Moved by Mollenhoff, seconded by Collier to post internally the position of Treatment Operations Supervisor, with requirement to reach Grade 4 within 18 months . Ayes : Three . Motion carried. Councilperson Mollenhoff requested that discussion of supervisory skill development be placed on a future agenda. Moved by Collier, seconded by Mollenhoff that the Agenda, as amended, to include the request from the Police Chief to hire two Police Officers, be approved. Ayes : Three . Motion carried. The Table of Organization for Water Pollution/Flood Control Plant and the request from the Superintendent of Water Pollution/Flood Control to initiate a promotional non-Civil Service recruitment and selection process for the position of Assistant Superintendent (Collection Systems & Maintenance Supervisor) and an open non-Civil Service recruitment and selection process for the position of Assistant Superintendent (Treatment Operations Supervisor) was reviewed. Discussion was heard on the need to change time line for achieving Grade 4 to three years to allow internal promotion. Moved by Collier seconded by Mollenhoff to post internally the position of Assistant Superintendent (Collection Systems & Maintenance Supervisor) with requirement to reach Grade 4 within 18 months and that the position of Superintendent (Treatment Operations Supervisor) be tabled. Ayes : Three . Motion carried. Moved by Mollenhoff, seconded by Collier that the request of the Recreation Director to initiate a Civil Service open recruitment and selection process for the positions of Curator/Registrar for the Waterloo Recreation and Arts Commission and Arena Coordinator for the Young Arena be approved. Ayes : Three . Motion carried. The request of the Building Official to initiate a Civil Service recruitment and selection process for the position of Combination Inspector was reviewed. The Building Department currently has four part-time inspectors filling in when inspectors are sick or on vacation. They also make scheduled inspections during the week. Moved by Mollenhoff, seconded by Collier that authorization be given to initiate the Civil Service recruitment and selection process for Combination Inspector. Ayes : Three . Motion carried. The request of the Police Chief to hire two new officers by January 9, 1995 was reviewed. Several officers have recently retired from the Department and Lieutenant Bob Greenlee has been offered a position with the Governor' s Traffic Safety Bureau for the period of January 9, 1995 through September 30, 1995 . Moved by Collier, seconded by Mollenhoff that said request to hire two Police Officers using the existing Civil Service list be approved. Ayes : Three . Motion carried. Susan Fangman City Clerk HUMAN RESOURCES COMMITTEE November 21, 1994 4 : 15 p.m. Large Conference Room Members present : Chairperson Murphy, Mollenhoff, Collier. Moved by Mollenhoff, seconded by Collier that the Agenda, as proposed, be approved. Ayes : Three. Motion carried. The Utility Operator position was reviewed. This is a new job classification where personnel may be assigned to a variety of work responsibilities that can cross departmental, seasonal and funding boundaries . The utility operator will be assigned to an area with additional work requirements due to seasonal changes in the workload. Five utility operators will be hired and the costs of these positions will be shared and allocated among the operating funds to which they are assigned to work. The utility operators will be utilized by the Parks, Street Maintenance, snow removal operations, and Sanitation departments . Moved by Collier, seconded by Mollenhoff to post the utility operator position as a promotional initially and then recruit from outside. Ayes : Three. Motion carried. The request of the Finance Manager to initiate a Civil Service recruitment and selection process for the position of Finance Analyst was reviewed. This is a vacant position due to the promotion of Bruce Meisinger as Finance Manager. The committee requested that the preference of Certified Public Accountant be deleted from the advertisement . Moved by Mollenhoff, seconded by Collier that authorization be given to initiate the Civil Service recruitment and selection process for Finance Analyst . Ayes : Three . Motion carried. The request of the City Planner to initiate a Civil Service Recruitment and selection process for the position of Secretary for the Planning and Zoning Department was reviewed. The current secretary has accepted a position as Administrative Secretary for the Human Rights Commission. A permanent part-time secretary position will also need to be filled. Moved by Collier, seconded by Mollenhoff that authorization be given to initiate the Civil Service recruitment and selection process for the position of Secretary. Ayes : Three . Motion carried. The request from the Building Official to initiate a Civil Service Recruitment