Ayes : Two. Absent : Collier. Motion carried. The request of the Administrative Director to initiate a Civil Service selection process for the position of Systems Analyst was reviewed. This position will work closely with the new Management Information Systems person and will help with the city' s computer needs . Moved by Mollenhoff, seconded by Murphy that authorization to proceed with the Civil Service process for the position of Systems Analyst, as requested, be approved. Ayes : Two. Absent : Collier. Motion carried. Moved by Mollenhoff, seconded by Murphy that the request of the Building Official to appoint a Chief Mechanical Inspector from a current Civil Service list be approved. Ayes : Two. Absent : Collier. Motion carried. The request of the Police Chief to fill one Lieutenant and two Sergeant vacancies from the current promotional Civil Service list was reviewed. These promotions are replacements for officers who have retired or are not available for duty. Funds are budgeted within line item 1111, salaries, for these promotions . Moved by Mollenhoff, seconded by Murphy that authorization to promote one Lieutenant and two Sergeants from an existing Civil Service list be approved. Ayes : Two. Absent : Collier. Motion carried. The request of the Police Chief for authorization to commence the Civil Service recruitment and selection process for the position of Police Officer was reviewed. There are presently five vacancies for the position of police officer and a possibility of two service retirements early in 1996 . Moved by Collier, seconded by Murphy that authorization to proceed with the Civil Service recruitment and selection process, as requested, be approved. Ayes : Two. Absent : Mollenhoff . Motion carried. The request of the Water Pollution/Flood Control Superintendent to initiate a Civil Service process for the position of Instrument Control Technician and Mechanic was reviewed. The Mechanic position is vacant due to the promotion of a Mechanic to Maintenance Foreman. As part of the reorganization process at Water Pollution/Flood Control, the position of Technical Project Specialist was created; however, the position of Instrument Control Technician will replace the position of Technical Project Specialist . Moved by Collier, seconded by Mollenhoff that authorization to proceed with the Civil Service process for the position of Instrument Control Technician and Mechanic, as requested, be approved. The request of the Building Official to initiate an open Civil Service process for the position of Plan Review Specialist was reviewed. The Plan Review Specialist position was authorized and funded by the F.Y. 1996 Budget Review Committee. Funding of this position will be through increased building permit fees . The General Contractors Board approved to increase building permit fees by 40 percent . The request of the Recreation Director to initiate an open Civil Service process for the position of Maintenance I was reviewed. This position is open due to the July 28, 1995 retirement of Jake Jacoby. The maintenance person is responsible for operation the zamboni as well as general building, custodial and maintenance duties . Moved by Mollenhoff, seconded by Murphy that authorization to proceed with said Civil Service process be approved. Ayes : Two. Absent : Collier. Motion carried. Moved by Mollenhoff, seconded by Murphy to approve the agenda as proposed. Ayes : Two. Absent : Collier. Motion carried. Collier now present at 5 : 02 p .m. The request of the City Planner to upgrade the current part-time secretary to the full-time position and to eliminate the part-time secretarial position was considered. The request to start the Civil Service process for an Associate Planner which fills the vacancy which was created in November of 1993 with the transfer of Rich Earles to Community Development was discussed. Moved by Mollenhoff, seconded by Collier to approve the upgrade of the part- time secretary to full-time and to begin the Civil Service process for Associate Planner. Ayes : Three . Motion carried. Street Superintendent Dick Grimm requested approval to fill two open Equipment Operator II positions due to a previous transfer of two workers to the Street Sweeping Department . This has left the Street Maintenance Department unable to maintain the needed work schedule . A current Civil Service list exists for promotional purposes . Moved by Mollenhoff, seconded by Collier for the Street Superintendent to fill two Equipment Operator II vacancies from the current promotional list . Ayes : Three . Motion carried. A request to hire six Utility Operators to replace six existing openings for Equipment Operator I' s in the Street Department was explained. The vacancies are due to the termination of two employees, retirement of two employees and the promotion of two individuals to Equipment Operator II positions . The existing list of five Utility Operators will be exhausted and the Civil Service process will be initiated to create a new list for the sixth position. Councilperson Getty requested the committee also consider approving the appointment of three Solid Waste Operators to allow the Street Superintendent to operate at full strength. There are twenty one positions budgeted in the Sanitation Department but this would bring staff levels to fifteen and eliminate the temporary staff that is being utilized now. Moved by Mollenhoff, seconded by Collier to approve the filling of five vacancies for Utility Operators and three vacancies for Solid Waste Operator from the current Civil Service lists and to begin the Civil Service process for Utility Operator to fill the sixth vacancy. The request of the Superintendent of Water Pollution/Flood Control to initiate a Civil Service promotional process for the position of Sewer Maintenance Foreman and a Civil Service Open Process for the position of Laboratory Technician was reviewed. The Laboratory Technician I position is vacant due to Nancy Gulick' s promotion to Financial Analyst in the Finance Department . The Collection Systems Foreman position is vacant due to a voluntary demotion. Moved by Collier, seconded by Murphy that authorization to proceed with said Civil Service promotional process and Civil Service Open process, as requested, be approved. Ayes : Two. Absent : Mollenhoff . Motion carried. The request of the Police Chief for authorization to hire five police officers from a Civil Service list to be certified on June 27, 1995 was reviewed. Several officers have recently retired or announced their effective retirement date from the Police Department . Four officers will be hired in late August or mid- September for admission to the Academy, but pre-employment testing needs to be started as soon as possible . If the request is approved, the new hire authorization includes the expense of