Proposed Scope of Work
The city of Waterloo, Iowa proposes to complete a fiber optics project within two separate
corridors, identified as the NW and NE corridors, around Waterloo in Black Hawk County,
Iowa. The city is applying for assistance through the Economic Development Administration
(EDA) which requires archaeological survey. The NW corridor is 9,289 m (30,468 ft) in length
and a minimum of 30 m (100 ft) in width, for a total survey area of 70 ac (28 ha). The SE corridor
is 10,892 m (35,726 ft) in length, with the width considered a minimum of 30 m (100 ft) but
considering a wider area on the interior of the corridor for this study for a total study area of 82
ac (33 ha). The project corridors will be confined to existing road rights of way where possible,
with a combined total of 152 ac (61.5 ha) for the current study.
Tallgrass Archaeology completed a Phase IA study for both corridors within the project area.
The study resulted in the elimination of previously disturbed and surveyed locations, with
locations pinpointed within six areas (A-F) in the NW Project Corridor and four (Areas G-J) in
the SE Project Corridor recommended for Phase I archaeological investigation. This scope of
work reflects the 10 locations recommended for Phase I archaeological investigation. In total
these 10 locations measure 3,017 meters long encompassing 22.72 acres.
Upon completion of the field investigation Tallgrass will prepare a comprehensive report
prepared in accordance with published Guidelines for Archaeological Investigations in Iowa
(revised 2021). This PDF report will include maps of any archaeological resources identified
within the project area, written descriptions and evaluations of each site's potential eligibility
for listing in the National Register of Historic Places, and recommendations for site avoidance
or additional archaeological investigations if any may be warranted. All records review and
report preparation work will be completed by Tallgrass Archaeology LLC. Tallgrass
Archaeology assumes that the city of Waterloo will arrange access to the project area prior to
beginning fieldwork if necessary.
Schedule: Tallgrass can begin fieldwork in the Spring of 2023.
