The request of the Fire Chief to initiate an open Civil Service examination for the position of
Clerk I was reviewed. The vacancy is due to the promotional transfer of the current Clerk Ito the
position of Clerk II in the City Clerk's office. Moved by Gronen, seconded by Murphy that said
request, as proposed, be approved. Ayes: Two. Absent: Krizek. Motion carried.

The request of the Police Chief for authorization to promote one captain, one lieutenant, one
sergeant and to hire two police officers on November 1, 1999 and two additional officers at a
later date to fill existing vacancies was reviewed. The captain position is vacant due to the
retirement of Captain Michael Beener on September 2, 1999. The Police Chief is requesting to fill
the captain vacancy with a promotion. Because of the domino effect of the captain promotion, it
will be necessary to promote one lieutenant and one sergeant. The promotions are effective
January 3, 2000. The Police Chief is requesting to hire Michael Rasmussen and Andrea Brasch as
police officers effective November 1, 1999. The two additional police officer positions will be
filled effective January 3, 2000. Moved by Gronen, seconded by Krizek that the Police Chief be
authorized to promote one captain, one lieutenant, one sergeant effective January 3, 2000, hire
two police officers effective November 1, 1999 and hire two additional police officers effective
January 3, 2000. Ayes: Two. Absent: Murphy. Motion carried.

The request of the Superintendent of Sanitation & Recycling to initiate an open Civil Service
examination for the position of Solid Waste Operator was reviewed. The position is vacant due
to a transfer to the Street Department. Moved by Gronen, seconded by Krizek that said request,

The request of the Leisure Services Director for authorization to initiate an open Civil Service
examination for the position of Golf Course Coordinator was reviewed. The current Golf Course
Coordinator will be retiring in December.
Councilperson Anders commented that he realizes that there are qualified individuals in the city,
but he would encourage that the position also be open to candidates outside of the city.
Councilperson Anders stated that with the city's reputation for great golf courses, he would
encourage the Leisure Services Director to open the job to individuals outside so that we get the
best candidate. Jim Rodemeyer, Personnel Director, stated that open positions are generally
advertised in the Courier, and it could also be advertised in a professional magazine. Paul Huting,
Director of Leisure Services, stated that job will be posted internally and externally and out of the
state, if necessary.
Moved by Murphy, seconded by Gronen that said request, as proposed, be approved. Ayes:

The request of the Superintendent of Streets to appoint six Equipment Operator Is from a Civil
Service list to be certified at the next Civil Service meeting was reviewed. There are currently
seven vacant positions due to five retirements, one resignation and one disability. Six positions
are promotional and one is pending open position. Moved by Murphy, seconded by Gronen that
said request, as proposed,be approved.
Prior to a vote on the above motion,the following comments were heard.
Councilperson Anders suggested that manpower in the Street Department be reviewed because
with the improved efficiencies in the Street Department it may be possible to get by with four or
five rather than the proposed six Equipment Operator Is. Steve Decker, Superintendent of
Streets, stated that he believes all six positions need to be filled to efficiently run the operation of
the Street Department. Councilperson Anders asked that Personnel Director Jim Rodemeyer and
the Superintendent of Streets evaluate the positions prior to filling the jobs.
Following comments a vote was taken on the above vote, with the following result. Ayes: Two.
Absent: Krizek. Motion carried.

The request of the Fire Chief to promote two individuals to the position of Lieutenant and to
appoint two individuals to the position of Firefighter from existing Civil Service lists was
reviewed. The Fire Chief is requesting authorization to promote Arson Investigator Dave Boesen
and Medical Supervisor Brett Bredman to the position of Lieutenant. Both positions are currently
receiving a salary equal to or above the current Lieutenant's pay, and there will be no additional
cost to the budget due to the promotions. The Fire Chief is also requesting authorization to hire
two Firefighters from an existing Civil Service list. The positions are vacant due to a resignation
and a retirement. Moved by Gronen, seconded by Murphy that said request, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Personnel Director to initiate a non Civil Service process for the position of
Administrative Secretary was reviewed. The position is vacant due to a resignation. The position
is currently budgeted in the FY 2000 Budget. The job will be posted internally, and two
individuals who applied for the administrative secretary position in the City Clerk's office will be
interviewed. If necessary the position will be advertised in Sunday's Waterloo Courier. Moved
by Murphy, seconded by Gronen that said request, as proposed, be approved. Ayes: Three.

