RESOLUTION APPROVING THE SITE PLAN AMENDMENT FOR
LOCKARD DEVELOPMENT, INC. , FOR PROPERTY GENERALLY
LOCATED BETWEEN FLETCHER AND HOWREY AVENUES, SOUTH
OF JANNEY AVENUE TO CONSTRUCT A PARKING LOT WEST
OF THE EXISTING DRIVEWAY ON FLETCHER AVENUE FOR
THE SALE OF USED CARS.
WHEREAS, Lockard Development, Inc. has proposed that
the Council of the City of Waterloo, Iowa, approve an
amended site plan for property generally located between
Fletcher and Howrey Avenues, south of Janney Avenue to
construct a temporary 60 ' x 60 ' parking lot west of the
existing driveway on Fletcher Avenue for the sale of used
cars, and legally described as follows:
Lots 1, 2, 3 , 4, 5 , 16 , 17 , 18, 19 and 20 , all in Block 17 ,
Hagerman Place, all in the City of Waterloo, Black Hawk
County, Iowa.
WHEREAS, a public hearing was held on November 19 , 1990 , at
7 : 00 p.m. at City Hall Council Chambers, Waterloo, Iowa, as
provided by law by the Council of the City of Waterloo, Iowa, on
the proposal to approve said above mentioned site plan amendment,
and
WHEREAS, it is the opinion of this Council that said amended
site plan should be approved, subject to the following
conditions:
1 . Approved hard-surfacing of the parking lot by the City
Engineer.
2 . Approved drainage plan of the entire site in
conjunction with the hard-surfacing of the parking lot.
3 . Screening of the parking lot from adjoining residences
and no parking lot lights to be installed.
4. That continued use of the car lot beyond December 31,
1991 , be resubmitted for approval by the Planning
Commission and the City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WATERLOO, IOWA, that the amended site plan for Lockard
Development, Inc. , for property generally located between Fletcher
and Howrey Avenues, south of Janney Avenue to construct a 60 ' x
60 ' parking lot west of the existing driveway on Fletcher Avenue
for the sale of used cars, be and the same is hereby approved,
subject to the above conditions.
PASSED AND ADOPTED this 17th day of December, 1990, and
approved by the Mayor this 19th day of December, 1990.
