The request of the Fire Chief for authorization to promote four
Fire Engineers from a current Civil Service list was reviewed. The
promotions include: Pete Lilja, Michael Moore and Roger Carr. The
promotions are due to the promotions of three Lieutenants . Pete
Lilja will remain a Paramedic and no additional costs will be
incurred by the Fire Department . Moved by Jordan, seconded by
Collier that said request be approved. Ayes : Two. Absent :
Murphy. Motion carried.
The request of the Superintendent of Central Garage to hire a
temporary mechanic was reviewed. A mechanic has been off on
disability since January 6, 1997 due to back surgery. The
reduction of the workforce has hampered the operation, especially
sweeper and heavy equipment maintenance . It also restricts
overtime/snow control scheduling and operations . Central Garage
has been outsourcing to dealers and utilizing their field service
for the work that cannot be covered with staff . The department has
spent $29, 541 . 00 since June 2, 1997 for outsourcing to dealers .

The request of the Police Chief to appoint one part-time Clerk I
from a current Civil Service list was reviewed. The new position
will be utilized for data entry of the new time clock system.
Councilperson Murphy inquired as to other alternatives other than
increasing staff at the Police Department . Moved by Collier,
seconded by Murphy that said request be tabled. Ayes : Two.
Absent : Jordan. Motion carried.
The request of the Police Chief to appoint a Police Officer from a
current Civil Service list was reviewed. There are two pending
disabilities and one vacancy due to the resignation of a Police
Officer. The wages for the position will be derived from the
vacant positions during the period they are not filled. Moved by
Collier, seconded by Murphy that said request be approved. Ayes :
Two. Absent : Jordan. Motion carried.
The request of the City Clerk to initiate a Civil Service selection
and examination process for the position of Cable Television
Production Coordinator was reviewed. The Cable Production
Coordinator will be responsible for the production, operation and
programming of the public access channel and local public access
studio. The Cable Television Production Coordinator will produce
and cablecast activities in the community, ward table talks, street
improvements, economic development, neighborhood meetings, etc .
The salary for this position is included in the F.Y. 1998 Cable
Commission Budget . Moved by Collier, seconded by Murphy that said

The request of the Fire Chief for authorization to promote three
Swing Lieutenants and one Fire Fighter from a current Civil Service
list was reviewed. The swing position is being established for the
following reasons :
1 . Greater responsibility can be placed on personnel with
the lieutenant rank rather than individuals working in
and out of rank position.
2 . More authority can be delegated by superior officers .
3 . The Swing Lieutenant position will assist with public
education and injury prevention programs and will be
trained and qualified to perform both life and safety
inspections and housing inspections .
4 . There would be more accountability with lieutenants than
with acting lieutenants as to their responsibility in
maintaining safety on the emergency scene and maintaining
buildings and equipment .
Promotion of three swing lieutenants will allow one to serve on
each shift . The promotion of one fire engineer is due to the
vacancy created by termination of an employee.

interest in individuals' training and education for advancement in

The request of the Administrative Director to initiate a Civil
Service open examination for the position of Grant Manager was
reviewed. The creation of this position has been identified by the
Mayor and City Council as one of its goals for this fiscal year.
The Administrative Director, Mayor, Councilperson Murphy and the
Personnel Director have written a job description detailing the
responsibilities of the position. Some of the funding for the
position can be recouped as part of administration of various
grants; however, a portion of the salary will have to come from the
general fund. Moved by Collier, seconded by Murphy that said

The request of the Fire Chief for authorization to promote Brett
Bredman, Mark Olson, Jeff Ruehs and Darwin Boelts to the position
of Fire Engineer was reviewed. Brett Bredman and Mark Olson' s
promotions are effective July 21, 1997, and Jeff Hedrington, Jeff
Ruehs and Darwin Boelts promotions are effective August 22, 1997 .
The promotions are to replace the vacancies created by the staffing
of Airport Fire Engineers . Moved by Collier, seconded by Murphy

The request of the Building Official to initiate a Civil Service
open examination for the position of BackFlow Systems Coordinator
was reviewed. The position is being created because of a state
mandated law on backflow prevention. The Waterloo Water Works is
also participating in the cost of administrating the mandates .

