Moved by Collier, seconded by Murphy that the request of the Fire Chief to promote Michael Whalen to the position of Battalion Chief, Steve Weliver to the position of Lieutenant, Cole Southworth and Jeff Cutsforth to the position of Fire Engineer, be approved. Ayes : Two. Absent : Jordan. Motion carried. Councilperson Murphy inquired if Station #6 would need additional lieutenants . Fire Chief Frank Magsamen stated that Fire Station #6 would need three new lieutenants and fire engineers . The position of lieutenant has replaced the captain position. Moved by Jordan, seconded by Collier that the request of the Fire Chief to appoint Paramedic Stan Mingus to the position of Medical Coordinator due to a vacancy created by a promotion be approved. Moved by Jordan, seconded by Collier that the request of the City Engineer to initiate a promotional Civil Service examination for the position of Engineering Technician to fill a vacancy created by a resignation be approved. Moved by Collier, seconded by Jordan that the request of the City Engineer to initiate an open Civil Service examination for the position of Draftsperson to fill a pending vacancy be approved. Ayes : Three . Motion carried. Moved by Jordan, seconded by Collier that the request of the City Clerk to initiate an open Civil Service examination for the position of Parking Meter Enforcement Officer to fill a pending vacancy be approved. Ayes : Three . Motion carried. The request of the Police Chief to appoint three police officers from an existing Civil Service list to fill two recent vacancies and a third position as a result of a grant was reviewed. One officer has resigned and one has received a disability retirement . The third police officer will be funded with a joint grant with the County Attorney' s office . The grant provides for the employment of one additional police officer to fill the Domestic Abuse Response Team. Funds are available in the Police Department' s FY97 Budget . Approval of appointment of the three officers will exhaust the second Civil Service list of eligible applicants . Moved by Jordan, seconded by Collier that said request be approved. Ayes : Three . The request of the Police Chief for authorization to hire one Police Office from a current Civil Service List was reviewed. On July 22, 1996, the Human Resources Committee authorized the hiring of four police officers from the current Civil Service list to fill existing vacancies . Officer Dean Hennesy, one of the newly hired officers, resigned on September 17, 1996 . This request is to fill the vacancy of his resignation. Funds are presently available in the Police Department' s FY 97 Budget . This request includes the previous stipulation of the Finance Committee that a new hire authorization includes the expense of uniforms, equipment and supplies necessary to properly and safely equip an employee for street duty. Moved by Collier, seconded by Murphy that said request be approved. Ayes : Two. Absent : Jordan. Motion carried. The request of the Administrative Director to initiate an open Civil Service examination for the position of Programmer Analyst to fill a vacant position was reviewed. Due to the workload involved in implementing the city' s comprehensive computer plan, the Administrative Director would like to refill the vacant position as quickly as possible. Moved by Collier, seconded by Murphy that said request be approved. Ayes : Two. Absent : Jordan. Motion carried. The request of the Superintendent of Water Pollution/Flood Control to hire two Instrument Control Technicians from a current Civil Service List to fill a vacancy and an anticipated vacancy and to hire a Laboratory Technician I from a current Civil Service List to fill a vacancy created by a promotion was reviewed. Due to the transfer of Dan Youngblood, Instrument Control Systems Foreman, and the pending retirement of Bob Kisner, Instrument Control Technician, the Superintendent of Water Pollution/Flood Control would like to hire two Instrument Control Technicians from the current available list and leave the foreman' s position unfilled at this time. The Laboratory Technician II position is vacant due to the promotion of Brian Bowman. Moved by Collier, seconded by Murphy that said request be approved. Ayes : Two. Absent : Jordan. Motion carried. Moved by Collier, seconded by Murphy that the request of the Fire Chief to promote Training Officer Larry McKinney from Fire Engineer to Fire Lieutenant, Medical Supervisor Brett Bredman from Fire Fighter to Fire Engineer, Medical Officer David Boesen to Fire Inspector and to appoint Barbara McBride to the position of Medical Services Quality Assurance Specialist be approved. The request of the Park Superintendent to refill a Park Maintenance II-Forestry position created by a resignation by either appointing from a current list or by initiating a promotional Civil Service Examination was reviewed. The forestry position would be filled from the existing Civil Service list, if possible. There is only one name remaining on the list and attempts to contact that person have not been successful . A certified letter is being sent in a final attempt to reach the individual on the current Civil Service list . If this proves unsuccessful, the Superintendent of Parks is requesting authorization to fill the position through the Civil Services promotional process . The request from the Police Chief to initiate a promotional civil service exam for the position of Property/Evidence Coordinator to replace a vacancy caused by the retirement of a Police Sergeant and to initiate an open civil service exam for the position of Property Evidence Technician was reviewed. The Police Sergeant in charge of the Property/Evidence section will be retiring in November of 1996 . The Operational Review Committee recommended that this position be