and selection process for the position of Chief Inspector-Heating & Air Conditioning was reviewed. This position will become vacant upon the retirement of James Boesen on November 30, 1994 . Moved by Collier, seconded by Mollenhoff that authorization be given to initiate the Civil Service Recruitment and selection process for Chief Inspector-Heating & Air Conditioning. Ayes : Three. Moved by Mollenhoff, seconded by Murphy that the Agenda, as proposed, be approved. Ayes : Two. Absent : Collier. Motion carried. The request of the Fire Chief for authorization to promote a fire fighter to the position of fire engineer from a Civil Service list was reviewed. The fire engineer position is vacant due to the appointment of Larry McKinney to Training Officer. Moved by Mollenhoff, seconded by Murphy that Mike Schmitz be promoted to the position of fire engineer. Ayes : Two. Absent : Collier. Motion carried. The salaries of management employees at Water Pollution/Flood Control Plant were reviewed. It was the recommendation of Mayor Rooff that Tim Shea, Jack Loynachan and Gary Schellhorn receive the 3 percent increase that other non-bargaining employees received on July 1, 1994 . The cost of this increase in salaries would be covered through savings in other areas of the department' s budget . A salary increase for Police Lieutenant Stainbrook, Fire Captains Deberg and Phillips and Fire Marshal Lanigan was reviewed. A committee of management fire and police officers have had several discussions concerning this issue . The committee feels that Police Lieutenants and Fire Captains should all make the same salary after a period of time because they are all doing the same job. It was the recommendation of Mayor Rooff that the salaries of Lieutenant Stainbrook, Fire Captains Deberg and Phillips be increased to the same level as the other Police Lieutenants and Fire Captains. Traditionally, the Fire Marshal position has been paid the same as a Fire Captain and it was the recommendation of Mayor Rooff that the salary of Fire Marshall Lanigan be increased to the same level as a Fire Captain position. The cost of these increases will need to be funded through savings in some other area of the Fire Department' s budget . Moved by Mollenhoff, seconded by Murphy that the salaries of Tim Shea, Gary Schellhorn and Jack Loynachan be increased by 3 percent and the salary of Police Lieutenant Stainbrook, Fire Captains Deberg and Phillips be increased to the same level as other Police Lieutenants and Fire Captains, and Fire Marshal Lanigan' s salary be increased to the same level as a Fire Captain position. Ayes : Two. Absent : Collier. Motion carried. Personnel Director Jim Rodemeyer updated the committee on the status and recruitment and selection process for the following positions : a. Maintenance Electrician - Traffic Operations . This position was posted as a Civil Service open process . Interviews were conducted and eight persons made the Civil Service list which will be certified by the Civil Service Commission on November 17, 1994 . b. Administrative Secretary for the Human Rights Department . This position was posted as a non Civil Service open process . Thirty-five applications have been received and will be reviewed to see if the minimum requirements are met prior to the interview process . Human Resources Committee October 24 , 1994 Page 2 c . Associate Planner/Downtown Marketing Planner - Planning Department . This position was posted as a Civil Service open process . Thirty-three applications were received, five applicants were interviewed and the Civil Service Commission will certify the list at the November 17, 1994 meeting. d. Fire Fighter - Fire Department . This position was posted as a Civil Service open process . There were 208 applications, 148 applicants took the written examination with the top 60 proceeding to the physical agility test and oral interviews . The Civil Service Commission will certify the Civil Service list on November 17, 1994 . e . Art Director - Recreation Commission. This position was posted as a Civil Service promotional process . There was one applicant and the list will be certified by the Civil Service Commission on November 17, 1994 . f . Arena Supervisor - Recreation Commission. This position was posted as a Civil Service open process . There were 45 applicants . g. WPFC Superintendent - WPFC. This position was posted as a non Civil Service promotional process . There was one applicant and the list will be certified by the Civil Service Commission on November 17, 1994 . Personnel Director Jim Rodemeyer reviewed the proposed Personnel Policies & Procedures Manual . The policy will be sent to all Department Heads with a request for suggestions and changes . The final policy will be forwarded to the City Council for approval on November 14, 1994 . Moved by Collier, seconded by Mollenhoff that the request of the Street