The request of the Superintendent of Water Pollution/Flood Control to initiate a Civil Service
process for the position of Laboratory Technician and a non Civil Service process for the position
of Administrative Secretary was reviewed. The Civil Service list for Laboratory Technician will
be developed to fill two vacancies which will occur before the end of the year. The non Civil
Service list for Administrative Secretary is necessary due to the anticipated retirement of the
current Administrative Secretary. Moved by Murphy, seconded by Gronen that said request, as
proposed, be approved. Ayes: Three. Motion carried.

The request of the Leisure Services Director for authorization to initiate an open Civil Service
examination for the position of Maintenance I at Young Arena was reviewed. The vacancy is due
to a recent resignation. Moved by Gronen, seconded by Murphy that said request, as proposed,
be approved. Ayes: Three. Motion carried.
The request of the Acting Police Chief for authorization to hire five new police officers from a
current Civil Service List was reviewed. The five officers are replacements for officers who have
retired from the Police Department over the past several months. The officers will be hired
effective July 5, 1999. Moved by Murphy, seconded by Gronen that said request, as proposed, be
approved. Ayes: Three. Motion carried.

Jim Rodemeyer, Personnel Director, reviewed current vacant positions and projected vacancies
due to future retirements. A chart listing current vacant positions and the status of those
vacancies was reviewed. The chart included job classification, the department where the vacancy
exists, bargaining status, budget fund, anticipated salary cost, number of vacancies within the
classification and the status of refilling each vacancy. There are currently 20 positions vacant,
with a salary cost of$484,885, of which $328,285 is funded from the General Fund and $156,600
funded through other funds. A chart listing projected late FY99 and FY00 vacancies was also
reviewed. The chart included job classification, anticipated retirement date, budget fund, FY00
salary, the potential salary savings and the potential FY00 longevity savings. The committee
reviewed those employees who are currently eligible or become eligible to retire in FY00 but have
not indicated a retirement date.

Technician position was reviewed. The position is a three-fourth time position with a starting
salary of$9.00 per hour. The position has been budgeted in the FY 2000 budget. The Cable
Technician will work in the Public Access Studio providing assistance to the Cable Television
Production Coordinator in programming, editing, scheduling, etc. Moved by Gronen, seconded
by Murphy that said request, as proposed, be approved. Ayes: Two. Absent: Krizek. Motion
carried.

The current vacant positions and projected vacancies due to future retirements were reviewed.
Mayor Rooff stated that the city is in the process of filling vacant positions. Mayor Rooff stated
that when there is a vacant position, there is a period of time when the department head is going
through the process of filling the position that the salary budgeted for the position is not used.
Mayor Rooff stated that from now on the salary budgeted for vacant or new positions will be
removed from a department's budget until the position is filled. Mayor Rooff stated that the
council needs to understand the budget and how funding of positions affects the budget. Mayor
Rooff stated that when the budget is approved funding is allocated for a certain number of
positions, and that vacancies and/or new hires will affect the budget.
Jim Rodemeyer, Personnel Director, stated that money will be available only if there is a lag time
from the time the position is vacant until the position is filled. Mr. Rodemeyer stated that he has
made changes to the material received by the committee.
Mr. Gronen stated that he would like more time to review the additional information.
Moved by Gronen, seconded by Murphy that the committee meet on April 17, 1999 to review the
current vacancies and projected vacancies due to future retirements. Ayes: Three. Motion
carried.