uniforms, equipment and supplies necessary to properly and safely equip an employee for street duty, as stipulated by the Finance Committee . The request of the City Planner for authorization to initiate a selection process for the positions of Housing/Block Grant Program Manager and Assistant Program Manager was reviewed. These vacancies are due to the reorganization of the Planning and Zoning Department, Community Development Department and the Housing Authority into one department . The request of the Administrative Director for authorization to initiate a Civil Service examination for the position of Manager, Information Services was reviewed. The establishment of this position has been recommended by the Computer Technical Review Committee and Department Heads . Three consulting firms and Black Hawk Management Information Services have reviewed and recommended that an MIS manager be hired. It is felt that the City needs someone to develop, implement and administer a comprehensive area- wide network plan and to work with various Local Area Network (LAN) operators . The position will not be located in any specific department and will not be operated as a separate department but will operate out of the Mayor' s office at the direction of the Administrative Director. It was the recommendation of the Superintendent to eliminate the two seasonal sewer maintenance positions currently in the budget and hire one full- time sewer maintenance worker. This position is the secretary in the Support Service Bureau, performing work for the Communications Section, Property and Evidence Section, Crime Laboratory and Records/Computer Section. The request of the Parks Superintendent to initiate a Civil Service process for the position of Parks Maintenance II-Forestry, was reviewed. A Draftsperson in the City Engineer' s office meets the qualifications for the Engineering Technician position, which would then create a vacant Draftsperson position. The request of the Superintendent of Water Pollution/Flood Control to initiate a Civil Service promotional examination for the position of Maintenance Foreman was reviewed. The position is vacant due to the promotion of Larry Smith to the position of Collection Systems/Maintenance Supervisor. The request of the Administrative Director and Computer Technical Review Committee to initiate a Civil Service Open Examination for the position of Manager, Information Services, was reviewed. This position would develop, implement and administer a comprehensive area-wide network plan and work with the various Local Area Network operators . The request of the Police Chief to fill a vacancy created by the recent resignation of a police officer and to fill four additional positions which have been vacant for several months was reviewed. There are presently four vacancies due to retirements . There are currently three individuals remaining on the Civil Service list of certified applicants for the position of police officer. The Personnel Department is currently in the process of establishing a new list of certified applicants . The request of the Street Superintendent to initiate a Civil Service recruitment and selection process for the position of Sanitation Solid Waste Operator was reviewed. The Sanitation Department currently has three vacancies due to a disability lay off and two employees transferring to other departments . Moved by Mollenhoff, seconded by Collier that the request of the Superintendent of Water Pollution/Flood Control to initiate a Non- Civil Service promotional selection process for the position of Collection Systems & Maintenance Supervisor and a Civil Service Open Examination for the position of Pre-Treatment and Laboratory Services Coordinator be approved. Ayes : Three. Motion carried. The request of the Administrative Director to initiate a Civil Service promotional process for the position of Maintenance Supervisor was reviewed. There are currently three Maintenance Assistants who report directly to the Administrative Director. It is proposed to promote one of the assistants to the supervisor' s position and not fill the Maintenance Assistant position. The proposed salary range would be Step 4 , Salary Range 60 . Moved by Mollenhoff, seconded by Collier that authorization be given to initiate the Civil Service promotional process for the position of Maintenance Supervisor. Ayes : Three . Motion carried. Moved by Mollenhoff, seconded by Murphy that the Agenda, as amended to delete the request of the Administrative Director to initiate a Civil Service recruitment and selection process to fill a Maintenance Supervisor position, be approved. Ayes : Two. Absent : Collier. Motion carried. The request of the Human Rights Director to initiate a Civil Service recruitment and selection process to fill two vacant Human Rights Specialist positions was reviewed. One of the vacancies is due to the resignation of Pat Reed. There is adequate funds in the FY 95 Budget to fill both positions, but it is uncertain at this time what funding level will be adopted in the FY 96 Budget . Moved by Mollenhoff, seconded by Murphy that authorization be given to initiate the Civil Service recruitment and selection process for one Human Rights Specialist position and the request for the second Human Rights Specialist be brought back before the committee after the FY 1996 Budget process is completed. Ayes : Two. Absent : Collier. Motion carried. The request of the Recreation Director and Art Director to upgrade the Junior Art Gallery Director from a 3/4 time position to a full time position and to increase the annual salary was reviewed. Funds would be available using hotel/motel tax monies received by Grout Museum. If the funding is not continued, the position would revert to 3/4 time . The Junior Art Gallery Director currently receives $8 . 89 per hour and it is proposed that the new salary be set at $9 . 89 per hour. The current Civil Service list for Police Officer was certified by the Civil Service Commission on June 30, 1994 . Only four individuals remain on the list and it is anticipated that the list will be exhausted in the near future . There is no current Civil Service list for promotion of the positions of Assistant Chief, Captain and Lieutenant . Moved by Mollenhoff, seconded by Murphy that authorization be given to initiate the Civil Service recruitment and selection process for Police Officer and Civil Service promotional process for Lieutenant, Captain and Assistant Chief . The request of the Fire Chief to hire four fire fighters from a certified Civil Service list to fill four current vacancies was reviewed. The vacancies have occurred due to retirements and resignations within the Fire Department . Three of the positions have been vacant for over 90 days, and the other position will be vacant as of January 17, 1995 .
