Three. Motion
carried.

Rodemeyer. The Personnel Department administers all personnel programs, including employee
relations, recruitment and hiring, contract negotiations, Civil Service, worker's compensation,
Affirmative Action, personnel records, compensation and benefits. Moved by Getty, seconded by
Berry that said request be approved. Ayes: Two. Absent: Murphy. Motion carried.

The request of the Superintendent of Sanitation & Recycling to appoint two Solid Waste
Operators from an existing Civil Service list was reviewed. The vacancies are due to two
resignations. Dick Grimm, Superintendent of Sanitation& Recycling, stated that it is necessary to
have a staff of 12 persons in order to operate his department. The department averages two
people absent each day due to vacations, sick time, etc., which is why he requires a staff of 14 to
operate the department. Mr. Grimm stated that his department was designed to have 14
employees. Mr. Grimm stated that existing employees work overtime to cover a person who is
absent. Mr. Grimm stated that five years ago his department employed 24 people.
Councilperson Anders stated that he feels replacing two employees is excessive, and he would like
to hire one new person. Mr. Anders stated that paying overtime is cheaper than hiring another
person.
Councilperson Krizek stated that she would like the Finance and Personnel Departments to sign
off on staffing requests that the position is in the budget.
Moved by Getty, seconded by Murphy that the request of the Superintendent of Sanitation &
Recycling to appoint two Solid Waste Operators from an existing Civil Service list be approved.

The request of the Chief of Waterloo Fire Rescue to appoint a Clerk I from an existing Civil
Service list was reviewed.

Chief Frank Magsamen stated that the position is vacant due to the promotion of Cheryel
Stevenson to Clerk II in the City Clerk's office. The Clerk I position performs clerical duties for
the rental and fire and life safety inspections. The Clerk I position is not currently funded in the
FY2001 budget, but $23,000.00 will be saved with the new contract for medical billing services,
which should offset the salary for the position for eight months. Moved by Getty, seconded by
Murphy that said request, as proposed,be approved. Ayes: Three. Motion carried.
The request of the City Clerk to appoint a part time Assistant Cable TV Production Coordinator
from an existing Civil Service list was reviewed. The position is due to the resignation of Jami
Petersen. The position is a three-fourth time position, with a starting salary of$9.32 per hour.
The salary is paid with PEG funds and is funded in the FY2001 budget. Moved by Getty,
seconded by Murphy that said request, as proposed, be approved. Ayes: Three. Motion carried.

The request of the Water Pollution/Flood Control Superintendent to initiate a Civil Service
promotional process for the position of Instrument Control Foreman and a Civil Service open
process for the position of Instrument Control Technician was reviewed. The Instrument
Controls Foreman will become vacate on August 30, 2000 due to a retirement. The position will
be filled by a promotion, which will create a vacant Instrument Control Technician position.
Moved by Getty, seconded by Berry that said request, as proposed, be approved. Ayes: Three.

Moved by Berry, seconded by Getty that the request of the City Planner to initiate a Civil Service
open process for the position of Assistant Neighborhood Services Coordinator be approved.

Moved by Getty, seconded by Berry that the request of the Acting Police Chief to appoint a
Captain from a current Civil Service list and to initiate a non Civil Service selection process for
the position of Administrative Secretary be approved. Ayes: Three. Motion carried.
The Civil Service Recruitment process for Police Chief was reviewed. Jim Rodemeyer, Personnel
Director, reported that the positions of Police Chief and Fire Chief are the only department head
positions covered by Civil Service law. Upon approval by the Human Resources Committee, the
Personnel Department will take the Police Chief process to the Civil Service Commission for their
review and approval on September 8, 2000. The position will be listed with Job Services and
Affirmative Action Agencies and will be advertised in the Waterloo Courier. The deadline for
applications will be October 13, 2000. After consultation with the Mayor, an oral interview panel
will be established. Following the oral interview process, it will be necessary to take the ranked
list of applicants to the Civil Service Commission for certification. The Mayor will make a final
recommendation to the City Council, and they must take formal action to approve the
appointment. Moved by Berry, seconded by Getty that the Civil Service Recruitment process be
approved. Ayes: Three. Motion carried.

Moved by Getty, seconded by Berry that the request of the Fire Chief for authorization to appoint
three Lieutenants from a current Civil Service list be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Berry that the request of the Personnel Director to initiate the non
Civil Service recruitment process for Chief Financial Officer be approved.
Prior to a vote on the above motion, the following comments were heard.
Jim Rodemeyer, Personnel Director, stated that a salary will be set by the council and mayor,
probably in the $65,000.00 range. The position requires a bachelor degree in business, finance,
accounting or related area and a minimum of five years public sector finance experience or an
equivalent combination of education and experience. A CPA or MBA is preferred. Mr.
Rodemeyer stated that the Mayor's Finance Committee has recommended the CPA requirement.
Mr. Rodemeyer stated that it is his recommendation that public sector finance experience is more
relevant for the position than the CPA requirement. The job will be listed with Job Service and
Affirmative Action agencies, advertised in the Waterloo Courier, Des Moines Register, League
magazines and GFOA Newsletter. The ads will run with salary dependent on qualifications and
with the statement that we will accept resumes until the position is filled. Once a significant
number of applications have been received, an interview committee will be formed. Initial
interviews will most likely be conducted by telephone, with the finalists invited to Waterloo for an
interview with the Mayor.
Following discussion a vote was taken on the above motion with the following result. Ayes:

are due to the retirement of the Assistant Fire Chief and a Battalion Chief. A Captain position is
vacant due to a retirement, and it is anticipated that two Captains will be promoted to Battalion
Chief, which will leave three vacant Captains positions.
Moved by Getty, seconded by Berry that the request of the Fire Chief for authorization to
promote three Captains and two Battalion Chiefs from current Civil Service lists be approved.