Superintendent to hire a Solid Waste Operator from a current Civil Service list be approved. Ayes : Three. Motion carried. Motion was made to begin the process to fill the vacant Water Pollution/Flood Control Superintendent' s position by posting the job as a promotional position internally. Moved by Mollenhoff , seconded by Collier that the selection process for filling said position be approved. Ayes : Three. Motion carried. Mr. Rodemeyer, Personnel Director, described the process of implementing a Utility Operator job classification within the Street Department . The Personnel Department has worked with the Street and Parks Department to establish a job description and minimum job requirements. This position will be established as a Civil Service position and will be presented to the Civil Service Commission at its next meeting. Mr . Rodemeyer, Personnel Director, distributed copies of the proposed Personnel Policies & Procedures Manual for the committee to review and he requested that the committee contact him with any changes they would like to suggest. The request of the City Clerk to appoint a Deputy City Clerk was reviewed. This position was posted internally for city employees . Three candidates met the job requirements and were interviewed. It was the recommendation of City Clerk Susan Fangman to appoint Nancy Eckert to the position of Deputy City Clerk. Moved by Collier, seconded by Murphy that said request be approved. Ayes : Two. Absent : Mollenhoff . Motion carried. The request of the City Clerk to appoint a Parking Enforcement Officer from a certified Civil Service list was reviewed. There was only one applicant for the position and she successfully completed the oral interview process . It was the recommendation of City Clerk Susan Fangman to appoint Elaine Langenwalter to the position of Parking Enforcement Officer. Moved by Collier, seconded by Murphy that said request be approved. Ayes : Two. Absent : Mollenhoff . Motion carried. Moved by Collier, seconded by Mollenhoff that the Agenda, as amended to add "Replacement of Police Officer' , be approved. Ayes : Three. Motion carried. Moved by Mollenhoff, seconded by Collier that the request of the Recreation Director to initiate the Civil Service open examination for the position of Arena Supervisor at the Young Arena with inclusion of timeline and expanded qualifications requirements, and a Civil Service promotional examination for the position of Art Director at the Waterloo Recreation & Arts Center be approved. Ayes : Three . Motion carried. The City Clerk and Finance Manager' s salary were reviewed. City Clerk Sue Fangman has continued to assume complete responsibility for the administration of the City' s Risk Management Program, saving the city the cost of the salary and fringe benefits for the Insurance Coordinator position. As Finance Manager, Bruce Meisinger will continue in his role as the City' s Budget Director. Based on the level of responsibility for these jobs and in order to establish an equitable situation in relationship to the Deputy Finance Manager' s salary, it was recommended that the City Clerk' s position be established at Grade 64/Step 1 ($34, 812 per year) and the Finance Manager' s position be established at Grade 64/Step 2 ($36, 344 per year) . Moved by Mollenhoff, seconded by Collier that said salary recommendations be approved. Ayes : Three . Motion carried. Moved by Mollenhoff, seconded by Collier that the request of the Police Chief to fill a vacant Police Officer position due to the resignation of Lori Cook be approved. Ayes : Three . Motion carried. Chief Koerhsen requested that the filling of this position take the place of his request of September 6, 1994 to replace Sergeant Larry Johnson. Moved by Collier, seconded by Mollenhoff that the Agenda be approved, as amended to add "Request from Police Chief to fill Police Sergeant position due to a duty-related disability retirement" , be approved. Ayes : Three. Motion carried. The request of the Police Chief to fill a vacant Police Officer position from a Certified Civil Service List was reviewed. This vacancy is due to the resignation of Police Officer Sarah Hayes . Said position is part of a federal police hiring grant awarded to the Waterloo Police Department . In order to meet the grant obligations, a new officer needs to be hired. Moved by Mollenhoff, seconded by Collier that said request be approved. Ayes : Three . Motion carried. The request of the Police Chief to fill Police Sergeant position from a Certified Civil Service List was reviewed. This vacancy is due to the duty-related disability retirement of Police Sergeant Larry Johnson. Moved by Mollenhoff, seconded by Collier that said request be approved. Ayes : Three . Motion carried. The request of the Building Official and City Planner to hire a permanent part time secretary for the Planning Department was reviewed. To better serve the