NOTICE AND CALL OF PUBLIC MEETING
Governmental Body: The City Council of Waterloo, Iowa.
Date of Meeting: May 15 1989 .
Time of Meeting: 7 o'clock P .M.
Place of Meeting: Council Chambers, City Hall, Waterloo, Iowa.
PUBLIC NOTICE IS HEREBY GIVEN that the above mentioned
governmental body will meet at the date, time and place above set
out. The tentative agenda for said meeting is as follows:
Procedure to initiate the Waterloo, Iowa, FY 1989 Linbud Lane
Paving Program (Contact #358) .
- Preliminary resolution for construction.
- Resolution fixing values of lots.
- Resolution adopting preliminary plat and
schedule, estimate of cost and proposed plans
and specifications.
- Resolution of necessity (Proposed) .
Such additional matters as are set forth on the addi-
tional page(s) attached hereto.

to Chapter 21, Code of Iowa, and the local rules of said
governmental body.

The City Council of Waterloo, Iowa, met in Regular
session, in the Council Chambers, City Hall, Waterloo, Iowa,
at 7 o'clock P .M. , on the above date. There were present
Mayor Bernard L. McKinley , in the chair, and the following named
Council Members:
Brown, Dell, Buck, Fox, Angel, Wright,
Budak

Brown introduced the following
Resolution entitled "PRELIMINARY RESOLUTION FOR THE CONSTRUCTION
OF STREET IMPROVEMENTS IN THE CITY OF WATERLOO, IOWA" , and moved
its adoption. Budak seconded the motion to
adopt. The roll was called and the vote was,

Whereupon, the Mayor declared the Resolution duly adopted as
follows:
Resolution No. 1989-231
PRELIMINARY RESOLUTION FOR THE
CONSTRUCTION OF STREET IMPROVEMENTS
IN THE CITY OF WATERLOO, IOWA
WHEREAS, this Council, after a study of the requirements, is
of the opinion that it is necessary and desirable that portland
cement concrete paving, together with necessary grading,
incidental street drainage facilities, and miscellaneous related
work be constructed within Waterloo, Iowa, as hereinafter
described; and
WHEREAS, it is proposed that said project be constructed as a
single improvement under the authority granted by Division IV of
Chapter 384 of the City Code of Iowa:
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA:
Subdivision A. That Waterloo, Iowa, construct portland cement
concrete paving, together with necessary grading, incidental
street drainage facilities, and miscellaneous related work, as
hereinafter described.
Subdivision B. The beginning and terminal points of said
improvements shall be as follows:

PAVING PROGRAM (CONTRACT #358)
SCOPE OF WORK
The extent of the work involved is the construction of street
improvements in, along and upon portions of a certain street, and
such other work as may be incidental thereto, along and upon the
following street:
Street improvements consisting of:
6 inch thick Portland Cement Concrete Pavement and
Storm Sewer.
Subgrade, driveways and appurtenances and such other work as may
be incidental thereto.
All street improvements consist of the construction of a street,
of which the approximate width from back-of-curb to back-of-curb
as indicated below:
The street proposed for improvement is:
LINBUD LANE, from Sager Avenue to Alabar Avenue
(East lane only) , approximately 822 feet, fifteen
and one-half feet in width to match existing fifteen
and one-half foot wide slab, making the completed
street paving thirty-one (31) feet in width.
Subdivision C. That the City Engineering Department of
Waterloo, Iowa, having been employed as engineer to prepare plats,
schedules, estimates, plans and specifications and otherwise to
act in said capacity with respect to said project is hereby
ordered to prepare and file with the Clerk preliminary plans and
specifications and estimates of the total cost of the work and the
plat and schedule of special assessments against benefited
properties.
Subdivision D. That this Council hereby determines that all
property within the area hereinafter described will be specially
benefited by said improvements, to-wit:
All properties, any part of which is included
within the area located along the street to
be improved and generally described so as to
include one-half of the privately owned and
assessable property between such street to
be improved and the next street, as is more

particularly shown on the assessment plat on
file in the City Clerk's Office. In no case
shall property entirely situated more than 300
feet from the street to be improved be assessed.

Subdivision E. The said improvement shall be designated as
the "Waterloo, Iowa, FY 1989 Linbud Lane Paving Program (Contact
#358) " , and such name shall be a sufficient designation to refer
to said improvement in all subsequent proceedings.
