s o s RESOLUTION ENDORSING THE ELK RUN ROAD IMPROVEMENT

C PROJECT AND AUTHORIZING SUBMISSION OF A JOINT
APPLICATION FOR RISE FUNDING.

H WHEREAS, the City of Waterloo, Iowa, together with Black
Hawk County and the City of Elk Run Heights, has identified the
need to serve future traffic generated by area development; and
WHEREAS, the need to expand the traffic capacity on Elk Run
Road has been identified in the adopted Metropolitan Area 2000
Transportation System Plan; and
WHEREAS, said improvements are included in the City' s
Capital Improvement Program; and
WHEREAS, the City of Waterloo endorses said improvements to
Elk Run Road between Donald Street and Dubuque Road; and
WHEREAS, it is necessary for the City to obtain additional
financing for the improvements and RISE funding is available for
the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WATERLOO, IOWA, that the City endorses the Elk Run Road
Project, and that the roadway is and will be dedicated to public
use and adequately maintained, that the City will contribute
$580,450 toward local effort on behalf of the RISE Project; and
further be it resolved that the Mayor and City Clerk be
authorized and directed to submit a Joint Application with Black
Hawk County and the City of Elk Run Heights to the Iowa
Department of Transportation for RISE funding in the form of a
grant.
PASSED AND ADOPTED this 28th day of August, 1989.
