RESOLUTION BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA,
AS THE WATERLOO HOUSING AUTHORITY, APPROVING FINAL APPLICA-
TION FOR•COMPREHENSIVE IMPROVEMENTS ASSISTANCE PROGRAM FUNDS
AND MAKING APPLICABLE CERTIFICATIONS RE PROJECT IA-50-3.
WHEREAS, under authorization of Resolution No. 1982-263 passed
and adopted on June 21, 1982, the Waterloo Housing Authority filed its pre-
liminary application for Comprehensive Improvements Assistance Program (CIAP)
funds; and,
WHEREAS, on September 22, 1982, the U.S. Department of Housing
and Urban Development (HUD) approved the preliminary application and allocated
CIAP funds in the amount of $162,444.00 to the Waterloo Housing Authority con-
tingent upon the Authority's filing of a Final Application and Amendment of
the Annual Contributions Contract No. KC-3047 for Project No. IA-50-3; and,
WHEREAS, HUD requires the Authority to make certain certifica-
tions regarding implementation and administration of Authority's CIAP Program,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WATERLOO, IOWA, that:
1. Submission of the Final Application for Comprehensive
Improvements Assistance Program funds is hereby approved and adopted.
2. The City Council of the City of Waterloo, Iowa, as the
Waterloo Housing Authority, herewith approves the following Certifications
in connection with the Final Application:
i. The Waterloo Housing Authority will comply with all policies,
procedures, and requirements prescribed by HUD for the modernization, including
implementation of the modernization in a timely, efficient, and economical manner;
ii . The estimated costs of the modernization program cannot be
funded from current operating funds;
iii . The proposed physical work meets the Modernization Standards;
iv. The Waterloo Housing Authority has adopted the goal of
awarding at least twenty percent (20,-) of the dollar value of the total of the
modernization contracts to be awarded during the subsequent federal fiscal year
to minority business enterprises;
v. The Waterloo Housing Authority has complied with the tenant
consultation requirements of the CIAP Program;
vi . The Waterloo Housing Authority has determined that flood
insurance is not required under CIAP Program regulations. The May 6, 1960
National Flood Insurance Program Flood Hazard 'Boundary Map for the City of
Waterloo, Black Hawk County, Iowa, Community-Panel No. 190025 0003 C, clearly
indicates that the site of the modernization project is not in the flood plain.
vii . The site of the modernization project already complies with
the Architectural Barriers Act of 1968 and 24 CFR, Part 40.
viii . The proposed modernization does not involve the temporary or
permanent rehousing of tenants.
Passed and adopted this 1st day of November, 1982, and approved by
the Mayor this 1st day of November, 1982.
