Mayor Bowers in the Chair. Roll call: Seeber, Dowie, Wright, Getty, Lichty, Penaluna and Klinger. 85893 - Moved by Dowie, seconded by Seeber to receive and place on file the calls for said special meeting. Motion carried. 85894 - Moved by Getty, seconded by Seeber that the Council meet in Executive Session as requested by Fire Chief Olson and as approved by the City Attorney. Ayes: Six. Nays: Lichty. Motion carried. EXECUTIVE SESSION 85895 - Moved by Dowie, seconded by Penaluna to adjourn the Executive Session. Motion carried. 85896 - Mayor Bowers read the following statement: This morning in Executive Session the Waterloo City Council has considered the concerns of the Fire Fighters over the reorganization of the Fire Department which had been proposed by the Reorganization Committee of the City Council and is supported by Fire Chief Jerry Olson. The Fire Fighters through their spokesman, Lt. Tom Pierce, President, Local 66, International Association of Fire Fighters, clarified their position with respect to the no confidence vote that had been taken with regard to Chief Olson. Lt. Pierce made it clear that in no way was the vote intended to reflect upon Chief Olson's operation or administration of the Fire Department but rather to indicate their violent disagreement with the proposed reorganization. Following consideration of the information presented by the Fire Fighters, the Chief and his administrative staff, and the Reorganization Committee, the City Council has come to the following conclusions: 1 . That through the departmental reorganization, only one administrative position has been lost; 2. That the functions with respect to safety at the fire scene previously performed by the Junior Captain, (a position now being eliminated), will continue to be provided by officers within the department either by call-back or by working out of rank so that no person, Firefighter or citizen, nor the property of any citizen -ill be unnecessarily or unreasonably exposed to harm or loss; 3. That the departmental reorganization proposed by the Reorganization Committee will streamline the administration of the Fire Department, thereby increasing the Fire Department's capacity to respond efficiently when the need arises. Mayor Bowers then stated: With this action the process of reorganization of the Fire Department is completed. Over the past three years under Chief Olson's leadership, we have established a paramedic staffed emergency ambulance service, reassigned fire fighting personnel to new geographical locations in order to more effectively serve the needs of the community, increased the size of the management team of the Fire Department, increased the cumber of Fire Fighters available to fight fires and upgraded and modernized our equipment to meet the needs of our changing community. I commend Chief Olson for his leadership in accomplishing these significant improvements for the betterment of air Fire Department, our City and its residents. 85897 - Moved by Getty, seconded by Dawie that the Council adjourn.