Councilperson Anders stated that in light of the city's financial position, this is an opportunity not
to fill this position and assign the duties to others in the Police Department. Councilperson
Anders stated that he recommends delaying action on this request for one week.
Jim Rodemeyer, Personnel Director, stated that this is not a Civil Service position. The position
will be advertised, posted internally and then go through the interview process. Mr. Rodemeyer
stated that the appointment does not come back to Human Resources, and that the Police Chief is
the appointing authority.

The request of the Fire Chief to appoint at least four Firefighters from a current Civil Service list,
to initiate a Civil Service open examination process for Firefighter and to promote two current
Firefighters to Fire Engineer was reviewed. This request was reviewed and approved by the
Public Safety Committee earlier this afternoon.
Councilperson Getty asked the Fire Chief how many Firefighters was he requesting to hire from
the Civil Service list. Fire Chief Frank Magsamen reported that there are eight applicants on the
current Civil Service list and those applicants are being contacted to see if they are still interested
in the position of Firefighter. It appears at least four applicants are still interested in the position.
Once the applicants have been contacted they will be required to pass a physical examination.
The Fire Chief stated that he would like to hire at least five or six new Firefighters.
The request of the Fire Chief for authorization to promote two current Firefighters to Fire
Engineer was reviewed. Stan Mingus and Marty Weeks are on the current Civil Service list. A
vacancy was created due to a disability retirement. Marty Weeks will fill the position created by
the disability retirement. Stan Mingus will remain at his present position as Medical Coordinator.
Marty Weeks will receive an increase in his base wage, and Stan Mingus will remain at his current
salary.
Moved by Getty, seconded by Berry that the request of the Fire Chief to appoint up to six
Firefighters from a current Civil Service list, initiate a Civil Service open examination process for
Firefighter and to promote two current Firefighters to Fire Engineers be approved. Ayes: Twb.

The request of the City Planner to initiate a non-Civil Service promotional process for Assistant
City Planner, a Civil Service promotional process for Senior Planner and a non-Civil Service open
process for Assistant Housing/Block Grant Program Manager was reviewed. The Assistant City
Planner position is vacant due to the resignation of Dave Van Dee on March 3, 2000. It is
anticipated that the Assistant City Planner position will be filled by a promotion of current staff,
and that the Senior Planner position will then have to be filled through a promotion. The
Assistant Housing/Block Grant Program Manager position is vacant due to the resignation of Deb
Collett effective April 14, 2000. Jim Rodemeyer, Personnel Director, stated that the Assistant
City Planner and Senior Planner positions will be posted tomorrow as promotionals, and that any
appointment would have to be approved by the council. Councilperson Anders stated that the
city hires new graduates and asked if it would be better to offer a better starting salary and ask for
more experience. Councilperson Anders commented that we hire young graduates, train them
and then they move on. Moved by Getty, seconded by Berry that said request, as proposed, be

The request of the Leisure Services Director to initiate a Civil Service open process for Golf
Maintenance II was reviewed. The position is vacant due to a recent promotion. Moved by
Getty, seconded by Berry that said request, as proposed, be approved. Ayes: Three. Motion

The request of the Street Superintendent to appoint a Foreman for a vacancy from a Current Civil
Service list and initiate a Civil Service promotional process for Equipment Operator III and
Equipment Operator II was reviewed. The Street Foreman position is vacant due to Herb
Thompson's promotion to Street Operations Supervisor on January 11, 2000. The Civil Service
list for the position of Street Foreman was certified on August 25, 1999. The Equipment
Operator III and Equipment Operator II positions are vacant due to promotions. Moved by
Getty, seconded by Berry that said request, as proposed, be approved. Ayes: Three. Motion
carried.

Maintenance Worker was reviewed. The Collection Systems Foreman position has been vacant
for some time. The promotion to Collection Systems Foreman will create a vacancy for a Sewer
Maintenance Worker. Moved by Getty, seconded by Berry that said request, as proposed, be

The request of the Director of Cultural and Arts Commission to initiate an open Civil Service
process for Volunteer Coordinator was reviewed. This is a change in status from temporary to
permanent part time position. The position recruits, trains and schedules volunteers. The position
will be posted both internally and externally. Moved by Berry, seconded by Getty that said
request, as proposed, be approved. Ayes: Three. Motion carried.
Jim Rodemeyer, Personnel Director, updated the committee on the recruitment process for
Aviation Director. The position was advertised in the Waterloo Courier, Des Moines Register,
the Association of Airport Administrators newsletter and a publication entitled "The Airport
Magazine." The position was also advertised with the regular agencies and organizations,
including the Work Force Development office and state and regional web sites of the Work Force
Development. Twenty applicants submitted resumes through April 14, 2000. After review of the
resumes, it was decided to offer telephone interviews to 11 applicants. The telephone interviews
were conducted on April 4, 5, and 12, with an interview panel comprised of Airport Board
