Moved by Krizek, seconded by Gronen that the request of the Parks Superintendent to appoint a
Golf Maintenance II from an existing promotional Civil Service list be approved. Ayes: Three.

The request of the Administrative Director to initiate an open Civil Service examination for two
Code Enforcement Officers to work in the Fire Department was reviewed. The Black Hawk
County Health Department has submitted revisions to their contract with the city. They have
found it necessary to reconstructure and reduce their contract agreement with the city. Black
Hawk County's food inspection contract with the Iowa Department of Inspections and Appeals
requires that they greatly increase the restaurant and grocery store inspections beginning January
1, 1999. Their proposal represents a reduction in services with a corresponding reduction in
reimbursement. The Black Hawk County Health Department is requesting that the city take over
junk cars and junky yard complaint investigation, and the county will reduce its contract by
$78,500.00. Because of the reduction, it is proposed that two code enforcement officers be hired
and assigned to Fire Rescue. The Black Hawk County Health Department has agreed to a three
month transition period to April 1, 1999.
Mark Linda, Black Hawk County Disease Prevention Manager, stated that Black Hawk County
requested that the contract be re-evaluated and reduced by one-half. They have proposed
returning enforcement of junk cars and junky yards to the city because of financing and resources.
The city gives Black Hawk County approximately $150,000, and the county supplements the
enforcement with $80,000. Mr. Linda reported that their food inspection contract with the Iowa
Department of Inspections and Appeals requires that they substantially increase their restaurant
and grocery store inspection frequency beginning January 1, 1999. Black Hawk County will need
to reduce city activity in order to meet the state mandate. Black Hawk County will continue to
investigate health maintenance, evictions, open dumping, taxi cab enforcement, flood dikes, etc.
Councilperson Getty suggested that the city look at the feasibility of doing our own inspections,
and that building inspectors could inspect a lot of the complaints.
Councilperson Anders questioned if the city will need to hire two people. Councilperson Anders
stated he is in favor of hiring someone to inspect the junk cars and junky yards, but he has
concerns using the same job description and working under the current inspector that the problem
will not go away. Councilperson Anders stated the city should hire one person who will enforce
the ordinance and follow-up on complaints.
Moved by Krizek, seconded by Gronen that the request of the Administrative Director to initiate
an open Civil Service examination for two Code Enforcement Officers to work in the Fire
Department be approved. Ayes: Three. Motion carried.
The request of the Personnel Director to hire an Administrative Secretary to work in the
Personnel Department and the Mayor's Office and to be available as a fill-in for all city
departments was reviewed. The request is to hire Susan Holm to a full time position as an
Administrative Secretary. The Administrative Secretary position would be accounted for in the
Personnel Department budget and work out of the Mayor's office. The Administrative Secretary
will also be available to float to other city departments when needed as a fill-in Administrative
Secretary. The Personnel Department has concluded that the Administrative Secretary could be
used approximately 1100 to 1200 hours per year by other city departments. It is also estimated
that the Administrative Secretary will spend approximately 15 to 20 percent of her time
performing clerical duties for the Maintenance Department. The Administrative Secretary

The request of the Parks Superintendent to initiate a promotional Civil Service examination for
the position of Forestry Foreman was reviewed. There is currently a vacancy due to a recent
demotion. Moved by Gronen, seconded by Krizek that said request, as proposed, be approved.
Ayes: Two. Absent: Collier. Motion carried.
The request of the Administrative Director to initiate an open Civil Service examination for the
position of Facility Maintenance-HVAC and Facility Maintenance Assistant was reviewed. With
the increased responsibilities by the Facilities Maintenance area, additional staff is needed to keep
up with the increased work load. The creation of the two positions is the next step toward
centralized maintenance. Centralized maintenance is a goal established by the Mayor and City
Council. The HVAC person will be required to have a good background in carpentry work. One
of the Facility Maintenance Assistant job responsibilities will be preventive maintenance on
equipment at all city buildings. Moved by Gronen, seconded by Krizek that said request, as
proposed, be approved. Ayes: Two. Absent: Collier. Motion carried.