made a civilian position which will create a substantial savings to the department . Murphy asked if there is a need for two full time employees to handle the Property/Evidence section. Koehrsen stated that there is more work than two full time personnel can keep up with at this time. This was part of the budgeted reorganization that police staff submitted to the Mayor and Council this spring and should save approximately $10, 000 annually. Moved by Jordan, seconded by Murphy to approve the request to initiate a promotional Civil Service exam for the position of Property/Evidence Coordinator and to initiate an open Civil Service exam of the position of Property/Evidence Technician. Moved by Jordan, seconded by Murphy that the request from the City Clerk to initiate a promotional Civil Service exam for the position of Clerk II to fill a vacancy created by a transfer be approved. The request of the Director of the Recreation Commission to initiate a Civil Service Open Examination for the position of Associate Sports Supervisor was reviewed. This position involves supervising a large part-time staff . This position will also administer aquatics, baseball/softball, and midnight basketball programs as well as working closely with the Sports Supervisor and Recreation Director in budget control and fiscal management of the indoor and outdoor sports facilities . Moved by Jordan, seconded by Murphy that the request of the Parks Director to hire a Park Maintenance II-Forestry from a current Civil Service list to fill a vacancy created by the departure of a Park Maintenance I be approved. Ayes : Two. Absent : Collier. Motion carried. The request of the Police Chief to initiate a Civil Service Open Examination for the position of Police Officer was reviewed. The first certified list of ten Police Officer applicants will be exhausted on September 9, 1996, and the second list of ten has only seven individuals remaining, as three applicants have accepted positions with other agencies . Presently, the Police Department anticipates three vacancies to fill from the second list of applicants and expects that the second list will be exhausted in the near future . As the selection process for the position of Police Officer is a long and detailed process, the Police Chief would like to start another selection process at this time . Moved by Jordan, seconded by Murphy that the request of the Assistant Superintendent of the Street Department to hire a Equipment Operator/Utility Operator from an existing Civil Service list to fill a vacancy created by a promotion and to initiate a Civil Service Promotional Examination for the position of Equipment Operator III to fill a vacancy created by a promotion be approved. Ayes : Two. Absent : Collier. Motion carried. The request of the Building Official to initiate a Civil Service Open Examination for the position of Plans Review Specialist to fill a vacancy was reviewed. This position was authorized and funded by the Budget Review Committee in the F.Y. 1997 Budget . Funding of this position will be available from the fee increase from building permits . Moved by Jordan, seconded by Murphy that said request be approved. Ayes : Two. Absent : Collier. Motion carried. The request of the Superintendent of Central Garage to hire a Clerk I from a Civil Service list being compiled to fill a vacancy created by the transfer of an employee to the Engineering Department was reviewed. This position has been filled by a temporary employee for the last year. She qualified for the Civil Service list and was hired to fill the vacant secretary position in the Water Pollution/Flood Control Department . A secretary is no longer necessary and the work can be adequately performed by a Clerk I . The Clerk I will also be shared by Traffic Operations and perform work for that department as necessary. Work will also be assigned from the Street Department as part of the regular duties Human Resources Committee September 3, 1996 Page 2 and will include maintenance of the road management system, bills payment, and time and materials reconciliation. The request of the Fire Chief to initiate the Civil Service Examinations for the position of Battalion Chief and Captain was reviewed. The current Civil Service lists for the two positions has expired. A vacancy for Battalion Chief will occur with the planned retirement of Battalion Chief Dennis Moore at the end of calendar year 1996 . There are no vacancies planned for the Captain' s position. The Civil Service list is used for Lieutenants to fill in when the Captain is working as a shift commander or is off on personal time . The request of the City Engineer to appoint a Secretary from a current Civil Service list to fill a vacancy was reviewed. The Secretary in the Engineering Department is transferring to the Clerk' s office . There is a possible lateral transfer of the secretary in Traffic Operation to fill this position. The request of the Superintendent of Water Pollution/Flood Control to appoint a Clerk I from a Civil Service list currently being compiled to fill a vacancy due to a resignation was reviewed. The vacancy will be created with the resignation of Sheri Lund, Clerk I, effective September 9, 1996 . Moved by Collier, seconded by Murphy that said request be approved. Ayes : Two. Absent : Jordan. Motion carried. The request of the Library Director to initiate a non Civil Service process for the position of Technical Systems Administrator to fill a vacant Librarian II position was reviewed. There are currently two vacant Librarian II positions . One of these positions will be filled with a Technical Systems Administrator who will be responsible for the computer/Internet systems at both the Waterloo and Cedar Falls Public Libraries . This person will devote 60 percent of work time to the Waterloo Public Library, and