RESOLUTION AUTHORIZING THE REORGANIZATION
OF VARIOUS CITY DEPARTMENTS .
WHEREAS , a Reorganization Committee was established on
January 4 , 1982 , with a membership of Councilmen Tom Penaluna ,
Delman Bowers , and Frank Dowie to review the organizational
structure of various departments within the City and to make
subsequent recommendations , and
® ' WHEREAS , said Committee has reviewed the operations of
various departments ,

NOW , THEREFORE , BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA that the following changes be made :
s __ 1 ) The implementations of a central purchasing department
�, m , with Charles Marbles , Contract Compliance Officer,
co responsible for said department under the direction of
cn m r the Clerk -Auditor, beginning July 1 , 1982.

0 0 2 ) The combination of the Clerk/Finance-Treasurer ' s Office
into the office known as Clerk/Auditor. The following
position changes and salaries were recommended :

Larry Burger - Clerk/Auditor - $27 , 137/yr.
'- (Range 26 , Step 3 )

s Tom Campbell - Deputy Auditor - $24 , 576/yr.
(Range 18 , Step 5 )
Michelle Temeyer - Deputy Clerk - $20 , 378/yr.
(Range 18 , Step 1 )
The above changes become effective April 1 , 1982. These
changes will reflect the cross -utilization of employees .
3 ) The appointment of Al Gardner to the position of head of
the Electrical Department at a yearly rate of $ 20 , 378
effective April 1 , 1982 (Range 10, Step 5 ) .
4 ) The future combination of the Water Pollution Control
Plant and the Sewer Department.
Passed and adopted this 22nd day of March , 1982.
