PUBLIC NOTICE IS HEREBY GIVEN that the above mentioned governmental body will meet at the date, time and place above set out. There were present Mayor Rooff , in the chair , and the following named Council Members: Wilharm, Burton, Bowers , Dowie Getty, Roehr, Penaluna Absent: None * * * * * * * - 1 - AHLERS, COONEY. DORWEILER, HAYNIE&SMITH, LAWYERS, DES MOINES, IOWA Council Member Roehr introduced the following Resolution entitled "RESOLUTION FIXING DATE FOR A MEETING ON THE PROPOSITION OF THE ISSUANCE OF NOT TO EXCEED $3, 970, 000. 00 GENERAL OBLIGATION BONDS (FOR ESSENTIAL CORPORATE PURPOSES ) , NOT TO EXCEED $90, 000. 00 GENERAL OBLIGATION BONDS (FOR A GENERAL CORPORATE PURPOSE) , NOT TO EXCEED $150, 000. 00 GENERAL OBLIGATION BONDS (FOR A GENERAL CORPORATE PURPOSE) , AND NOT TO EXCEED $150, 000. 00 GENERAL OBLIGATION BONDS (FOR A GENERAL CORPORATE PURPOSE ) OF WATERLOO, IOWA, AND PROVIDING FOR PUBLICATION OF NOTICES THEREOF" , and moved that the same be adopted. Council Member Getty seconded the motion to adopt. The roll was called and the vote was, AYES: Wilharm, Burton , Bowers , Dowie Getty, Roehr , Penaluna NAYS: None Whereupon, the Mayor declared the resolution duly adopted as follows : Resolution No . 1°81.-225 RESOLUTION FIXING DATE FOR A MEETING ON THE PROPOSITION OF THE ISSUANCE OF NOT TO EXCEED $3, 970, 000. 00 GENERAL OBLIGATION BONDS (FOR ESSENTIAL CORPORATE PURPOSES ) , NOT TO EXCEED $90, 000. 00 GENERAL OBLIGATION BONDS (FOR A GENERAL CORPORATE PURPOSE) , NOT TO EXCEED $150, 000. 00 GENERAL OBLIGATION BONDS (FOR A GENERAL CORPORATE PURPOSE) , AND NOT TO EXCEED $150, 000. 00 GENERAL OBLIGATION BONDS (FOR A GENERAL CORPORATE PURPOSE) OF WATERLOO, IOWA, AND PROVIDING FOR PUBLICATION OF NOTICES THEREOF WHEREAS, it is deemed necessary and advisable that the City of Waterloo, Iowa, should issue General Obligation Bonds to the amount of not to exceed $3, 970, 000. 00, as authorized by Section 384. 25, of the City Code of Iowa, for the purpose of providing funds to pay costs of carrying out essential cor- porate purpose projects as hereinafter described; and WHEREAS, before said bonds for essential corporate purpose projects may be issued, it is necessary to comply with the provisions of said Code, and to publish a notice of the propo- sal to issue such bonds and of the time and place of the meeting at which the Council proposes to take action for the issuance of the bonds and to receive oral and/or written objections from any resident or property owner of said City to such action; and AHLERS, COONEY. DORWEILER, HAYNIE&bMITH, LAWYERS, DES MOINES, IOWA WHEREAS, said City also is in need of funds to carry out general corporate purpose projects as hereinafter described; and, it is deemed necessary that it should issue General Obligation Bonds to the amounts of not to exceed $90, 000. 00, not to exceed $150, 000. 00, and not to exceed $150, 000. 00 , as authorized by Section 384. 26 of the City Code of Iowa, for the purpose of providing funds to pay costs thereof; and WHEREAS, said City has a population in excess of 75, 000 and the amount of said proposed bond issue for each general corporate purpose project is not more than $150, 000. 00; and WHEREAS, before said bonds for the general corporate pur- pose projects may be issued, it is necessary to comply with the provisions of Chapter 384 of the City Code of Iowa, and to publish notices of the proposal to issue such bonds and the right to petition for an election: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA: Section 1. That this Council meet _at Lincoln School Waterloo, Iowa, at 7 : 00 o' clock P .M. , on the 1st day of June , 1981, for the purpose of taking action on the matter of the issuance of not to exceed $3, 970, 000. 00 General Obligation Bonds for essential corporate purposes of said City, the proceeds of which bonds will be used to provide funds to pay costs of ( 1 ) constructing certain permanent street improvement projects in said City, generally described as (a) Annual Street Paving (Klingaman Area) , ( b) Hackett Road (Advance Acquisition) , ( c) Shaulis Road Paving, (d) San Marnam Frontage Road, (e) 6th Year Block Grant Paving, ( f) Fletcher and Ansborough Railroad Crossing Repairs, and (g) Downtown UDAG Street Improvements (TIF) ; (2 ) constructing certain improvement projects to the storm sewer system of said City, generally described as (a) Castle Hill , ( b) Ackermant, ( c) Columbus , (d) Rachael , and (e) Carriage Hill ; (3 ) 18th Street Bridge Repair Project; ( 4 ) Traffic Signal Replacement Project; (5 ) Airport Runway and Apron Improvements Project; ( 6 ) Riverview By-Pass Channel Project; (7 ) Dawson Sidewalk Repair Project; (8 ) Castle Hill Lawsuit Judgment; and ( 9 ) Lowder Road Sanitary Sewer Project; and also for the purpose of taking action on the matter of the issuance of not to exceed $90, 000. 00 General Obligation Bonds for a general corporate purpose of said City, the proceeds of which bonds will be used to provide funds to pay costs of acquiring cer to in Conway Civic Center equipment and accessories; and also for the purpose of taking action on the matter of the issuance of not to exceed $150, 000 . 00 General Obligation Bonds for a general corporate purpose of said City, the proceeds of which bonds will be used to provide funds to pay costs of acquiring certain Municipal Transit System equip- ment; and also for the purpose of taking action on the matter AHLERS, COONEY. DORWEILER, HAYNIE 841MITH, LAWYERS, DES MOINES, IOWA of the issuance of not to exceed $150, 000. 00 General Obligation Bonds for a general corporate purpose of said City, the proceeds of which bonds will be used to provide funds to pay costs of acquiring certain real property to be used as an activity center by the Hawkeye Valley Area Agency on Aging, which facility is necessary for the health and welfare of the citizens of the City. Section 2. That the Clerk is hereby directed to cause at least one publication to be made of notices of said meeting, in a legal newspaper , printed wholly in the English language, published at least once weekly, and having general circulation in said City, said publication on the $3, 970, 000. 00 General Obligation Bonds (for essential corporate purposes) to be not less than four clear days nor more than twenty days before the date of said public meeting on the issuance of said bonds, and said publication on the $90, 000. 00 General Obligation Bonds ( for a general corporate purpose) , on the $150, 000 . 00 General Obligation Bonds (for a general corporate purpose) , and on the $150, 000. 00 General Obligation Bonds (for a general corporate purpose) , to be not less than ten clear days before the date of said public meeting on the issuance of said bonds. Section 3. At the above meeting the Council shall receive oral or written objections from any resident or property owner of said City, to the above action. After all objections have been received and considered, the Council will at this meeting or at any adjournment thereof, take additional action for the issuance of said bonds or will abandon the proposal to issue said bonds.
