NOTICE AND CALL OF PUBLIC MEETING
Governmental Body: The City Council of Waterloo , Iowa .
Date of Meeting : November 9, 1981
Time of Meeting : 7 : 00 P.M.
Place of Meeting : Council Chambers, City Hall , Waterloo ,
Iowa .
PUBLIC NOTICE IS HEREBY GIVEN that the above mentioned
governmental body will meet at the date , time and place above
set out . The tentative agenda for said meeting is as follows :
- Resolution Instituting Proceedings to Take Additional
Action for the Borrowing of $700 ,000 and the Issuance
of Urban Renewal Tax Increment Revenue Notes
- Resolution Authorizing a Certain Loan Agreement and
Providing for the Issuance of Notes Thereunder
Such additional matters as are set forth on the addi-
tional _ page (s) attached hereto .

pursuant to Chapter 28A, Code of Iowa , and the local rules of
said governmental body.

The City Council of Waterloo , Iowa , met in regular
session , in the Council Chambers , City Hall , Waterloo , Iowa,
at 7 : 00 o' clock P .M. , on the above date . There were present
Mayor Leo P. Rooff , in the chair , and the following
named Council Members:
Wilharru, Roehr, Dowie, Penaluna, Bowers
and Burton.
Absent : Getty

The presiding officer announced that this was the time and
place for the public hearing and meeting on the matter of the
borrowing of $700 ,000 and the issuance of Urban Renewal Tax
Increment Revenue Notes of said City, for the purpose of pro-
viding funds to pay costs of carrying out the Downtown
Waterloo Urban Renewal and Redevelopment Plan in accordance
with the plan thereof, including without limitation the
acquisition and demolition of real estate for redevelopment ,
and that notice of the proposed action to institute pro-
ceedings for the issuance of said Notes had been published
pursuant to the provisions of Section 384 . 25 of the City Code
of Iowa .
Inquiry was made whether any written objections had been
filed by any resident or property owner of the City to the
issuance of said Notes by the City. The Clerk stated that
no written objections had been filed . Oral objections to
the issuance of said Notes were then called for and received
and none were made . Whereupon , the presiding officer
declared the time for receiving oral and written objections to
be closed .

Penaluna introduced the following
Resolution entitled "RESOLUTION INSTITUTING PROCEEDINGS TO
TAKE ADDITIONAL ACTION FOR THE BORROWING OF $700 ,000 AND THE
ISSUANCE OF URBAN RENEWAL TAX INCREMENT REVENUE NOTES , " and
moved that the same be adopted . Bowers seconded
the motion to adopt . The roll was called and the vote was,
AYES : Wilharm, Roehr , Dowie, Penaluna,
Bowers and Burton.
ABSENT: Getty
NAYS: None
Whereupon , the Mayor declared the resolution duly adopted
as follows :

RESOLUTION INSTITUTING PROCEEDINGS TO TAKE
ADDITIONAL ACTION FOR THE BORROWING OF
$700 ,000 AND THE ISSUANCE OF URBAN
RENEWAL TAX INCREMENT REVENUE NOTES
WHEREAS , pursuant to notice published as directed by this
Council , this Council has held a public meeting and hearing
upon the proposition of borrowing not to exceed $700 , 000 and
issuing Urban Renewal Tax Increment Revenue Notes for the
purpose of providing funds to pay costs of carrying out the
Downtown Waterloo Urban Renewal and Redevelopment Plan in
accordance with the plan thereof , including without limitation
the acquisition and demolition of real estate for
redevelopment ; and has considered the extent of statements
received from residents and other matters bearing upon said
proposal ; and , accordingly the following action is now con-
sidered to be in the best interests of the City and residents
thereof :
NOW, THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WATERLOO, IOWA:
Section 1 . Said proposal having been considered at this
meeting pursuant to notice and the Council being advised with
respect thereto , the public meeting and consideration thereof
is hereby concluded and the time for the offering of further
statements favoring or opposing the proposal is closed .

Section 2 . That this Council does hereby institute pro-
ceedings and takes additional action for the borrowing of
$700 , 000 and issuance in the manner required by law of
Urban Renewal Tax Increment Revenue Notes in the amount for
the foregoing purpose .
Section 3 . The Treasurer is authorized and directed to
proceed on behalf of the City to take all action necessary to
consummate the loan and issue the notes on a basis favorable
to the City and acceptable to this Council .