Moved by Jordan, seconded by Collier that the request of the Street
Superintendent to appoint one Equipment Operator I from a current
Civil Service List to fill a vacancy created by a retirement be

The request of the Police Chief to appoint one Captain and one
Sergeant from a current Civil Service List was reviewed. The
Police Department is considering the realignment of administrative
responsibilities within the Field Services Bureau. The Field
Service Bureau is the largest element of the department and is
comprised of three Uniform Patrol Watches, Investigations Division
and the Tri-County Drug Task Force . These areas are presently
commanded by one captain. The realignment is necessary to better
administer this element of the Police Department, provide
diversified and equal workload and responsibilities, and provide an
appropriate amount of time for each area to be property managed.
The present captains assumed the responsibilities of two assistant
chiefs while they maintain their other duties . This has created a
need for an addition Captain in the Field Services Bureau. The
Police Chief proposes to divide these responsibilities and have one
Captain in charge of the Uniform Police Division and one Captain in
charge of the Investigation Division and the Tri-County Drug Task
Force. The Police Chief is requesting authorization to promote an
existing Lieutenant to Captain creating an additional Captain
position. Moved by Murphy, seconded by Jordan that said request be
approved. Ayes : Three . Motion carried.

Recreation Director to initiate an open Civil Service examination
for the position of Maintenance Worker to fill a vacancy created by
the promotion of an employee to another Department be approved.

The request of the City Engineer to initiate a Civil Service
promotional examination for the position of Engineering Technician
to fill a vacancy created by a resignation and to appoint a
Draftsperson from an existing Civil Service List to backfill the
promotion of a Draftsperson to the position of Technician was
reviewed. An Engineering Technician has resigned to take a
position with a private contractor. One of the Draftspersons meets
the qualifications for the open Engineering Technician position.
The City Engineer is requesting permission to start the promotional
Civil Service process for the Technician position. With the
promotion, a Draftsperson position will then become vacant . The
City Engineer is requesting authorization to hire from an existing
list for the Draftsperson position. Moved by Jordan, seconded by
Murphy that said request be approved. Ayes : Two. Absent :

The request of the Fire Chief for authorization to appoint three
Firefighters from a current Civil Service list was reviewed. The
appointments were approved per the Memorandum of Understanding with
Waterloo Fire Rescue and the Airport Commission during the June 2 ,
1997 council meeting. Moved by Jordan, seconded by Murphy that
said request be approved. Ayes : Two. Absent : Collier. Motion
carried.
The request of the Police Chief for authorization to hire two
police officers to fill pending vacancies was reviewed. The
vacancies have been created due to the resignation of Nicholas Moon
and Shelly Davis . The appointments will be made from a current
Civil Service list . Moved by Jordan, seconded by Murphy that said
request be approved. Ayes : Two. Absent : Collier. Motion
carried.

The request of the Acting City Clerk to initiate a non-Civil
Service recruitment and selection process for the position of
Deputy City Clerk was reviewed. This position is vacant due to the
promotion of the former Deputy City Clerk to the position of City
Clerk at tonight' s council meeting. Moved by Jordan, seconded by
Murphy that said request be approved. Ayes : Two. Absent :

