RESOLUTION NO. 1989-31

U O ice-+ RESOLUTION ENDORSING THE NORTH ELK RUN ROAD IMPROVEMENT
,. PROJECT AND AUTHORIZING SUBMISSION OF A JOINT
APPLICATION FOR RISE FUNDING AND AN APPLICATION FOR AN
ECONOMIC DEVELOPMENT ADMINISTRATION GRANT.
WHEREAS, the City of Waterloo, Iowa, together with Black Hawk
'; County and the City of Elk Run Heights, has identified the need to
L serve future traffic generated by area development; and
WHEREAS, the need to expand the traffic capacity on North Elk
Run Road has been identified in the adopted Metropolitan Area 2000
Transportation System Plan; and
WHEREAS, said improvements are included in the City' s Capital
Improvement Program; and
WHEREAS, the City of Waterloo endorses said improvements to
North Elk Run Road; and
WHEREAS, it is necessary for the City to obtain additional
financing for the improvements and RISE funds are available for
the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WATERLOO, IOWA, that the City endorses the North Elk Run
Road Project, and that the roadway is and will be dedicated to
public use and adequately maintained; and
BE IT FURTHER RESOLVED that the Mayor and City Clerk be
authorized and directed to submit a Joint Application with Black
Hawk County and the City of Elk Run Heights to the Iowa Department
of Transportation for RISE funding in the form of a grant and to
further authorize the application for a grant from the Economic
Development Administration.
PASSED AND ADOPTED this 23rd day of January, 1989.
