Can bids be turned in electronically? If they're going to be mailed in and opened, that means that they have to go in on Wednesday, early of next week to make sure that you're you have them on time. Will we submit all of our questions on the 8th, will you guys be responding back to all questions that submitted to the entire group? Is there prevailing wage requirement? Right now, what about working days and our restrictions? My last go around, we had to have a portion of this job done earlier than the 2026 deadline. Has that changed? Everything is going to be need to be done by the 2026 deadline. There's a provision that the MBE WBE that we have to submit a letter of intent one week before the bid opening, which would be tomorrow is that is that still? We're not going to have questions or anything answered by that time, but there was a provision in there. Because of the weather, is there a frost all limitations for a city, streets and Waterloo? Is there any limits on how many crews or personnel for inspection for city resources are available for this project? A job is the city resources available for a minimum amount of crews to work at the same time. Is the city providing any type of laydown yard for the material and contractor crews? Will the previous submitted bid bond be acceptable for the revised bid? Is the city providing any materials for the project? Are there limits on the number of crews or personnel allowed to work daily on the project? Are City resources available for this project? Do the Bid Docs need to be wet signed for turn in. Can a PDF signature suffice? Typical Permitting time frame? Does City provide WBE and MBE companies that are compliant? How are payments determined? Unit basis? Milestones reached? Will there be a bid due-date extension given? Can the bids be turned in electronically? For the below material, please state size, type and strengths accordingly for pricing purposes a) Microduct -->[FT] - Size b) Mule Tape -->[FT] – Size and strength c) Anchors -->[EA] – TYPE A 100% Performance and Payment bond is required for this project, can this 100% requirement be eliminated or significantly reduced? The payment of contractor invoices is dependent upon Engineer and monthly City Council approval. Can invoices be submitted weekly based upon production completed and approved by the Engineer on Net30 terms based upon the invoice date? Can the Maintenance Bond amount be reduced to 10% of the contract amount? Please specify what is required for the contractor under the Maintenance Bond. Will the contractor be required to keep a crew available to repair third party damages and is this billable to the City for the duration of the Maintenance Bond? Are material lead times a valid delay that will be considered for extension of the contract? It is impossible to determine what is Cobble and Rock prior to construction. Will the contractor be able bill for the Rock Adder units where these are discovered. Other than Concrete and Traffic Control, we see no MBE or WBE owned businesses that can perform the work required under this contract. We doubt we will be able to meet the MBE/WBE requirements of the contract.  Is that acceptable to the City? Is there a Prevailing Wage requirement for this contract of jurisdiction? What are the dimensions for line item 58 – Prep and Pour Concrete Pad for POP Site à EA? Should line item 72 – Install Aerial Slack à EA be per FT instead? Or is correct or should it be a smaller quantity? Response At this time. The City and Utility Telecom Board are expecting bids be submitted on June 15th, 2023 before 1:00pm CST. No. Bids must be submitted via mail in a sealed envelope on June 15th, 2023 before 1:00pm CST. Yes. All responses will be posted on June 9th, 2023 to the City of Waterloo website. No issues with boring.  However, any permanent pavement patches or sidewalk replacement would have to wait until frost is out of the ground.  The contractor would be responsible for placing and maintaining the temporary patches until the permanent patches are completed. Permitting varies based on each agencies. example: IDOT 4-8 weeks. Railroad 12-20 weeks. USACE 3 -6 months. Monthly invoice is preferred. On Engineering Department managed projects, City pays every 2 weeks.  The engineers approve the pay estimates and then are sent on to council to be approved with all bills submitted by all departments. No. The maintenance bond cover 100% of the cost of the improvements.  This is standard for public improvement projects in Iowa. The maintenance bond is intended to cover material defects or construction defects.  It is not for the contractor to make repairs for third party damage.  The city may change order a third party damage repair but the contractor would be paid for that work. Yes, material lead times are a valid delay, and should be communicated within your bid regarding expectations of timing, and how this affects the contractors ability to mobilize timely. Please add a rock unit to your bid in the event rock is encountered. If there are changed conditions, the contractor can apply for a change order. The contractor has to show a good faith effort to hire MBE/WBE subs, not that they actually hired those subs. This is standard. See response to question #4 12' x 20' Pad Yes it should be FT not EA
