IMPORTANT NOTICE
PUBLIC HEARING MONDAY,
DECEMBER 5.2022 AT 5:30 P.M.. CITY
COUNCIL CHAMBERS, CITY HALL,
WATERLOO, IOWA.
THE PURPOSE OF THE PUBLIC
HEARING IS TO DISCUSS AND MAKE
ANY NECESSARY AMENDMENTS TO
THE RATH URBAN RENEWAL AND
REDEVELOPMENT PLAN, TO ADD
ADDITIONAL AREA, INCLUDE ADDI-
TIONAL PROJECTS AND UPDATE
RELATED FINANCIAL INFORMATION.
The area included in the Rath Urban
Renewal and Redevelopment Plan (the
"Plan") is an area of scum and blight and
an economic development area within the
meaning of Iowa Code Section
403.17(10). Such area is appropriate for
commercial and industrial enterprises and
is eligible for an urban renewal project
and otherwise meets all requisites under
the provisions of Iowa Code Chapter 403.
The rehabilitation, conservation, develop-
ment, redevelopment, or a combination of
such activities, of such area is necessary
in the interest of the public health, safety
or welfare of the residents of the City of
Waterloo.
The Plan amendment is an amendment to
the Plan, originally adopted in 1990 and
subsequently amended multiple times.
The amendment is proposed to include
one or more additional urban renewal
projects and to update related financial
summaries of bonding capacity, project
expenses, and funding sources. Ai,n,r,g
other changes, the amendment is pro-
posed to add the following new area to
the Plan area:
Beginning at the intersection of the East
line of Block 8 of Blowers Addition and
the Southerly right-of-way Tine of Dubu-
que Road; thence Northwesterly along
said Southerly right-of-way line to its
intersection with the West line of said
Block 8; thence Northwesterly to the
Northeast corner of Lot 30 of Block 9 of
Blowers Addition; thence West along the
North line of said Block 9 to the Northwest
corner of Lot 1 of said Block 9; thence
Northwest to the Southeast comer of Lot
16 of Block 5 of Blowers Addition; thence
North along the East line of said Block 5
to a point on the East line of Lot 18 of
said Block 5 that is 20 feet South of the
Northeast corner of said Lot 18; thence
Northwesterly to a point on the North line
of said Lot 18 that is 10 feet West of the
Northeast comer of said Lot 18; thence
Northwesterly to the Northwesterly comer
of the parcel described by Warranty Deed
to the City of Waterloo recorded in Book

Point of Beginning,
And also, that part of Lot 19 of Auditor's
consolidated Plat lying Northeasterly of
the centerline of the spur line of the
Canadian National Railroad, except the
Northwest 68 feet of the Northeast 180
feet of said Lot 19, and except the
Southeast 60 feet of the Northeast 180
feet at said Lot 19.
The Plan provides that the City may issue
bonds or use available funds for purposes
allowed by the Plan amendment, and that
tax increment reimbursement of such
costs will be sought if and to the extent
incurred by the City. The Plan may be
further amended from time to time to
respond to future development opportuni-
ties.
The public hearing will be held at 5:30
p.m. on Monday, December 5, 2022, in
the City Council Chambers at City Hall in
Waterloo, Iowa. Any questions regarding
the proposed amendment to the Plan
should be directed to the Planning and
Zoning Office at 291-4366, Anyone who is
interested may appear at same time and
place and be heard or may file written
objections or comments with the City
Clerk City Hall, 715 Mulberry Street,
Waterloo, Iowa, before the date set for
hearing.
