It was moved by Fox, seconded by Wright that the Agenda, as proposed, be approved. Motion carried. The request of the Clerk/Auditor to hire a Maintenance Assistant to fill the vacancy created by the resignation of Jim Oberle of the Waterloo Recreation & Arts Center and the establishment of a citywide maintenance program was discussed. It was the Clerk/Auditor' s recommendation that a new maintenance person be hired to fill Mr. Oberle 's position who would serve under the direction of City Hall Building Maintenance Supervisor Leonard Zmolek. Mr. Zmolek, Mitch Bond and the new maintenance position would provide overall mechanical maintenance at City Hall, the 5 Sullivan Brothers Convention Center, the Waterloo Public Library, the Waterloo Recreation & Arts building, McElroy Auditorium, City Hall Annex and the Carnegie Library. Each facility would be charged for the services of the maintenance crew. This proposal raised two issues: 1. The hiring of a maintenance individual; and 2 . The establishment of a citywide maintenance program. Questions were raised as to whether or not the Human Resources Committee was authorized to approve a citywide maintenance program. Larry P. Burger, Clerk/Auditor, stated that this overall maintenance program was a recommendation contained in the Mayor' s Reorganization Committee. This resignation has allowed the plan to proceed sooner than expected. It was moved by Fox, seconded by Lemke that authorization be given to hire a maintenance person under the direction of Leonard Zmolek and that a recommendation of approval be forwarded to the Building & Grounds Committee to authorize the establishment of a citywide maintenance program. Motion carried. With no further business before the Committee, the meeting was adjourned at 4: 45 p.m. Larry P. It was moved by Lemke, seconded by Wright that the Agenda, as proposed, be approved. Motion carried. The request of the Public Works Director for authorization to begin the Civil Service process for Solid Waste Operator due to two vacancies created by medical disabilities was reviewed. It was moved by Lemke, seconded by Wright that said request be approved. Motion carried. The request of the Library Director for authorization to begin the hiring process to replace a Librarian II due to a recent resignation was reviewed. It was moved by Lemke, seconded by Wright that said request be approved. Motion carried. The request of the Parks & Forestry Director for authorization to begin the Civil Service promotional process for a Golf Maintenance I position due to a vacancy created by a recent resignation was reviewed. The position is needed to meet long-term maintenance at the City' s golf courses and to offer a promotional opportunity for valued employees to have a longer working season. it is anticipated that a number of Park Maintenance I employees will apply for said position. This position has been open for the past year to ease budget constraints. Should a Park Maintenance i employee be promoted, that position will be held open until next spring. It was moved by Lemke, seconded by Wright that authorization be given as requested. Motion carried. With no further business before the Committee, the meeting was adjourned at 6:28 p.m. Larry P. Burger City Clerk/Auditor HUMAN RESOURCES COMMITTEE July 6, 1992 4: 15 p.m. Large Conference Room Members present: Chairperson Wright, Fox and Lemke. It was moved by Fox, seconded by Wright that the Agenda, as proposed, be approved. Motion carried. The request of the Fire Chief for authorization to commence the Civil Service promotional process to fill the position of fire marshal created by the recent retirement of Jim Cain was reviewed. It was moved by Fox, seconded by Lemke that said request be approved. Motion carried. The request of the Fire Chief for authorization to commence the Civil Service process to develop a list for fire lieutenant was reviewed. A lieutenant vacancy will be created with filling the Fire Marshall vacancy. It was moved by Lemke, seconded by Fox that authorization be given as requested. Motion carried. The request of the Fire Chief for authorization to fill the position of Hazardous Materials Regional Training Center Project Coordinator was reviewed. Chief Stapella noted that the project coordinator will be paid from the Regional Training Center federal grant. It was moved by Lemke, seconded by Wright that authorization be given as requested. Motion carried. With no further business before the Committee, the meeting was adjourned at 4: 27 p.m. Larry P. Burger City Clerk/Auditor -IUMAN RESOURCES COMMITTEE June 15, 1992 5: 20 p.m. Large Conference Room Members present: Chairperson Wright, Fox and Lemke. It was moved by Lemke, seconded by Wright that the Agenda, as proposed, be approved. Motion carried. Discussion was heard on