NOTICE TO BIDDERS
On Proposed Plans. Specifications, Form
of Contract,
For Demolition and Site Clearance
Services, Contract D-2023-04-01P, loca-
ted at 1100 Sycamore Street
RECEIVING OF BIDS
Sealed proposals will be received by the
City Clerk of the City of Waterloo, Iowa. al
City Hall, 715 Mulberry Street, Waterloo,
Iowa, no later than 1:00 p.m., Thursday,
March 23, 2023, for Demolition and Site
Clearance Services, Contract
D-2023-04-0/P, located at 1100 Syca-
more Street, as described in detail in the
plans and specifications now on file in the
Office of the City Clerk
OPENING OF BIDS
All proposals received wit be opened in
the Harold E. Getty Council Chambers M
City Hall of said City, on the 23rd day of
March, 2023 at 1:00 p.m.. and the
proposals will be acted upon at such later
time and place as may then be fixed by
the City Council. The bid opening will be
livestreamed on YouTube and made
available on the city website.
PUBLIC HEARING
A public hearing will be hell on the 3rd
day of April, 2023 at 5:30 p.m. in the
Harold E. Getty Council Chambers in the
City Hall in the City of Waterloo, lowa, on
the proposed plans, specifications, and
form of conned, for Demolition and Site
Clearance Services, Contract
D-2023-04-01P, located at 1100 Syca-
more Street.
The proposed plans, specifications, and
form of contract for said project are now
on file in the office of the Planning 8
Zoning Department for pudic examina-
tion, and any person interested therein
may fib written objection thereto with the
City Clerk before the date set for said
hearing, or appear and make objection
thereto with the City Clerk before the date
set for said hearing, or appear and make
objection thereto at the meeting set forth
above.
Anyone who is interested may appear at
sad time and place and be heard or may
Me written objection with the City Clerk,
City Hall, Waterloo, Iowa, before the date
set for said hearing.
SCOPE OF WORK
A. Remove and propesy dispose of al
structures. incidental demolition debris,
basement walls, floors, foundations, pri-
vate sidewalks, steps, driveways and al
trees from the specified properties.
B. Properly deal with any fuel tanks,
outdoor toilets and septic tanks, cisterns,
meter pits, and plug or abandon wells in
accordance with prescribed standards.
C. Remove the materials from the
demoftion site in accordance with federal,
state end local regulations.
D. Remove and dispose of appliances
and other hems That may contain
refrigerants in accordance with 40 CFR.
Pad 82. Appliances and other items that
may contain refrigerants include, but are
not limited to, refrigerators, freezers,
dehumidifiers and portable or central air
conditioners.
E. Remove and legally dispose of
mercury -containing materials including
fluorescent, high-pressure sodium, mer-
cury vapor, metal halide light bulbs, and
thermostats containing a liquid filed
capsule. PCB -containing materials in-
clude capacitors, ballasts, and transform-
ers where the component is contained
within a metal jacket and does not have a
specific, legible label stating no PCBs are
present.
F. Disconnect all utility services before
demolition.
G. Perform site clearance, grading,
restoration and erosion control.
H. Complete the demolition work in
accordance with the plans and technical
specifications.

Chapter 26 of the City Code of Iowa and
upon order to the City Council of said
Waterloo, Iowa, on the 20th day of March,
