IMPORTANT NOTICE — PUBLIC HEAR-
ING MONDAY, OCTOBER 3, 2022 AT
5:30 P.M., CITY COUNCIL CHAMBERS,
CITY HALL, WATERLOO, IOWA.
THE PURPOSE OF THE PUBLIC
HEARING IS TO DISCUSS AND MAKE
AMENDMENTS TO THE AMENDED
ANO RESTATED DOWNTOWN WATER-
LOO RIVERFRONT URBAN RENEWAL
AND REDEVELOPMENT PLAN, TO
INCLUDE ADDITIONAL PROJECTS ANO
UPDATE RELATED FINANCIAL INFOR-
MATION.
The area included in the Amended and
Restated Downtown Waterloo RNerfront
Urban Renewal and Redevelopment Plan
(the "Plan") is an area of slum and blight
and an economic development area
within the meaning of Iowa Cade Section
403.17(10). Such area is appropriate for
commercial and industrial enterprises and
is eligible for an urban renewal project
and otherwise meets all requisites under
the provisions of Iowa Code Chapter 403.
The rehabilitation, conservation, develop-
ment, redevelopment, or a combination of
such activities, of such area is necessary
in the interest of the public health, safety
or welfare of the residents of the City of
Waterloo.
The plan amendment is an amendment to
the Plan, originally adopted in 1974 and
later amended in 1980, 1996, 2001, 2003,
2011, 2014, 2015, 2017, 2019 and 2020.
The amendment is proposed to include
one or more additional urban renewal
projects and to update related financial
summaries of bonding capacity, project
expenses, and funding sources. The plan
area, which is NOT being changed by the
proposed amendment to the Plan, is
described as follows:

The Plan provides that the City may issue
bonds or use available funds for purposes
allowed by the Plan amendment, and that
tax increment reimbursement of such
costs will be sought if and to the extent
incurred by the City. The Plan may be
further amended from time to time to
respond to future development opportuni-
ties.
The public hearing will be held at 5:30
p.m. on Monday, October 3, 2022, in the
City Council Chambers at City Hall in
Waterloo, Iowa. Any questions regarding
the proposed amendment to the Plan
should be directed to the Planning and
Zoning Office at 291-4366. Anyone who is
interested may appear at same time and
place and be heard or may file written
objections or comments with the City
Clerk, City Hall, 715 Mulberry Street,
Waterloo. Iowa. before the date set for
hearing,