The request of the City Planner to appoint a 3`d Associate Planner from a Civil Service list to back
fill a vacancy caused by the promotion of a current Associate Planner to the position of Senior
Planner and to initiate a Civil Service process for a Contract Compliance Officer was reviewed.
The Associate Planner position is vacant due to the retirement of Senior Planner Bob Donels.
There is a current Civil Service list available with one person remaining. An in-house promotion
will occur after Mr. Donels retires on June 30, 1999. The Contract Compliance Officer vacancy
is due to the development of the Neighborhood Services Team. Rudy Jones has been assigned the
responsibility of neighborhood services. Moved by Gronen, seconded by Krizek that said request,

The request of the Finance Manager for authorization to appoint a 3/4 time Internal Auditor from a
current Civil Service list was reviewed. This position has been vacant for two years. The
candidate for this position is required to be a certified public accountant. Councilperson Krizek
questioned if a professional services contract could cover the services needed during the auditing
period. Bruce Meisinger, Finance Manger, stated that we currently use the services of an auditing
firm for some of these functions but that is expensive.
The request of the MIS Director to appoint a Network Administrator from a current Civil Service
list was reviewed. Jim Quint, MIS Manager, stated that in 1995 when Information Services was
created, the city had 238 computers and servers. Today that number has more than doubled to
507 computers. The network has tripled in size, and Information Services is busy with
preparations for the Year 2000. In addition, the individual at the Fire Department who manages
their computer needs may retire in the near future and MIS will have take on those
responsibilities. This position is 70 percent funded with sewer funds.
Moved by Gronen, seconded by Krizek that the request of the Police Chief to appoint a Sergeant
from a current Civil Service list be approved.
Prior to a vote on the above motion, the following comments were heard.
In answer to a question from Councilperson Anders, it was noted that all these positions are
currently funded in the F.Y. 1999 and F.Y. 2000 budgets.
Jim Rodemeyer, Personnel Director, stated that he has asked all departments to submit a list of
retirements or new hires for F.Y. 2000.
Councilperson Gronen stated that it is important for the city to have and keep good employees.
Councilperson Gronen stated that he hopes that no one feels that they are questioning them
personally, and that this committee supports all departments.
Following discussion a vote was taken on the above motion with the following result. Ayes:

Moved by Gronen, seconded by Krizek that the request from the Director of Leisure Services to
appoint two individuals from a current Civil Service list to the position of Park Maintenance I,

Moved by Gronen, seconded by Krizek that the request of the City Planner for authorization to
appoint two individuals from a current Civil Service list to the position of Associate Planner be
approved.

Councilperson Krizek stated that the request is to appoint two positions right away, and that a
third position will be needed to replace the retirement of Bob Donels on June 30, 1999. One
appointment is for the Planning Department, one for Community Development, and then they will
start the Civil Service process for a Contract Compliance Officer. The Senior Planner position
will be a promotion from within.

The request of the Police Chief to appoint a Sergeant from a current Civil Service list was
reviewed. The position is vacant due to the retirement of Sergeant Richard Steveson effective
March 28, 1999 was reviewed.
• Councilperson Krizek stated that no decisions will be made on the positions on today's agenda as
the committee will need additional time to review each request. Councilperson Krizek stated that
she wants to know when each position will be hired and how that will affect the budget.
The request of the Director of Leisure Services to appoint two individuals from a current Civil
Service list to the position of Park Maintenance 1-7 months was reviewed. The Human
Resources Committee approved the hiring of two Park Maintenance I positions on March 15,
1999. The two funded vacancies are due to a promotion and a transfer. The positions need to be
filled as soon as possible in order to mow the parks and right-of-way areas. The regular start date
for these seven month positions is April 12. The Director of Leisure Services also is requesting to
initiate a Civil Service examination to hire 3 Golf Maintenance I (7 month positions). On
February 15, 1999, the Human Resources Committee approved the request to initiate the Civil
Service Process to hire three Golf Maintenance I employees. Funding is currently available and
the employees are needed to properly maintain turf at the golf courses due to new irrigation
systems. The Golf Improvement Committee has recommended that these positions be filled.
The request of the City Planner to appoint two individuals from a current Civil Service list to the
position of Associate Planner was reviewed. The Associate Planner positions are caused by the
resignation of Shawnda Groth and the development of the neighborhood services team. Dave
VanDee and Rudy Jones have been assigned the responsibility of neighborhood services. Their
time will be funded with Community Development Block Grant funds designated for the
Neighborhood Services team. In addition the City Planner would like to begin the process of
filling the position of Contract Compliance Officer.
Councilperson Krizek stated that she would like all departments to submit information on open
positions three to four months prior to the position opening. Councilperson Krizek requested that
the Personnel Director submit a list of all employees who will be eligible to retire in FY2000.
Another Human Resources Committee will be scheduled for Monday, April 12, 1999.