The request of the Administrative Director to initiate a Civil Service process for the position of
Network Administrator was reviewed. Bob Stevenson, Administrative Director, presented
information about Information Services, including a current and proposed organizational chart,
city PC counts, Network System in 1996 and current system, current project backlog, Year 2000
Readiness Report, and a proposed job description for Network Administrator. Jim Quint, MIS
Manager, explained the difference between Program Analyst and Network Administrator. The
Program Analyst mainly performs in-house programming such as parking, permit system and
provides training and support for purchased software and develops new software. The Network
Administrator is more involved with hardware and how they react with other entities such as
Black Hawk County, CJIS, Tri-County, etc.
Councilperson Krizek requested that before the end of 1998 the Administrative Director present a
report on the status of the Year 2000 Readiness Report.
Moved by Gronen, seconded by Krizek that the Administrative Director be authorized to initiate a
Civil Service process for the position of Network Administrator. Ayes: Two. Absent: Collier.

The request of the Street Superintendent to initiate a Civil Service examination for the position of
Equipment Operator I was reviewed. The vacancy is due to a lay-off, and there is no current Civil
Service list. Moved by Krizek, seconded by Gronen that said request, as proposed, be approved.
Ayes: Three. Motion carried.
The request of the Building Official to initiate a Civil Service examination for the position of
Combination Building Inspector II was reviewed. The position is being created because of the
record years the Building Department is experiencing in building in the city and Black Hawk
County. The issuance of building permits and total valuation has climbed every year for the past
three years, and the Building Department is averaging five more inspections per day per inspector.
The addition of the position will be paid with revenue generated from permit fees. Moved by
Krizek, seconded by Gronen that said request, as proposed, be approved. Ayes: Three. Motion
carried.

The request of the Police Chief to appoint one Police Officer from a current Civil Service list and
to initiate a Civil Service process to create a new Civil Service list for Police Officer was
reviewed. Officer James O'Hara has resigned from the Police Department effective October 2,
1998, and Officer Gary McBroom has received a duty-related disability effective September 23,
1998. These resignations will leave the department with two vacant police officer positions.
There is currently an existing Civil Service list. The Police Chief has made tentative job offers to
the last two remaining candidates on the list. One has accepted and is continuing with the hiring
process, and the second applicant has declined so only one vacancy will be filled using the current
Civil Service list. Moved by Gronen, seconded by Krizek that said request be approved. Ayes:
Three. Motion carried.
The request of the Administrative Director to initiate a Civil Service process for the position of
Network Administrator was reviewed. This position will be in lieu of hiring a second
Programmer Analyst. Moved by Gronen, seconded by Krizek that said request be tabled for two
weeks. Ayes: Three. Motion carried.
The request of the Fire Chief to initiate a Civil Service process for the position of Emergency
Medical Services Coordinator and Battalion Chief was reviewed. The Emergency Medical
Services Coordinator position is vacant due to the resignation of Jeffrey Hedrington. The
certified list for Battalion Chief will expire December 31, 1998. Moved by Krizek, seconded by
Gronen that said request be approved. Ayes: Three. Motion carried.

Commission to appoint a Human Rights Specialist from an existing Civil Service list be approved.

and a detail listing of the work that will be performed by the Network Administrator. Moved by
Gronen, seconded by Krizek that this item be tabled for one week. Ayes: Three. Motion carried.

The request of the Administrative Director to initiate a Civil Service recruitment and
selection process for the position of Assistant Manager of Information Systems was
reviewed. Bob Stevenson, Administrative Director, stated that this position will be in lieu
of hiring a second Programmer Analyst.
Councilperson Getty questioned if we are bending the rules with this request. There is a
Civil Service list for Programmer Analyst, and we should hire from that list.
Councilperson Krizek questioned if this appointment is expanding the MIS office. Jim
Rodemeyer, Personnel Director, stated that there will still only be three positions,
including the one for Water Pollution/Flood Control.
Mr. Rodemeyer reported that the Assistant Manager of Information Systems position will
go before the Civil Service Commission and through the interviewing process.
Councilperson Krizek stated that she is concerned about creating another level in the MIS
office and asked what the salary will be for the position. Mr. Rodemeyer stated that this is
a supervisory position who will supervise the Programmer Analyst, and that the starting
salary is $42,000.
Councilperson Collier stated that he would like to table the request in order to visit with
Mayor Rooff and other Council Members.
Bob Stevenson, Administrative Director, stated that he has met with Mayor Rooff, and
Mayor Rooff authorized him to bring the Assistant Manager of Information Systems
position before the committee.
Moved by Collier, seconded by Krizek that the request of the Administrative Director to
initiate a Civil Service recruitment and selection process for the position of Assistant
Manager of Information Systems be tabled for one week. Ayes: Two. Motion carried.