The request of the Administrative Director to initiate a Civil
Service promotional examination for the position of Maintenance
Assistant-Electrician was reviewed. The maintenance assistant HVAC
resigned from the Building Maintenance staff on July 7, 1997 .
Building Maintenance is requesting that this position be replaced
with an additional Maintenance Assistant Electrician. Moved by
Jordan, seconded by Murphy that said request be approved. Ayes :

request of the Police Chief to hire from a current Civil Service list to fill a vacancy
created by a resignation. Ayes: Two. Absent: Collier. Motion carried.
Moved by Jordan, seconded by Murphy to approve the request of the Street
Superintendent to initiate a Civil Service examination for the position of Operations
Supervisor. Before a vote on the motion the following discussion was heard.
Anders stated his objection to creating a new position. The Street Department has been
operating with the assistance of Mike Mrzlak and Larry Cunningham for most of the year,
Anders doesn't understand the need for additional management staff now that Decker has
been promoted. Personnel Director Jim Rodemeyer explained that Steve Decker has been
running operations while Mrzlak and Cunningham took over the meeting and budget
administrative duties. Now that Decker has been appointed Superintendent he will need
additional management staff to cover the department when he attends meetings or during
budget preparation. This position was recommended by the operational review
committee.
Anders questioned if the three foreman's positions will be retained. Decker stated that
the position is intended to be a promotional position within the department and two of the
foremen have expressed interest in the position. However, other staff could be eligible
and he can't guarantee elimination of a foreman's position unless a promotion or
resignation takes place. Moved by Jordan, seconded by Murphy to amend the original
motion to include a request that the Civil Service List be returned to the Human
Resources Committee before hiring takes place. Ayes: Two. Absent: Collier. Motion
carried.
The vote on the original motion with the amendment is as follows. Ayes: Two. Absent:

The request of the Water Pollution Superintendent to initiate a Civil Service examination
for the position of Sewer Maintenance Worker was reviewed. There is currently a
vacancy created by a layoff and a shortage due to injury related light duty issues. Moved
by Jordan, seconded by Murphy to authorize the Water Pollution Control Superintendent
to initiate a Civil Service examination for the position of Sewer Maintenance Worker.
Ayes: Two. Absent: Collier. Motion carried.
Moved by Jordan, seconded by Murphy to approve the request of the Finance Manager to
initiate a Civil Service examination for the position of Financial Analyst. This will
replace the position of Financial Specialist which was previously approved by Human
Resources from a current Civil Service list which has expired. Ayes: Two. Absent:
Collier. Motion carried.

The request of the Police Chief to promote a sergeant to fill a
vacancy due to a promotion from a list being developed, to fill the
resulting police officer vacancy from a current Civil Service List,
and to fill the approved position of Clerk I with a secretary was
reviewed.
Lieutenant Dennis Damon will retire from the Police Department on
June 6, 1997 . His retirement will leave a vacant lieutenant
position, and the Human Resources Committee has given authorization
to replace Damon' s vacant position. Filling the lieutenant
position will leave a vacant sergeant position within the
department . The process has begun to establish a certified list of
sergeant candidates and should be certified by the Civil Service
Commission sometime in July 1997 . The retirement of Lieutenant
Damon and subsequent promotions will create a police officer
vacancy within the department . The pending vacancy will be filled
using the Civil Service list of eligible applicants .
During the budget process a secretary' s position was reduced to
Clerk I, and a sergeant and police officer position assigned to the
Finance Unit of the Police Department were eliminated. The two
sworn positions were filled with a civilian Finance Specialist .
Recent organizational changes within the city will require a
physical transfer of the finance specialist along with budget and
grant management responsibilities to the City Finance Manager. The
present Finance Specialist, Carol Failor, has decided not to
transfer and has requested a voluntary return to her former
position as secretary.
Moved by Jordan, seconded by Collier that the request of the Police
Chief to promote a sergeant to fill a vacancy due to a promotion
from a list being developed, to fill the resulting police officer
vacancy from a current Civil Service List, and to fill the approved
position of Clerk I with a secretary be approved. Ayes : Three .
Motion carried.
The request of the Finance Manager to fill the position of Finance
Specialist from a current Civil Service list, or if unable to fill
the position using the Civil Service List to initiate a Civil
Service open examination to fill the vacancy was reviewed. The
finance specialist vacancy was created when the Mayor ordered the
transfer of the existing finance specialist position in the Police
Department to the Finance Department to centralize financial
functions. The person currently employed in the position has
declined the transfer to the Finance Department . A proposal was
developed to expand the Finance Department' s capability to meet
increased demand for financial services from various departments,
primarily the Police and Fire Departments . The Mayor decided to
authorize the transfer of the position as well as the budget
funding for the position for FY98 from the Police Department to the
Finance Department . The position of finance specialist is
essential in order for the Finance Department to effectively
provide budget planning, analytical and preparation assistance, as
well as other financial and specialized functions such as grant and
project accounting. Moved by Jordan, seconded by Collier that the
request of the Finance Manager to fill the position of Finance
Specialist from a current Civil Service list, or if unable to fill
the position using the Civil Service List to initiate a Civil
Service open examination to fill the vacancy be approved. Ayes :

