H `' RESOLUTION REQUIRING THAT TEN ( 10 ) PERCENT OF THE WORKER
• c• � HOURS OF CERTAIN CONSTRUCTION PROJECTS BE BONA FIDE
BLACK HAWK COUNTY RESIDENTS.

' WHEREAS, the City Council of Waterloo, Iowa, desires to have
the most competitive bidding possible on construction projects;
and
WHEREAS, the City Council Public Works Committee has reviewed
the current economic and employment status of the City; and
WHEREAS, the City Council Public Works Committee has
solicited and reviewed pertinent information and comments from
Union officials, contractors, and City staff .
NOW, THEREFORE, BE IT RESOLVED that on any construction
project funded wholly with City funds , and to which the City of
Waterloo, Iowa, is signatory, and to each subcontract made by a
contractor who is a signatory to the prime contract which the City
signed, at least ten ( 10) percent of the worker hours shall be
performed by bona fide Black Hawk County residents; and

BE IT FURTHER RESOLVED that Resolution No. 1983-67 be
rescinded in its entirety.
PASSED AND ADOPTED this 3rd day of April, 1989.
