NOTICE OF PUBLIC HEARING
On Specifications, Form of Contract, and
Estimate of Cost for the
SOUTH STREET AND EST 9th STREET
MINI -ROUNDABOUT
RECEIVING OF BIDS
Sealed proposals will be received by the
City Clerk of the City of Waterloo, Iowa. at
her office in the City Hall of the said City
on the 15th day of December 2022, until
1:00 p.m.. for the construction of the
South Street and W. 9th Street Mini -
Roundabout al 5:30 p.m. on December
19, 2022.
OPENING OF BIDS
Al proposals received will be opened in
the Harold Getty Council Chambers,
second floor of City Hall, in the City of
Waterloo, Iowa, on the 15th day of
December 2022, at 1:00 p.m., and the
proposals will be acted upon at such later
time and place as may then be fixed by
the City Council. The bid opening will be
livestreamed on YouTube and made
available on the city website.
PUBLIC HEARING
Notice is hereby given that the City
Council will conduct a public hearing on
the proposed plans, specifications, form
of contract, and estimate of cost for the
construction of the South Street and W.
91h Street Mini -Roundabout at 5:30 p.m.
on December 19, 2022. Said hearing to
be held in the Council Chambers in the
City Hall.
The proposed plans, specifications, form
of contract, and estimate of cost for said
improvements are now on file in the office
of the City Clerk for public examination,
and any person interested therein may file
written objection thereto with the City
Clerk before the date set for said hearing,
or appear and make objection thereto
with the City Clerk before the date set for
said heating, or appear and make
objection thereto at the meeting above set
forth.
The project involves the construction of a
mini roundabout at the intersection of
South Street and W 9th Street. The prior
proceedings of the City Council referring
to the project and the Contract Docu-
ments are hereby made a part of this
notice and shall be an integral part of the
contract to be awarded. Contract Docu-
ments means the collection of all the
documents prepared for and used while
advertising and awarding the contract
such as Plans, Standard Specifications,
Special Provisions, Form of Contract,
Form of Bid, General Conditions of
Contract, and all other forms and
documents. A performance bond will be
required before a contract is awarded.
Some of the project's items will by the
City of Waterloo, furnishing and installing
as needed.
A contract will be awarded to the qualified
bidder submitting the most favorable bid
considering price among other factors.
The City reserves the right to reject any or
all bids, re -advertise, waive informalities,
and consider proposals along with the bid
price. Bids may be held by the City for 30
days from the day of the opening of bids
prior to awarding the contract. This is a
local letting. No federal funds are
involved.
There is a 5% TSB goal.
Required completion date is October 31,
2022. Liquidated damages will be charg-
ed in the amount of $200 per day. A 5%
bid security shall accompany the bid in a
separate envelope.
Published pursuant to the provisions of
Chapter 26 of the City Code of Iowa and
upon order to the City Council of said
Waterloo, Iowa, on the 5th day of
December 2022.
