Members present: Young. Van Fleet,
Wienands and Council Liaison Rob
Nichols. Absent: Batemon and Kurten-
bach. The meeting was held via Zoom.
Approval of Agenda.
Moved by Wienands seconded by Young
that the Agenda, as proposed, be
approved. Voice -vote Ayes: Three. Mo-
tion carded.
Moved by Young seconded by Wienands
that a Resolution rejecting all bids
received for the FY2023 Construction of a
Fiber -to -the -Premise Feeder/Distribution
and Backbone Network Project, Contract
No. 1080, be approved. Roll call -vote
Ayes: Three. Motion carried. Resolution
No. 2023-010.
Mr. Van Fleet listed the reasons for
rejecting the bids. The tact that recent
guidance from the Army Corp o1
Engineers mandates several critical
crossings over levees within Waterloo be
redesigned, at a potential cost savings to
the project. We believe due to the close
price range of several bidders submittals,
that all bidders should be able to rebid
these new specifications and require-
ments. We also believe there are
opportunities to value engineer the depth
and materials used at the same time to
ensure the final project budget comes
within range of our budgetary estimates
that have been prepared. Then finally,
during this time we are investigating the
ability to move everything underground
from above ground pedestals, to maintain
beautification of Waterloo and those
street easement areas.
With no further business before the
board, it was moved by Young seconded
by Wienands that the meeting be
adjourned at 2:06 p.m. Voice -vote Ayes:
Three. Motion carried.