the city will assume 60 percent of the expenses for salary and fringe benefits . Cedar Falls will contract with Waterloo for 40 percent of the person' s time and pay 40 percent of the person' s salary and fringe benefits . The request of the Fire Chief to initiate a Civil Service Open examination for the position of Fire Fighter was reviewed. The current list will expire in November 1996 . There is currently one vacancy due to the retirement of Mel Cook. The vacancy will be replaced using the current list . Three members of Fire Rescue are planning to retire between December 1996 and March 1997 . Candidates from the new Civil Service list will be selected to fill these vacancies and any other vacancy over the next two years . Moved by Collier, seconded by Murphy that said request be approved. The request of the Police Chief for authorization to initiate an Open Civil Service Examination for the position of Clerk I was reviewed. When Sergeant Karl Dyke retired on June 17, 1996, his position was replaced with a civilian Finance Specialist . Carol Failor, the Administrative Services secretary, has filled Dyke' s position, leaving a vacant secretary' s position. The Police Department plans to fill the vacant secretary' s position with a Clerk I . Moved by Collier, seconded by Murphy that said request to initiate an Open Service Examination for the position of Clerk I be approved. Ayes : Two. Absent : Jordan. Motion carried. The request of the Police Chief for authorization to appoint four Police Officers from the current Civil Service list was reviewed. There are presently three police officer vacancies due to the retirement of Assistant Chief Larry Dollan, Barbara Coffin and Rex Eyestone and Officer Jerome Vauthier has announced his retirement on September 26, 1996 . There are four candidates remaining on the first Civil Service Certified list . The officers would be hired on September 9, 1996, one week before they will enter the Iowa Law Enforcement Academy. Funds are presently available in the Police Department' s FY 97 Budget . Moved by Collier, seconded by Murphy that said request to appoint four Police Officers from a current Civil Service list be approved. Ayes : Two. Absent : Jordan. Motion carried. The request of the Superintendent of Water Pollution/Flood Control to initiate a Promotional Civil Service Examination for the position of Laboratory Technician II was reviewed. The position is vacant due to an internal promotion. Moved by Collier, seconded by Murphy that said request to initiate a Promotional Civil Service Examination for the position of Laboratory Technician II be approved. Ayes : Two. Absent : Jordan. Motion carried. The request of the Building Official for authorization to initiate a Promotional Civil Service Examination for the position of Combination Inspector was reviewed. The position has become vacant due to the promotion of Robert Ball to Chief Building Inspector. Moved by Collier, seconded by Murphy that said request to initiate a Promotional Examination for the position of Combination Inspector be approved. Ayes : Two. Absent : Jordan. Motion carried. The request of the Police Chief for authorization to appoint three Police Officers from a Civil Service Certified List was reviewed. The Police Department has had the following police officers leave : John Woods, Martin Bender, Ethel Smith, Larry Dolan, Barbara Coffin, Rex Eyestone and Karl Dyke. Sergeant Dyke' s position is scheduled to be replaced with a civilian Finance Specialist . This leaves six police officer vacancies and the Police Chief requests authorization to fill three of the six existing vacancies . Funds have been allocated in the FY 97 budget for these positions . New hire authorization includes the expense of uniforms, equipment and supplies necessary to properly and safely equip an employee for street duty. Moved by Collier, seconded by Jordan that said request be approved. Ayes : Three . Motion carried. The request of the Police Chief for authorization to appoint a Finance Specialist from a Civil Service Certification List was reviewed. Sergeant Karl Dyke retired from the Waterloo Police Department on June 18, 1996 . At the recommendation of the Operational Review Committee, this position was eliminated with Sergeant Dyke' s retirement . The Human Resources Committee authorized replacing Sergeant Dyke' s position with a Civilian Finance Specialist . The Civil Service selection process has been completed and a list was certified on June 25, 1996 . Moved by Collier, seconded by Jordan that said request be approved. Ayes : Three . Motion carried. The request of the City Clerk to appoint a Secretary from a Civil Service List currently being compiled was reviewed. The vacancy was created by the transfer of Brenda Neff to Clerk II payroll duties . Moved by Collier, seconded by Jordan that said request be approved. Ayes : Three . Motion carried. Moved by Collier, seconded by Murphy to approve the request of the Fire Chief to initiate a Civil Service promotional examination for Fire Engineer. Ayes : Two. Motion carried. The request of the Fire Chief to initiate a Civil Service open examination for the position of Medical Services Quality Assurance Specialist was reviewed. This would be a new position and work as an administrative assistant to the Medical Supervisor, assisting with the review of all medical calls and with EMS training procedures as well . Moved by Collier, seconded by Murphy to approve the request to initiate the process for Medical Services Quality Assurance Specialist . Ayes : Two. Motion carried. Moved by Collier, seconded by Murphy to approve request of Water Pollution Flood Control Superintendent to initiate Civil Service open examination for the position of secretary which was vacated by the transfer of an employee to another department . Ayes : Two. Motion