the request from the Street Operations Superintendent to begin the Civil Service promotional process for Equipment Operation II due to a vacancy created by a retirement. John Meyer, Public Works Director, stated that there is presently two positions open and that one would be eliminated by attrition and the other position would be re-filled due to the retirement of Olen Rhoads. Mr. Rhoads is an Equipment Operator II , or a heavy equipment operator, with the Street Department. Mr. Meyer stated that no one on the promotional list is willing to accept the promotion and therefore he would request the process begin to create a new list. It was moved by Fox, seconded by Wright to approve John Meyer' s request to begin the process for a new promotional list for the Equipment Operator II . Motion carried. With no further business before the Committee, the meeting was adjourned at 5: 30 p.m. Larry P. Burger City Clerk/Auditor A HUMAN RESOURCES COMMITTEE May 18, 1992 6: 25 p.m. Large Conference Room Members present: Wright and Fox. It was moved by Fox, seconded by Wright that the Agenda, as proposed, be approved. Motion carried. The request of the Director of Parks and Forestry for authorization to hire a Park Maintenance I employee ( 6 month employee) from an existing Civil Service list was reviewed. Members questioned whether a college student would be eligible for the position. Jim Rodemeyer, Personnel Director, stated that the collective bargaining agreement requires that said seasonal position be filled through the Civil Service process. It was moved by Fox, seconded by Wright that said request be approved. Motion carried. With no further business before the Committee, the meeting was adjourned at 6: 28 p.m. Larry P. It was moved by Fox, seconded by Wright that the Agenda, as proposed, be approved. Motion carried. The request of the Superintendent of Water Pollution/Flood Control to initiate the Civil Service process for the position of Laboratory Technician I was reviewed. This is an existing budgeted position. It was moved by Fox, seconded by Wright that authorization to proceed as requested be approved. Motion carried. The request of the City Engineer for authorization to hire an Engineering Technician from a current Civil Service list to fill the vacancy created by the resignation of Brian Laube was reviewed. This position is funded with local option sales tax funds . It was moved by Fox, seconded by Wright that authorization to proceed with said position as requested be approved. Motion carried. The request of the Clerk/Auditor and Recreation Director to initiate the Civil Service process for the position of Maintenance Assistant was reviewed. The Clerk/Auditor' s position will be an assistant to the Maintenance Supervisor and will assist in City Hall, the 5 Sullivan Brothers Convention Center, City Hall Annex, and the Waterloo Public Library. This position was agreed to as a part of the addendum to the agreement with the 5 Sullivan Brothers Convention Center. The Recreation position will fill the vacancy created by the resignation of Darrell Niedert. It was moved by Fox, seconded by Wright that authorization to proceed with said process as requested be approved. Motion carried. Burger City Clerk/Auditor HUMAN RESOURCES COMMITTEE January 27, 1992 6 : 15 p.m. Large Conference Room Members present: Councilpersons Brown, Wright and Fox. It was moved by Wright, seconded by Fox that the Agenda, as proposed be approved. Motion carried. It was moved by Wright, seconded by Fox that Councilperson Brown be named Chair of the Human Resources Committee for 1992 - 1993 . Motion carried. The request of the Director of Parks and Forestry to fill a Park Maintenance II Construction position from an existing Civil Service list was reviewed. There are currently three employees within the Department who qualify for the promotion and who appear on the list. It was moved by Wright, seconded by Fox that authorization be given to fill said position. Motion carried. The request of the Director of Parks and Forestry to fill a Golf Course Maintenance I position from a current Civil Service list was reviewed. This is an entry level position with an anticipated spring employment date to coincide with the golfing season. It was moved by Fox, seconded by Wright that authorization be given as requested. Motion carried. The request of the Fire Chief for authorization to hire a Clerk I from a current Civil Service list was reviewed. Chief Stapella stated that revenue for the entire fiscal year has already been met to fund this position. Councilperson Fox stated that he is hesitant to fill the position until the Fiscal Year 1993 budget has been determined. It was moved by Fox, seconded by Wright that said request be denied and that it be reviewed after July 1, 1992 . Motion carried.