The request from the City Planner to initiate a Civil Service open examination process for the
position of Housing Coordinator was reviewed. The Waterloo Housing Authority is in the
process of adding 50 Housing Voucher households to the workload under the Section 8
Mainstream for Disabilities Program. The Authority has plans to apply for more Housing
Vouchers under both the Mainstream Program and a new Welfare to Work Program. The current
staffing level of three Section 8 Coordinators needs to be increased to allow the Authority to
provide adequate client services to the new households and the existing tenants and landlords that
are served through the Section 8 rent assistance program. The funding for the position is in place
as it will come from the HUD administrative fees that are earned on the 50 Mainstream Housing
Vouchers. Moved by Murphy, seconded by Gronen that said request, as proposed, be approved.

The request from the Street Superintendent to initiate a Civil Service open examination process
for the position of Equipment Operator I and promotional examinations for the positions of
Equipment Operator II, Equipment Operator III, Foreman and Operations Supervisor was
reviewed.
Councilperson Anders questioned the need for a Street Foreman and Operations Supervisor.
Steve Decker, Superintendent of Streets, stated that one Foreman positions has been eliminated
and the position of Operations Supervisor has been created. Councilperson Anders asked if
people from outside could apply. Jim Rodemeyer, Personnel Director, stated that normally
Foreman positions are posted for promotional, and he recommends that the Foreman position be
posted as a promotional. Mr. Rodemeyer stated that the Operations Supervisor is a non-
bargaining position who is eligible for time and a half after 40 hours. Councilperson Murphy
stated that he would like the Civil Service Commission to review the Operations Supervisor
position to advertise the position as an open examination.
Moved by Gronen, seconded by Murphy that the request of the Street Superintendent to initiate a
Civil Service open examination process for the position of Equipment Operator I and
promotional examinations for the positions of Equipment Operator II, Equipment Operator III

officers will be retiring, including at least one Captain's position and one Sergeant's position. The

position of Internal Auditor was reviewed. Since the city has converted to accrual accounting
under Generally Accepted Accounting Principles, the Finance Department needs to add a staff
position to specialize and work primarily in the area of compiling and maintaining information for
the city's financial reports and audited financial statements. This position will also be responsible
for conducting pre-audit examinations for financial transaction throughout the year prior to the
external audit at the end of the year. Funding for this position is in the current year and proposed
F.Y. 2000 budget. Moved by Gronen, seconded by Collier that said request, as proposed, be

The request of the Director of Cultural and Arts Department to initiate a promotional Civil
Service process for the positions of Building Manager and Registrar was reviewed. The current
Room Coordinator will be promoted to the position of Registrar and the current Night/Weekend
Manager will be promoted to Building Manager. The position of Building Manager will combine
the Night/Weekend Manager's duties with the Room Coordinator's duties. The Registrar's
position is a new position that was shared by the Curator/Registrar and a part-time Assistant

The request of the Executive Director of Human Rights to appoint a Human Rights Specialist
from a Civil Service list was reviewed. Funding for the position was included in the F.Y. 1999
Budget as part of the Human Rights Commission's efforts to secure a Fair Housing Enforcement
agreement with the Department of Housing and Urban Development. The Human Rights
Specialist will primarily focus on alleged housing discrimination complaints and education.