carried. The request of the Water Pollution Flood Control Superintendent to initiate a Civil Service promotional examination for the position of Pre-Treatment Laboratory Services Coordinator was reviewed. Moved by Collier, seconded by Murphy to approve the request . Ayes : Two. Motion carried. Moved by Collier, seconded by Murphy to approve the request of the Superintendent of Sanitation and Recycling to fill the vacant Solid Waste Operator position from the current Civil Service list . Ayes : Two. Motion carried. The request to refill a vacant Utility Operator' s position in the Parks Department was reviewed. The vacancy is due to the transfer of an employee to the Street Department . The full time position may be offered to a seven-month employee whose position would then be back filled by a seasonal employee on the current civil service list . Moved by Collier, seconded by Murphy to approve request of the Parks Superintendent to fill a vacant Utility Operator' s position from the current Civil Service list . Ayes : Two. Motion carried. Moved by Collier, seconded by Murphy to approve the request of the Human Rights Director to initiate a non-Civil Service recruitment and selection process for a vacant Administrative Secretary position. Ayes : Two. Motion carried. Bob Stevenson, Administrative Director, requested approval to initiate a Civil Service open examination for the position of Maintenance Assistant/Plumber. This position will be funded from the Five Sullivan Brothers Center budget and will primarily serve the center but would be available to assist at other city facilities . Moved by Collier, seconded by Murphy to approve the request as proposed. Ayes : Two. Motion carried. The request of the Police Chief to initiate a Civil Service open examination for a civilian non-sworn position of Police Aide . This position would assist officers with matters that do not require sworn officers such as funeral escorts, minor traffic accidents and minor incident reports . The position will not be filled until funding is identified in the FY1997 budget . It was moved by Collier, seconded by Murphy to approve the request to initiate the Civil Service process with hiring to be delayed until authorization to hire is given by this committee. Ayes : Two. The request of the Housing/Block Grant Program Manager to appoint an additional Bookkeeper from a current Civil Service list to fill a previously approved Secretary/Receptionist position was reviewed. The committee had previously approved filling two vacant positions, a Bookkeeper in the Community Development office and a Secretary/Receptionist position in the Waterloo Housing Authority. This request is to expand the duties in the Waterloo Housing Authority position and fill it from the current Bookkeeper list . Moved by Collier, seconded by Jordan that recommendation be to reclassify to a Secretary/Receptionist position. Ayes : Three . Motion carried. Moved by Collier, seconded by Jordan that the request of the Building Official to initiate a Civil Service promotional examination for the position of Chief Building Inspector to fill a vacancy caused by the death of an employee and to appoint from a current Civil Service list a Plan Review Specialist to fill a vacancy caused by the resignation of an employee be approved. The request of the City Planner to initiate a Civil Service open examination for the position of Secretary/Reception to fill a vacancy caused by the resignation of the Administrative Secretary at the Waterloo Housing Authority was reviewed. The former Administrative Secretary position was pay grade 55 . Due to the restructuring of the Community Planning and Development departments it has been proposed to consolidate duties and fill the position with a Secretary/Receptionist at pay grade 53 . Moved by Jordan, seconded by Collier to proceed with the Civil Service process for the position of Secretary/Receptionist, as requested, be approved. Ayes : Three . Motion carried. Moved by Collier, seconded by Jordan that the request of the Superintendent of Central Garage to initiate a Civil Service promotional examination for the appointment of an Equipment Operator II to fill a vacancy caused by the promotion of Steve Decker to Assistant Street Superintendent be approved. Moved by Collier, seconded by Jordan that the request of the Superintendent of Sanitation & Recycling to initiate a Civil Service promotional examination for the position of Special Projects Technician for the purpose of reclassifying the employee currently classified as an Animal Control Officer be approved. Moved by Collier, seconded by Jordan that the request of the Recreation Director to appoint a Maintenance I from an existing Civil Service list to fill a position budgeted for FY 1997 for the Young Arena be approved. Moved by Jordan, seconded by Collier that the request of the Police Chief to initiate a Civil Service open examination for the position of Finance Specialist to fill a vacancy through the retirement of a police officer was reviewed. As part of the continuing analysis of the organizational and operational structure of the Police Department, the Police Chief is recommending the creation of the new civilian position. With the retirement of Sergeant Dyke in July 1996, it has been proposed to eliminate his position in the FY 1997 budget . The proposal eliminates a police sergeant position and replaces it with a Finance Specialist, which will be a non- sworn and non-bargaining position. Moved by Jordan, seconded by Collier that authorization to proceed with the Civil Service process for the position of Finance Specialist, as requested, be approved. Ayes : Three. Motion carried. The description will also require this person to have the ability and aptitude to certify as a combination inspector in residential and light commercial .
