HomeMy WebLinkAbout2650-09.24.1973 � V ORDINANCE NO. ‘� -)(7 AN ORDINANCE AMENDING THE PLUMBING CODE OF THE rs-" CITY OF WATERLOO, IOWA, BY AMENDING, DETFTING AND MODIFYING CERTAIN SECTIONS OF THE IOWA STATE PLUMBING CODE (1973) . BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA: Section 1. Ordinance No. 2646 known as the Plumbing Code of the City of Waterloo, is hereby amended as authorized by Section 368.17 of the 1973 Code of Iowa, and by Section 2.1(1) of the Iowa State Plumbing Code (1973) , by amending, deleting, modifying and adding to certain sections of the Iowa State Plumbing Code (1973) as more specifically set forth in the following sections of this ordinance. Section 2. REQUIREMENTS. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 2.1(1) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "Whenever provisions of this Code are inconsistent with the provisions of the Uniform Plumbing Code, published by the International Association of Plumbing and Mechanical Officials, 1970 Edition with subsequent additions and supplements in effect at the time this subrule is filed with the Secretary of State, counties, cities and towns may adopt by regulation or ordinance either the provisions of this code or of the Uniform Plumbing Code referenced above." "All materials, systems, equipment, fixtures, appliances, and/or appurtenances authorized for use in this Code shall be installed, used, and maintained strictly in accord with the manufacturer's specifications for installation, use and maintenance, and/or the standards cited in this Code." Section 3. APPLICABILITY. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 2.1(2) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "The provisions of this Code shall be applicable to the install- ation, use and maintenance of all plumbing, plumbing systems, equipment, fixtures, appliances and appurtenances hereinafter installed in the State of Iowa, and to all existing plumbing, plumbing systems, equipment, fixtures, appliances and appurtenances irrespective of when or under what code or codes such were originally installed, except that nothing in this Code shall be construed to prohibit the continued use of any existing plumbing, plumbing systems, equipment, fixtures, appliances or appurtenances found, upon inspection to be in accord with the health and safety standards established by this code, and which does not relate a health or safety hazard by reason of its continued use. See Section 2.5 (1) of the Iowa State Plumbing Code (1973) ." Section 4. The Plumbing Code of the City of Waterloo is hereby amended by adding a new section to Section 2.22 (2) to the Iowa State Plumbing Code (1973) as follows: "Public Systems Available: A public water supply system and/or public sewer system shall be deemed available to premises used for human occupancy if such premises are within 200 feet, measured along a street, alley, or easement, of the public water supply or sewer system and a connection conforming with the standards set forth in this code shall be made thereto." Section 5. MINIMUM STANDARDS. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 3.1(1) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: -2- "The materials listed in this Chapter shall conform at least to the current issues of the standards cited when used in the construction, installation, alteration, or repair of any part of a plumbing and drainage system, except that the administrative authority may allow the extension, addition, or relocation of existing soil, waste, or vent pipes with materials of like grade or quality, as permitted in 2.5 (1)T.III." "Extra heavy weight cast iron soil and waste pipe shall be either statically or centrifugally cast. Service weight cast iron soil or waste pipe shall be centrifugally (spun cast) or of equal quality." Section 6. TABTF 3.5(135)T.III. The Plumbing Code of the City of Waterloo is hereby amended by revising Table 3.5 (135)T.III MATERIALS FOR PLUMBING INSTALLATIONS in the Iowa State Plumbing Code (1973) by adding the word "Approved" to said heading so that it shall read: "TABLE 3.5 (135)T.III APPROVED MATERIALS FOR PLUMBING INSTALLATIONS." Section 7. CEMENT MORTAR JOINTS. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 4.2 (9) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "Except for repairs and connections to existing lines constructed with such joints, cement mortar joints are prohibited. Where permitted, cement mortar joints shall be made in the following manner: A layer of jute or hemp shall be inserted into the base of the joint space and rammed to prevent mortar from entering the interior of the pipe. Jute or hemp shall be dipped into a slurry suspension of portland cement in water prior to insertion into the bell. Not more than twenty-five per cent (25%) of the joint space shall be used for jute or hemp. The remaining space shall be filled in one continuous operation with a thoroughly mixed mortar composed of one part cement and two parts sand, with only sufficient water to make the mixture workable by hand. After one-half hour of setting, the joint shall be rammed around its entire periphery with a blunt tool to force the partially stiffened mortar into the joint and to repair any cracks formed during the initial setting period. The pipe interior shall be swabbed to remove any material that might have fallen into the interior. Additional mortar of the same composition shall then be troweled so as to form a 45 degree taper with the barrel of the pipe." Section 8. CLAY SEWER PIPE. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 4.3(1) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "Flexible joints between lengths of clay pipes shall be made using approved resilient materials both on the spigot end and in the bell end of the pipe." Section 9. CONCRETE PIPE. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 4.3 (2) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "Flexible joints between lengths of concrete pipe shall be made using approved rubber materials both on the spigot end and in the bell end of the pipe." Section 10. CLOTHES WASHER TRAP. The Plumbing Code of the City of Waterloo is hereby amended by adding a section to the end of Part 5.2 (135)T.III of the Iowa State Plumbing Code (1973) as follows: "A separately trapped standpipe shall be provided for the clothes washer and laundry tub and the same shall be properly vented." -3- Section 11. CLEAN-OUT OPENINGS. The Plumbing Code of the City of Waterloo is hereby amended by adopting a new section in Part 5.4(135)T.III of the Iowa State Plumbing Code (1973) as follows: "Clean-out openings shall not be used for the installation of new fixtures or floor drains except where approved in writing by the administrative authority and where another clean-out of equal access and capacity is provided." Section 12. CONCEALED PIPING. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 5.4(4) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "Clean-outs on concealed piping shall be extended through and terminate flush with the finished wall or floor; chases may be left in the wall or floor, provided they are of sufficient size to permit removal of the clean-out plug and effective cleaning of the system." "Clean-out plugs shall not be covered with cement, plaster, or any other permanent finishing material. Where it is necessary to conceal a clean-out plug, a covering plate or access door shall be provided which will permit ready access to the plug." Section 13. MINIMUM NUMBER OF FIXTURES. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 7.21(1) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "Plumbing fixtures shall be provided for the type of building occupancy and in the minimum number(s) shown in TABLE 7.21(135) T.III MINIMUM NUMBER OF PLUMBING FIXTURES. Types of building occupancy not shown in Table 7.21(135)T.III shall be determined individually by the administrative authority." Section 14. SEPARATE FACILITIES. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 7.21(2) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "In other than residential installations where toilet facilities are provided to serve members of both sexes, separate facilities shall be installed for each sex." Section 15: WATER SERVICE PIPE. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 10.6(1) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "Materials for water service piping shall be of brass, lead, cast iron, wrought iron, open-hearth iron or steel, copper, or plastic. (See Chapter 3 of the Iowa State Plumbing Code (1973) for standards.) All threaded ferrous pipe and fittings shall have been galvanized (zinc coated) or cement lined. All ferrous pipe threaded joints shall be coal tar enamel coated and wrapped at the time of installation in the trench. Copper pipe and tubing shall be installed so that the color marking is clearly visible at the time of inspection. Copper tube, when used underground, shall have a weight not less than copper water tube type "K"." Section 16. MATERIALS. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 10.10(1) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "Materials for water distribution, pipes and tubing shall be of plastic, brass, copper, lead, cast iron, wrought iron, open hearth iron, or steel pipe with appropriate approved fittings. (See Chapter 3 of the Iowa State Plumbing Code (1973) for standards.) All threaded ferrous pipe and fittings shall have been galvanized (zinc coated) or cement lined, and when such pipe and fittings are used underground inside buildings, they shall be coal tar enamel coated and the threaded joints wrapped at the time of installation. Copper tube used underground shall have a weight of not less than copper water tube Type K and above ground shall have a weight of not less than copper water tube Type M." -4- Section 17. HOT WATER. The Plumbing Code of the City of Waterloo is hereby amended by adding a new section to Part 10.15(135)T.III HOT WATER DISTRIBUTION, in the Iowa State Plumbing Code (1973) at the end of said part as follows: "Hot water for fixtures and appliances requiring hot water shall be supplied to the fixture or appliance at a temperature of at least 140 degrees Fahrenheit." Section 18. ABOVE GROUND PIPING WITHIN BUILDINGS. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 11.1(2) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "Soil and waste piping for a drainage system within a building shall be of cast iron, galvanized wrought iron, galvanized open-hearth iron, galvanized steel, lead, brass, seamless copper pipe, or copper tube Types K, L, M, DWV, or ABS or PVC plastic." Section 19. SEPARATE TRENCHES. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 11.2 (1) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "The building sewer, when installed in a separate trench from the water service pipe, shall be of cast iron soil pipe, vitrified clay tile, plastic, or copper tube not less than Type L hard temper." Section 20. ONE TRENCH. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 11.2(2) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "The building sewer when installed in the same trench with the water service pipe shall be of cast iron soil pipe or copper tube of a weight not less than that of copper water tube Type L, hard temper, and installed with approved joints and shall be such as to remain watertight and root proof. The sewer shall be tested with a ten-foot head of water or equivalent and accepted if found to be tight. The provisions of Section 4.2 (7) and Section 10.6 (2) of the Iowa State Plumbing Code (1973) shall also be met." Section 21. SEWER IN FILTFD GROUND. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 11.2 (3) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "A building sewer or building drain installed in filled or unstable ground shall be of cast iron pipe or copper tube, Type L, hard temper, except that non-metallic drains may be used if laid on an approved continuous supporting system." Section 22. ABOVE GROUND PIPING. The Plumbing Code of the City of Waterloo is hereby amended by repealing Section 12.1(3) from the Iowa State Plumbing Code (1973) and by replacing said section with a new section as follows: "Vent piping above ground shall be of cast iron, galvanized wrought iron, galvanized steel, galvanized ferrous alloys, lead, brass, seamless copper pipe or copper tube, or ABS or PVC plastic pipe." "Seamless copper pipe, DWV copper pipe, or copper tube Types K, L, and M, may be used in all buildings." Section 23. The Plumbing Code of the City of Waterloo is hereby amended by amending Article XV of Ordinance No. 2234, by changing the inspection fee for septic tanks to $10.00 each and by adding an inspection fee of $2.00 for each sewer cut-off and $2.00 for each change from private well to city water. -5- Section 24. The Plumbing Code of the City of Waterloo is hereby amended by amending Article XVI of Ordinance No. 2234 by changing the period of apprenticeship from five years to four years. Section 25. The Plumbing Code of the City of Waterloo is hereby amended by amending Section 1 of Article XVIII of Ordinance No. 2234 by adding the following: "The plumbing inspector shall be the administrative authority for the administration of the Plumbing Code of the City of Waterloo."