The request of the Police Chief to appoint three Police Officers from a current Civil Service list,
promote two officers to the position of Sergeant from a current Civil Service list and promote
two Sergeants to the position of Lieutenant from a current Civil Service list was reviewed.
Within the past eight weeks, Captain Harry Helgesen, Lieutenant Steven Dwyer and Officer
Robert Stefancik have retired from the Police Department. With Captain Helgesen's retirement,
the department will fall from four captains to three and increase from six lieutenants to seven.
Moved by Krizek, seconded by Collier that said request be approved, as proposed. Ayes: Two.

The request of the Fire Chief to initiate an open Civil Service examination for the position of
Firefighter and a promotional Civil Service examination for the position of Fire Engineer was
reviewed. The current Civil Service promotional list for Fire Engineer expires on October 10,
1998. The list for Fire Engineer is used to fill vacancies and for utilization for out of rank fill-ins.
The Civil Service list for Firefighters expires December 1998. Due to the extended time frame
needed for testing and interviewing, it is necessary to start the process for completion by
December 1998. Moved by Collier, seconded by Krizek that said request be approved, as
proposed. Ayes: Two. Motion carried.
The request of the Housing/Block Grant Program Manager to appoint an Associate Planner from
a current Civil Service list and to initiate an open Civil Service examination for the position of
Bookkeeper was reviewed. The Associate Planner position is vacant due to a transfer to the
Planning office. The Bookkeeper position is vacant due to a transfer to the Planning office.
Moved by Krizek, seconded by Collier that said request be approved, as proposed. Ayes: Two.

The request of the Recreation Director to initiate an open non Civil Service recruitment and
selection process for the position of Administrative Secretary was reviewed. The position is

position will become vacant on July 6, 1998 due to a promotion. The Park Maintenance II-
Construction position has been funded in the F.Y. 1999 Budget. Changing the Forestry
Coordinator position name to City Forester is necessary in order to be consistent with the City
Code of Ordinances. Moved by Krizek, seconded by Collier that said request, as proposed, be

was approved, and the full-time clerical position will receive full grant support funding. The
position carries full-time benefits; however, there is no seniority and should the Tri-County Drug
Task Force be disbanded, the position would be eliminated. Moved by Krizek, seconded by

The request of the Superintendent of Water Pollution/Flood Control to initiate an open Civil
Service Examination for the position of Instrumentation & Controls Technician and an open Civil
Service Examination for the position of Collection & Systems Maintainer was reviewed. The
position of Instrumentation& Controls Technician is vacant due to the pending promotion of one
of the Technicians to Foreman. The Collection Systems Maintainer position is vacant due to the
termination of one of the Collection Systems Maintainers. Moved by Mollenhoff, seconded by
Krizek that said request be approved. Ayes: Three. Motion carried.
The request of the Administrative Director to initiate an open Civil Service Examination for two
Programmer Analyst positions was reviewed. One is a new position created due to the work load
involved in implementing the City's comprehensive computer plan. The position will be funded
using Sewer Funds. The computerization of the new Pollution Control Facility requires
substantial hours by the Information Services area to keep the plant running. The position will be
located within the Information Services area. The second Programmer Analyst position is vacant
due to a resignation. Moved by Mollenhoff, seconded by Krizek that said request be approved.

The request of the Superintendent of Streets to appoint an Equipment Operator I from an existing
Civil Service list to a five month position was reviewed. The Equipment Operator I position is
vacant due to an employee being promoted to the Golf Maintenance II position within the Parks

The request of the Police Chief to appoint a sergeant from a
current Civil Service list was reviewed. The vacancy is due to the
retirement of Sergeant Lyle Ames . There is a current Civil Service
list of candidates for the position of sergeant . Moved by
Mollenhoff, seconded by Collier that said request be approved.
Ayes : Two. Absent : Krizek. Motion carried.