The request of the Police Chief to promote a Lieutenant from a
current Civil Service List, and to initiate a promotional Civil
Service Examination in anticipation of an additional vacancy for
Police Lieutenant was reviewed. The Lieutenant vacancy is due to
the retirement of Lieutenant Dennis Damon on June 14 , 1997 . There
is presently a certified Civil Service list of candidates for the
promotion. The list will expire on August 14, 1997 . With the
projection of personnel movement in the Police Department, it will
become necessary to certify a new Civil Service list for the
position of Police Lieutenant . Moved by Jordan, seconded by
Collier that said request be approved. Ayes : Three. Motion
carried.
The request of the Parks Superintendent to fill an Equipment
Operator I/Park Maintenance I vacancy from a current Civil Service
list was reviewed. The vacancy is the result of a recent
resignation. On March 10, 1997, the committee approved filling
three vacancies created by two promotions and a retirement . This
request is for an additional Equipment Operator I/Park Maintenance
I position. Moved by Jordan, seconded by Collier that said request
be approved. Ayes : Three . Motion carried.

Moved by Jordan, seconded by Collier that the request of the
Assistant Street Superintendent to promote an Equipment Operator
III from a Civil Service List currently being compiled and to
promote two Equipment Operator II' s from a current Civil Service
List to backfill for the promoted Equipment Operator II' s and to
initiate a Civil Service examination to fill three Equipment
Operator I positions, two which will be created by the promotions
of the Equipment Operator II' s and one due to a termination be
approved. Ayes : Three . Motion carried.
The request of the Airport Commission to initiate a non Civil
Service recruitment and selection process to fill the pending
vacancy of Airport Director was reviewed. Terry Lorenzen, Airport
Director, is retiring effective July 18, 1997 . The Personnel
Department will work with the Airport Commission to ensure maximum
exposure of the position through a variety of paid advertising,
including journals specific to the aviation industry. The
Personnel Department will also ensure compliance with affirmative
action guidelines by listing the position with agencies and
organizations on the city' s affirmative action list . Each
individual who applies will be sent a copy of the job description
and requested to complete a City of Waterloo job application. The
Personnel Department will initially screen the applicants and make
recommendations to the Airport Commission concerning the
eligibility of the applicants . It will be the decision of the
Airport Commission as to who and how many of the applicants are
interviewed. An interview panel consisting of one or two
commissioners, possibly a councilperson and someone from private
industry or another airport should be formed. The Airport
Commission is the final appointing authority for this position.

Division, was promoted to the position of Finance Specialist . With
this promotion, the Administrative Services Division has operated
without clerical support since July 8, 1996 . The position is being

The request of the Airport Director to initiate an Open Civil
Service Examination to fill three Airport Maintenance Worker
positions was reviewed. The Airport Commission has approved a
budget which transfers crash/fire/rescue from the city fire
fighters to airport employees . In order to complete the transfer
of responsibility, it will be necessary to hire a replacement for
a recent retirement and hire two additional airport maintenance
workers . The combined functions require one less person than
currently used primarily due to reducing the coverage hours from 24
to 18 . Net savings after training are approximately $30, 000 . 00 the

list for the rank of lieutenant . Filling the vacant lieutenant
position with a sergeant will leave a vacant sergeant' s position.