building industry in a more efficient manner, the Building Department will be shifting the location of the two secretaries assigned to the department . With the movement of these two secretaries, the Planning Department will only have one secretary to perform the receptionist and secretarial duties . The hiring of a permanent part-time secretary will help distribute the workload of the secretarial staff in the Planning Department . Said position has been vacant since the resignation of the former Deputy Clerk in December 1993 . The request from the Fire Chief to appoint a Medical Officer and a Training Officer from the Civil Service Promotional List was reviewed. The Training Officer is a vacancy created by the promotion of Assistant Chief Duggan, and the Medical Supervisor position has been vacant since April 1994 . The Civil Service list will be certified at a Civil Service Commission meeting on August 24, 1994 . Moved by Collier, seconded by Mollenhoff that authorization be given to appoint a Medical Officer and a Training Officer from the Civil Service Promotional list, as requested. Ayes : Three . Moved by Mollenhoff, seconded by Collier that the request from the City Engineer to appoint two Associate Engineers from the Civil Service open list to be certified by the Civil Service Commission on August 24, 1994 be approved, as requested. The request from the City Clerk to initiate a Civil Service Examination for the position of Parking Enforcement Officer was reviewed. Melanie Lloyd, the current Parking Enforcement Officer, is resigning effective August 19, 1994 . The position of enforcement officer is critical to motor vehicle parking revenues as the position' s primary duty is writing parking tickets . The revenues generated by said position are approximately $10, 000 per month. The appointments are necessary to fill the vacancies created by the accidental disability retirement of Officer William Hilton and Officer Barry Vandenakker, and the resignation of Officer Scott Pagel . The employment of the new officers is contingent upon successful completion of a background investigation, successful passing of MMPI examination, successful completion of a pre-employment physical and available funds within the Police Department FY 95 budget . Moved by Mollenhoff, seconded by Collier that the Agenda, as proposed, be approved. Ayes : Three . Motion carried. The request of the Superintendent of Traffic Operations to initiate the Civil Service recruitment and selection process for Traffic Engineer was reviewed. Said position is vacant due to the resignation of Bill Ratekin on April 22, 1994 . This position is housed in the Sign & Traffic Department but will also work with the Planning Department and Engineering. Jim Rodemeyer, Personnel Director, stated there is currently an employee on layoff who is on recall status, and he will be contacted prior to initiating the Civil Service process . Don Temeyer, City Planner, stated that this position is currently included in the Planning Department' s budget, but he would suggest that in the future the Traffic Engineer position be moved to the Sign & Traffic budget . The Human Resources Committee requested that in the future after all steps are completed, they be updated prior to any hiring. Mr. Rodemeyer suggested updates be placed on the Human Resources agendas so as to keep the committee informed. Moved by Mollenhoff, seconded by Collier to authorize Mr. Rodemeyer to proceed with offering the job to the employee currently on lay off status, and if that individual is unavailable for recall, authorization be given to proceed with the recruitment and selection process as requested. The request of the Superintendent of Traffic Operations to initiate the Civil Service recruitment and selection process for the position of Maintenance Electrician was reviewed. This position is vacant due to the appointment of Jim Sullivan to the Maintenance Assistant position on July 6, 1994 . Said position is funded with Road Use Tax funds . Moved Mollenhoff, seconded by Collier that authorization be given to initiate said recruitment and selection process as requested. Ayes : Three. Motion carried. The request of the City Planner to initiate the Civil Service recruitment and selection process for the position of Associate Planner was reviewed. This position has been vacant since Rich Earles was promoted to Assistant Administrator for the Community Development Board on December 1, 1993 . Said position works as a neighborhood planner with Community Development and with the downtown property owners . This position is partially funded with Community Development Block funds ($10, 000) and funds from downtown property owners . In F.Y 1996, we would have to ask the downtown property owners for additional funding. If the contract is not renewed, the position will be terminated. Individuals applying for the position will be informed of