o ' ` WHEREAS, this community has sought effective means in
• addressing problems besetting youth, Citizens for Youth
H Achievement (CYA) have united as citizens to strive towards
the goals of utilizing the efficient allocation of community
o resources, representing the needs of youth, and coordinating
community efforts towards the prevention of the destructive

factors which affect our youth at risk.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF WATERLOO, IOWA:
• ,3' ; 1) Whereas, Citizens for Youth Achievement (CYA) are

~7 establish an environment for our youth to develop
w H tTi a drug and crime-free lifestyle in Black Hawk
n s County.

2) Whereas, Citizens for Youth Achievement (CYA)
'Zlbelieve powerful interventions for our youth must
51 o involve the efficient coordination of community
EH E+ resources.
Er 3 ) Whereas, Citizens for Youth Achievement (CYA)
recognize that
youth
ma
y respond best to positive
prevention and advocacy.
4 ) Whereas, Citizens for Youth Achievement (CYA)
believe an effective intervention must have a firm
foundation in the needs of our youth, such as, but
not solely limited to: employment, school
achievement, family involvement, spirituality, and
community involvement.
5) Whereas, Citizens for Youth Achievement (CYA) are
proposing a multidimentional approach which will
utilize all of the existing community resources in
a unified manner.
6) Whereas, Citizens for Youth Achievement (CYA) are
proposing an ombudsman (youth advocate) who will
act as a catalyst in initiating, supporting,
coordinating, and mobilizing community efforts
directed at promoting positive youth behaviors.
BE IT FURTHER RESOLVED THE CITY COUNCIL OF WATERLOO,
IOWA, will hereby recognize and support this coordinated
citizen effort.
PASSED AND ADOPTED this 29th day of May, 1990 .
