Roll Call.
The Council of the City of Waterloo, Iowa, met in Special Session at Harold E. Getty Council
Chambers, Waterloo, Iowa, at 4:00 p.m., on, May 11, 2023. Mayor Quentin Hart in the Chair.
Roll Call: Boesen, Nichols, Grieder, Wilder and Feuss, joined the meeting. Absent: Chiles and
Creighton -Smith.
Approval of Agenda
Boesen/Nichols
that the agenda, as proposed, be approved. Voice vote -Ayes: Five. Motion carried.
RESOLUTIONS
Resolution rejecting all bids received for the FY2023 Construction of a Fiber -to -the -Premise
Feeder/Distribution and Backbone Network Project, Contract No. 1080.
Nichols/Boesen
that the "Resolution rejecting all bids received for the FY2023 Construction of a Fiber -to -the -
Premise Feeder/Distribution and Backbone Network Project, Contract No. 1080", be approved.
Roll call vote -Ayes: Five. Motion carried. Resolution adopted and upon approval by Mayor
assigned No. 2023-301.
Warren Lyon, Magellan Advisors, provided an overview of the reasoning for rejecting all bids.
He explained that levy crossings need to be redesigned per the Army Corps of Engineers, the
depth of the fiber will be decreased, and the specs will be reconfigured as well for the
opportunity of value engineering. He shared that the revised specs should be ready for the June
5th council meeting.
