HomeMy WebLinkAboutMinutes-10/15/2001October 15, 2001 The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall Council Chambers, Waterloo, Iowa, at 5:30 p.m., on Monday, October 15, 2001. Mayor John R. Rooff in the Chair. Roll Call: Anders, Jordan, Krizek, Murphy, Gronen, Getty, Berry. Invocation by: Reverend Gary Heidt-Johnson, Zion Evangelical Lutheran Church. Pledge of Allegiance: Troop 106 - Kittrell School. ORAL PRESENTATIONS 116015 - Mayor Rooff congratulated Jerry Stevens, General Manager of Waterloo Water Works, for his election as Chairperson of the Iowa Section of American Water Works Association. Councilperson Krizek stated that she has a petition she would like councilmembers to receive and file. Councilperson Krizek stated that awhile back the city applied for funds to install traffic lights at the intersection of Williston Avenue and West 11th Street. Councilperson Krizek stated that 4 - way stop signs have been in use at this intersection since the summer of 1998, and many residents like the 4 -way stop signs. Councilperson Krizek stated that people signing the petition feel the 4 -way stop signs are the best way to handle traffic at the intersection of Williston Avenue and West 11th Street. Krizek/Jordan that the petition to keep four-way stop signs at the intersection of Williston Avenue and West 11th Street be received and placed on file. Ayes: Seven. Motion carried. 116016 - Mayor Rooff stated that a decision has not yet been made regarding the traffic lights. Councilperson Krizek reported that with the stop signs in place since 1998 there°have been four accidents, and with the traffic lights prior to the summer of 1998, 13 accidents occurred at this intersection. Councilperson Krizek stated she feels that people have a tendency to race through yellow lights. Councilperson Anders stated he felt that way about the 4 -way stop on Kimball and Mitchell Avenues, but the new traffic signals really work. Getty/Murphy that the above oral comments be received and placed on file. Ayes: Seven. Motion carried. 116017 - Jordan/Getty that the Agenda, as proposed, for the Regular Session on Monday, October 15, 2001, at 5:30 p.m., be accepted and approved. Ayes: Seven. Motion carried. 116018 - Murphy/Gronen that the Minutes, as proposed, for the Regular Session on Monday, October 8, 2001, at 5:30 p.m. be accepted and approved. Ayes: Seven. Motion carried. Mayor Rooff read a proclamation declaring October 2001 as Let's Talk Month. Presentation by McConville Communications of 2001 Merit of Distinction. HEARINGS 116019 - Krizek/Jordan that proof of publication of notice of public hearing on request of Michelle N. Clark to sell and convey property generally located at 760 Cloverdale Avenue under HUD Section 5(h) Plan for Sale of Single Family Dwellings under the Public Housing Homeownership Program for $68,000.00, as published in the Waterloo Courier on September 25, 2001, and September 26, 2001, be received and placed on file. Ayes: Seven. Motion carried. 116020 - This being the time and place of public hearing, the Mayor called for written and oral objections and there were none. Ethel Washington, Executive Director of Waterloo Housing Authority, introduced Michelle Clark, a graduate of the self-sufficiency program. Ms. Clark stated she was unable to make the Vision Iowa presentation, but she would like to encourage the city to do this program again. Ms. Clark stated that she started in the program in 1993, went back to school and received her degree. Ms. Clark stated she could not have done this without the city's help. Resolution adopted and upon approval by Mayor assigned No. 2001-582. 116022 - Anders/Murphy that proof of publication of notice of public hearing on request of Daffani Y. Dixon to sell and convey property generally located at 1102 South Street under HUD Section 5(h) Plan for Sale of Single Family Dwellings under the Public Housing Homeownership Program for $60,000.00, as published in the Waterloo Courier on September 25, 2001, and September 26, 2001, be received and placed on file. Motion carried. 116027 - Getty/Murphy that "an Ordinance vacating a portion of the east -west alley generally located between Adrian and Idaho Streets, south of Archer Avenue", be received, placed on file, considered and passed for the first time. Ayes: Seven. Motion carried. 116028 - Murphy/Gronen that rules requiring ordinances to be considered and voted for passage at two prior meetings be suspended. Ayes: Seven. Motion carried. 116029 - Jordan/Krizek that "an Ordinance vacating a portion of the east -west alley generally located between Adrian and Idaho Streets, south of Archer Avenue", be considered and passed for the second and third times and adopted. Ayes: Seven. Ordinance adopted and upon approval by Mayor assigned No. 4515. 116030 Berry/Getty that "Resolution authorizing said sale and conveyance", be adopted and City Attorney instructed to prepare and deliver deed accordingly. Motion carried. 116035 - Murphy/Gronen that "an Ordinance amending Ordinance No. 2479, as amended, City Zoning Ordinance, by adding Subsection No. 93 to Section 2A -7N, Conditional Zoning Certain Property", be received, placed on file, considered and passed for the second and third times and adopted. PETITIONS FROM PUBLIC 116039 - Gronen/Jordan that communication from Assistant City Planner transmitting request of Russel Reicherts to vacate, sell and convey for $1,312.00 the alley generally located between 656 Summit and 646 Summit to construct a garage, together with recommendation of approval of Planning, Programming and Zoning Commission and Building & Grounds Committee, be received, placed on file and "Resolution setting date of hearing as November 5, 2001, at 5:30 p.m. in the City Hall Council Chambers on the above described request", be adopted and City Clerk instructed to publish notice of same.
