CONTRACT NO 20 S PRELIMINARY RESOLUTION FOR THE CON-
STRUCTION OF STREET IMPROVEMENTS IN THE CITY OF
WATERLOO,IOWA
WHEREAS, this Council,after a study of the requirements, is
of the opinion that it is necessary and desirable that portland
cement concrete pavement with and without integral curb, new or re-
newed water services ,and new sanitary sewer services ,together with
necessary grading, incidental street drainage facilities ,and mis-
cellaneous related work be constructed within Waterloo, Iowa,as
hereinafter described;ana
WHEREAS,it is proposed that said project be constructea as a
single improvement under the authority grantees by Division IV of
Chapter 384 of the City Code of Iowa:
NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA:
Subdivision A. That Waterloo,Iowa, construct portland cement
concrete pavement with and without integral curb,new or renewed
water services ,and new sanitary sewer services ,together with nec-
essary grading,incidental street drainage facilities ,and miscellan-
eous related work,as hereinafter describes.
Subdivision B. The beginning and terminal points of said im-
provements shall be as follows:
WATERLOO,IOWA,F.Yo1981 SAN MARNAN FRONTAGE ROAD PAVING
CONTRACT NO 208
Street improvements consisting of seven (7) inch thick non-
reinforced portland cement concrete pavement with integral curb,
new OP renewed water services,new sanitary sewer services and such
other work as may be incidental thereto,along the following streets,
avenues and road,etc . ,
ALEXANDRA DRIVE,FROM +Murphy Road to San Marnan Frontage Road
including a full intersection at Murpny Road. Said improvement to
be approximately thirty-one(31) feet wide.
SAN MARNAN FRONTAGE ROAD, from Alexandra Drive to Flammang Drive,
including a full intersection at FlamTnang Drive. Saia improvement
to be approximately thirty-one (31) feet wide.
ASSESSMENT METHOD AND COST FOR STREET IMPROVEMENTS
All streets ,avenues ,drives and roads being assessed will be
assessed for 7" thickness and storm sewers including incidentals,
and for thirty-one (31) feet of width or for actual width of pave-
ment ,whichever is less .
Assessment of cost is determined as follows :
Cost is assessed to properties which front on the improvement ,
pro-rated by lot width. Intersection costs are assessed by lot
area,pro-rated. Cost is aetermined and assessed per individual
block or portion thereof.
The cost of new or renewed water or sewer services shall be
assessed at the actual cost of having the work done which may be
less or greater than the proposed amount .
All sidewalk approach walks on streets without existing curb
and gutter shall be removed as part of the non-assessable costs .
Replacement of said approach walks is the responsibility of the
property owner. If desired by the property owner,replacemeut of
said walks may be done by Waiver of Assessment or actual costs .
No sodding or seeding will be none in the parking which is
the area between the back of .curb and the property line. Replace-
ment of sod or seed in the parking is the responsibility of the
property owner.
NEW AND RENEWED WATER AND SEWER SERVICES
The City Council has ordered the connections from water anchor
sewer be made,or in some instances renewed to the property line of
the abutting or adjacent property,as part of the proposed :permanent
improvements described above . Affected property owners receive
an additional proposed assessment notice for this work entitled
"Underground Portion of F .Y. 1980 Paving Program No 1 176".

The property owner has the option to complete the necessary
work Dy contracting a plumber of his choice within thirty (30)
days after the date of hearing on the proposed Resolution of
Necessity .
All permits for said new or renewed water and sewer services
to property served from the above streets or cross streets within
the limits of the proposed improvements must be taken out after

19 ,with said work to be completed by
19 All new and renewed connections snail be constructed in
accordance with the specifications of the City Engineer,the rules
and regulations of the Board of Trustees of the Waterloo Water
Works ,and the ordinances relating thereto.
In case such connections are not made within said time by a
plumber hired by the property cwners ,then the City or the Board of
Trustees bi tne Waterloo Water Works ,as the case may be,shall cause
same to be made and the cost and expenses thereof will be assessed
against the property in front of which said improvement is made.
Subdivision C . That the City Engineering Department and Schenk
Engineering of Waterloo,Iowa,having been employed as engineer to
prepare plets,schedules ,estimates ,plans and specifications and
otherwise to act in said capacity with respect to said project is
hereby ordered to prepare and file witn the Clerk preliminary plans
and specifications and estimates of the total cost of the work and
the plat and schedule of special assessments against benefited
properties .
Subdivision D. That this Council hereby determines that all
property within the area hereinafter described will be specially
benefited by said improvements , to-wit :
All abutting and adjacent property to the above
described streets ,avenues ,roads,drives or alleys
that is within one-half way back between the
street to be improved and the next street , but
in no case shall said area extend furtner than
three hundred (300) feet from the street to be
improved. (Waterloo,Iowa, FA. 1980 Paving

- ,SuDaivison E.The said improvement shall be designated as
the Waterloo,Iowa, FA„ 1981 San Marnan Frontage Road 'Paving
Contract No. 208 .and such name shall be a sufficient designation
to refer to said improvement in all subsequent proceedings .
