WHEREAS, the 1990 Census will
Provide essential
population statistics
governing Federal funding allocations
o *Id political representation for the next decade; and
WHEREAS, the 1990 Census has been fraught with numerous
operational problems; and
WHEREAS, the Census Bureau has acknowledged undercounts
c-in past censuses; and

WHEREAS, the 1990 Census is projected to contain not
only an undercount of minorities, but of non-minorities as
loallv and

WHEREAS, the
preliminary census counts understated the
population of Waterloo by an estimated 4,993; and
WHEREAS, the undercount is
disproportionately adverse impact upon projectedthe Nation's have urban
areas, such as Waterloo; and
WHEREAS, the Census Bureau has developed a statistical
methodology for correcting the undercount, but the Commerce
Department has refused to use this corrective mechanism; and
WHEREAS, the Federal disinvestment in Key urban funding
combined with Federal restrictions on tax exemption has
threatened and continues to threaten cities ' abilities to
cope with growing social and financial problems; and
WHEREAS, the Constitution of the United States clearly
states that all persons must be counted; and
WHEREAS, the City of Waterloo believes that all persons
count.
NOW, THEREFORE, BE IT RESOLVED that the City of
Waterloo urges Congress and the President to enact
legislation mandating a statistical correction of the 1990
Census.
BE IT FURTHER RESOLVED that the City of Waterloo urges
the President and the Secretary of Commerce to
administratively agree to statistically correct the 1990
Census so as to reflect an accurate enumeration of the
Nation' s population.
BE IT FURTHER RESOLVED that barring legislative or
administrative remedies, the City of Waterloo supports
judicial action to effect a statistical correction of the
1990 Census.
PASSED AND ADOPTED this 15th day of October, 1990.