the funding situation. Moved by Mollenhoff, seconded by Collier that authorization be given to initiate said recruitment and selection process as requested. Ayes : Three. Motion carried. The request from the Fire Chief to promote Tim Powers, Fire Engineer, to the position of Fire Lieutenant, using the existing Civil Service list was reviewed. Fire Chief Magsamen stated that Tim Power currently serves as the coordinator for the Hazardous Material Regional Training Center, and his salary is funded with Regional Training Center funds . Mr. Powers' duties and responsibilities are very extensive and promoting him to Lieutenant gives him additional authority within the Fire Department' s structure. A Civil Service list is available to fill said position and Mr. Powers is number 6 on said list . Moved by Mollenhoff, seconded by Collier that authorization be given to promote Tim Powers to the position of Fire Lieutenant as requested. Ayes : Three. Motion carried. Human Resources Committee July 18, 1994 Page 2 The request of the Fire Chief to recall a Fire Fighter from layoff was reviewed. This vacancy is due to the resignation of Jeff Ferguson. Moved by Mollenhoff, seconded by Collier that authorization be given to recall one laid-off Fire Fighter to replace said vacancy. Ayes : Three. Motion carried. The request of the Acting Fire Chief to recall five laid-off fire fighters for purposes of filling anticipated vacancies was reviewed. Acting Fire Chief Frank Magsamen reported that four members of the Fire Department will be retiring the first week of July 1994 . Chief Magsamen requested that five laid-off fire fighters be recalled on June 6, 1994 . Recalling in June will enable the members to review their skills and increase their proficiency levels as fire fighters . This will allow a smoother transition when retiring members leave in July. The department has two additional members on long term disability leave at this time causing daily staff shortages . Revenues for the Fire Department are 6 percent higher than projected, and expenditures are 6 percent under projected costs and will be used to fund the five recalled fire fighters for the four weeks in June . The request of the Acting Fire Chief to promote a Fire Fighter to the position of Fire Engineer using an existing Civil Service list was discussed. The Fire Department currently has a Fire Engineer assigned as a swing position on two of the three shifts . These swing engineers fill in when other engineers have moved up to an acting officer position or are on vacation. The promotion of the Fire Fighter to the position of Fire Engineer will allow for a swing engineer on each shift . Moved by Mollenhoff, seconded by Collier that authorization be given as requested. Ayes : Three . Motion carried. The request to initiate the Civil Service testing process for two vacant Maintenance Assistant positions was discussed. With the retirement of Maintenance Supervisor Leonard Zmolek and the resignation of Maintenance Assistant Mitch Bond, the city will have only one individual responsible for the entire maintenance program and could limit the ability to perform even general maintenance activities . It has been proposed to hire two Maintenance Assistants at this time and that the maintenance activity be coordinated by Bob Stevenson. Jim Rodemeyer, Personnel Director, reviewed the history of the grade and step matrix for non-bargaining employees. It was originally developed in 1988 . A consulting firm from Dallas, Texas was asked to develop a salary schedule . They looked at seven criteria: education, experience, human relations skills, responsibilities, complexity, organizational control and guidance . Also at that time, the consultant did a salary survey of eight or nine other cities in the Midwest and included an entry level, a median and a high range for the jobs . This was reviewed in the fall of 1991 for salaries effective in FY 1992 . Mr. Rodemeyer passed out a yellow grade and step matrix, which reflects a 3 percent increase for all non-bargaining employees . Councilperson Mollenhoff requested that this be brought back on April 11, 1994, in order that the Human Resources Committee may have time to further study the proposal . Moved by Mollenhoff/seconded by Murphy that the Human Resources Committee recommend to the city council a proposed across-the-board 3 percent increase for all non-bargaining employees . Ayes : Two. The request of the Acting Fire Chief to initiate the Civil Service promotional examination for Fire Captain and Fire Engineer was reviewed. A temporary Captain' s list exists until testing can be conducted, and the Fire Engineer' s list will expire on May 13 , 1994 . These lists are not only for promotional purposes but also as a means for filling out-of-rank positions on a daily basis and in promoting interest in individual training and education for advancement in the department .
