AN ORDINANCE DIVIDING THE CITY OF WATERLOO, IOWA
INTO WARDS AND PRECINCTS, AND REPEALING CERTAIN
ORDINANCES.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA:
Section1. REPEALING. That Ordinance No. 2498, and all other ordinances, or parts
thereof of the City of Waterloo, Iowa, in conflict with this ordinance are hereby repealed.
Section 2. WARDS. That the territory embraced within the city limits of the City of
Waterloo, Iowa, be divided into five (5) wards, to be called the First, Second, Third,
Fourth and Fifth Wards, the boundaries of said wards are hereby established and defined
and set out in Sections 3, 4, 5, 6 and 7 of this ordinance.
Section 3. FIRST WARD. That the First Ward shall be all the territory within the city
limits of the City of Waterloo, Iowa, hereinafter described as follows:
All of the area lying south and west of a line commencing at the
intersection of the main channel of the Cedar River and the most
westerly boundary line of the city limits of the City of Waterloo,
Iowa, thence southeasterly along the main channel of the Cedar
River to the intersection of the main channel with West Conger
Street; thence southwesterly on West Conger Street to the
intersection of Westfield Avenue; thence south and east on Westfield
Avenue to the intersection of Cleveland Street; thence south on
Cleveland Street to Fletcher Avenue; thence south on Fletcher Avenue
to Summit Avenue; thence east on Summit Avenue to Sullivan Avenue;
thence south on Sullivan Avenue to West Fourth Street; thence
southwesterly on West Fourth Street to Ansborough Avenue; thence
south on Ansborough Avenue to West Shaulis Road; thence west on
West Shaulis Road to Hoff Road; thence south on Hoff Road to the
southerly city limits boundary line, in the City of Waterloo, Iowa.
Section 4. SECOND WARD. That the Second Ward shall be all the territory within the city
limits of the City of Waterloo, Iowa, described as follows:
Beginning at the intersection of West Fourth Street and Allen Street;
thence southeasterly on Allen Street to the intersection with Johnson
Street; thence southeasterly on Johnson Street to Williston Avenue;
thence east on Williston Avenue to West Eleventh Street; thence south
on West Eleventh Street to Howard Avenue; thence west on Howard Avenue
to Hammond Avenue; thence south on Hammond Avenue to the southerly
city limits boundary line; thence west along the southerly city limits
boundary line to Hoff Road; thence north on Hoff Road to West Shaulis
Road; thence east on West Shaulis Road to Ansborough Avenue; thence
north on Ansborough Avenue to West Fourth Street; thence northeasterly
along West Fourth Street to the point of beginning, in the City of
Waterloo, Iowa.
Section 5. THIRD WARD. That the Third Ward shall be all the territory within the city
limits of the City of Waterloo, Iowa, described as follows:
All of the area lying north and northerly of the main channel of the
Cedar River and west and westerly of a line described as beginning
one-quarter (1/4) mile east of Logan Avenue along the northerly city
limits boundary line; thence south along a line one-quarter (1/4) mile
east and parallel with Logan Avenue to East Fourth Street; thence south
on East Fourth Street to its intersection with Franklin Street; thence
southeasterly along Franklin Street to East Tenth Street; thence
southwesterly along East Tenth Street and East Tenth Street extended
to its intersection with the main channel of the Cedar River in the
City of Waterloo, Iowa.
Section 6. FOURTH WARD. That the Fourth Ward shall be all the territory within the city
limits of the City of Waterloo, Iowa, described as follows:

All of the area lying north and northerly of the main channel of the
Cedar River and east and easterly of a line described as beginning
one-quarter (1/4) mile east of Logan Avenue along the northerly city
limits boundary line; thence south along a line which is one-quarter
(1/4) mile east and parallel with Logan Avenue to East Fourth Street;
thence south along East Fourth Street to its intersection with
Franklin Street; thence southeasterly along Franklin Street to East
Tenth Street; thence southwesterly along East Tenth Street and East
Tenth Street extended to its intersection with the main channel of
the Cedar River, in the City of Waterloo, Iowa.
Section 7. FIFTH WARD. That the Fifth Ward shall be all the territory within the city
limits of the City of Waterloo, Iowa, described as follows:
All of the area lying south and southerly and west and westerly of
the main channel of the Cedar River and east and easterly of a line
commencing at the intersection of the main channel of the Cedar River
and West Conger Street; thence southwesterly along West Conger Street
to its intersection with Westfield Avenue; thence south and easterly
to its intersection with Cleveland Street; thence south on Cleveland
Street to Fletcher Avenue; thence south on Fletcher Avenue to Summit
Avenue; thence east on Summit Avenue to Sullivan Avenue; thence south
on Sullivan Avenue to West Fourth Street; thence northeasterly on
West Fourth Street to Allen Street; thence southeasterly on Allen
Street to its intersection with Johnson Street; thence southeasterly
on Johnson Street to Williston Avenue; thence east on Williston
Avenue to West Eleventh Street; thence south on West Eleventh Street
to Howard Avenue; thence west on Howard Avenue to Hammond Avenue;
thence south on Hammond Avenue to the southerly city limits boundary
line in the City of Waterloo, Iowa.
Section 8. NAMES OF PRECINCTS. That the territory embraced within the various wards
within the city limits of the City of Waterloo, Iowa, be divided into precincts to be
known as the 1st precinct of the 1st ward, the 2nd precinct of the 1st ward, the 3rd
precinct of the 1st ward, the 4th precinct of the 1st ward, the 5th precinct of the 1st
ward, the 6th precinct of the 1st ward, the 7th precinct of the 1st ward, the 8th precinct
of the 1st ward; the 1st precinct of the 2nd ward, the 2nd precinct of the 2nd ward, the
3rd precinct of the 2nd ward, the 4th precinct of the 2nd ward, the 5th precinct of the
2nd ward, the 6th precinct of the 2nd ward, the 7th precinct of the 2nd ward, the 8th
precinct of the 2nd ward; the 1st precinct of the 3rd ward, the 2nd precinct of the 3rd
ward, the 3rd precinct of the 3rd ward, the 4th precinct of the 3rd ward, the 5th precinct
of the 3rd ward, the 6th precinct of the 3rd ward, the 7th precinct of the 3rd ward; the
1st precinct of the 4th ward, the 2nd precinct of the 4th ward, the 3rd precinct of the
4th ward, the 4th precinct of the 4th ward, the 5th precinct of the 4th ward, the 6th
precinct of the 4th ward, the 7th precinct of the 4th ward; the 1st precinct of the 5th

Section 9. 1ST OF THE FIRST. The 1st precinct of the 1st ward shall embrace the territory
within the city limits of the City of Waterloo, Iowa, described as follows:
Commencing at the intersection of Summit Avenue and Fletcher Avenue;
thence south on Fletcher Avenue to Kingsley Avenue; thence east on
Kingsley Avenue to Euclid Avenue; thence south on Euclid Avenue to
Columbia Circle; thence southerly on Columbia Circle to Kingbard
Boulevard; thence east on Kingbard Boulevard to Clough Street; thence
south on Clough Street to West Fourth Street; thence northeasterly on
West Fourth Street to Sullivan Avenue; thence north on Sullivan Avenue
to Summit Avenue; thence west on Summit Avenue to the point of
beginning.
Section 10. 2ND OF THE FIRST. The 2nd precinct of the 1st ward shall embrace the territory
within the city limits of the City of Waterloo, Iowa, described as follows:

Black Hawk Creek; thence southwesterly along Black Hawk Creek to the
westerly city limits boundary line; thence south and westerly along

Ridgeway Avenue; thence east on West Ridgeway Avenue to the
intersection with Sergeant Road; thence northeasterly on Sergeant
Road to the intersection of Ansborough Avenue; thence south on
Ansborough Avenue to West Fourth Street; thence northeasterly on
West Fourth Street to Clough Street; thence north on Clough Street
to Kingbard Boulevard; thence west on Kingbard Boulevard to Columbia

within the city limits of the City of Waterloo, Iowa, described as follows:
Commencing at the intersection of Rainbow Drive with West Conger
Street and Westfield Avenue; thence west on Rainbow Drive to
Ansborough Avenue; thence south on Ansborough Avenue to the
intersection with University Avenue; thence east on University
Avenue to Cleveland Street; thence north on Cleveland Street to
Westfield Avenue; thence northerly on Westfield Avenue to the point
of beginning.
Section 12. 4TH OF THE FIRST. The 4th precinct of the 1st ward shall embrace the territory
within the city limits of the City of Waterloo, Iowa, described as follows:
Commencing at the intersection of Stratford Avenue and Ansborough
Avenue; thence south on Ansborough Avenue to Downing Avenue; thence
west on Downing Avenue to Westland Avenue; thence north on Westland
Avenue to Sager Avenue; thence east on Sager Avenue to Scott Avenue;
thence north on Scott Avenue to Flower Street; thence east on Flower
Street to Sheerer Avenue; thence northerly on Sheerer Avenue to
University Avenue; thence southeasterly along University Avenue to
Falls Avenue; thence east on Falls Avenue to Maxwell Street; thence
north on Maxwell Street to Stratford Avenue; thence east on Stratford
Avenue to the point of beginning.
Section 13. 5TH OF THE FIRST. The 5th precinct of the 1st ward shall embrace the territory
within the city limits of the City of Waterloo, Iowa, described as follows:

Letsch Road to Pleasant Valley Drive; thence southeasterly on

Section 14. 6TH OF THE FIRST. The 6th precinct of the 1st ward shall embrace the territory
within the city limits of the City of Waterloo, Iowa, described as follows:
Commencing at the intersection of the main channel of the Cedar
River and the most westerly city limits boundary line; thence
southeasterly along the main channel of the Cedar River to West
Conger Street; thence southwesterly on West Conger Street to
Rainbow Drive; thence westerly along Rainbow Drive to Spieker
Road; thence southerly on Spieker Road to Pleasant Valley Road;
thence westerly on Pleasant Valley Road to Letsch Road; thence
south on Letsch Road to Eastwood Road; thence west on Eastwood Road
to South Hackett Road; thence south on South Hackett Road to the
intersection with University Avenue; thence westerly on University
Avenue to the westerly city limits boundary line; thence north and

within the city limits of the City of Waterloo, Iowa, described as follows:
Commencing at the intersection of the westerly city limits boundary
line and University Avenue; thence southeasterly along University
Avenue to Sheerer Avenue; thence southerly on Sheerer Avenue to
Flower Street; thence west on Flower Street to Scott Street; thence
south on Scott Street to Sager Avenue; thence west on Sager Avenue
to Westland Street; thence south on Westland Street to Downing
Avenue; thence east on Downing Avenue to Ansborough Avenue; thence
south on Ansborough Avenue to the intersection with Black Hawk

thence west on West Shaulis Road to Hoff Road; thence south on Hoff
Road to the southerly city limits boundary line; thence west on the
southerly city limits boundary line to the westerly city limits
boundary line; thence north along the westerly city limits boundary
line to West Ridgeway Avenue; thence east along West Ridgeway Avenue
to Sergeant Road; thence northeasterly along Sergeant Road to the
point of beginning.
Section 17. 1ST OF THE SECOND. The 1st precinct of the 2nd ward shall embrace the territory
within the city limits of the City of Waterloo, Iowa described as follows:

thence south on West Nineth Street to Bertch Avenue; thence west on

intersection with the main channel of the Cedar River; thence north-
westerly along the main channel of the Cedar River to its intersection
with East Mullan Avenue; thence northeasterly on East Mullan Avenue to
its intersection with Almond Street; thence easterly on Almond Street
to the point of beginning.
Section 26. 2ND OF THE THIRD. The 2nd precinct of the 3rd ward shall embrace the
territory within the city limits of the City of Waterloo, Iowa, described as follows:
Commencing at the intersection of East Fourth Street and Almond
Street; thence north on East Fourth Street to its intersection with
the main line of the Illinois Central Railroad; thence northwesterly
along the main line of the Illinois Central Railroad to its
intersection with West Parker Street; thence west on West Parker
Street to the intersection of Broadway; thence southerly on Broadway
to Conger Street; thence west on Conger Street to Fairview Avenue;
thence south on Fairview Avenue and Fairview Avenue extended to its
intersection with the main channel of the Cedar River; thence south-
easterly along the main channel of the Cedar River to its inter-
section with East Mullan Avenue; thence northeasterly along East
Mullan Avenue to its intersection with Almond Street; thence east on
Almond Street to the point of beginning.
Section 27. 3RD OF THE THIRD. The 3rd precinct of the 3rd ward shall embrace the
territory within the city limits of the City of Waterloo, Iowa, described as follows:
Commencing at the intersection of East Fourth Street and the main
line of the Illinois Central Railroad; thence northwesterly along
the main line of the Illinois Central Railroad to its intersection
with Ackermant Street; thence north on Ackermant Street to its
intersection with the spur line of the Waterloo Railroad; thence
easterly along the spur line of the Waterloo Railroad to its
intersection with East Fourth Street; thence south on East Fourth
Street to the point of beginning.
Section 28. 4TH OF THE THIRD. The 4th precinct of the 3rd ward shall embrace the
territory within the city limits of the City of Waterloo, Iowa,described as follows:

Central Railroad and Burton Avenue; thence south on Burton Avenue
to Conger Street; thence westerly on Conger Street to its
intersection with the main channel of the Cedar River; thence
southeasterly along the main channel of the Cedar River to its
intersection with Fairview Avenue extended; thence north on
Fairview Avenue extended to Fairview Avenue; thence north on
Fairview Avenue to Conger Street; thence east on Conger Street to
Broadway; thence northerly on Broadway to West Parker Street; thence
east on West Parker Street to its intersection with the main line of
the Illinois Central Railroad; thence northwesterly along the main
line of the Illinois Central Railroad to the point of beginning.
Section 29. 5TH OF THE THIRD. The 5th precinct of the 3rd ward shall embrace the
territory within the city limits of the City of Waterloo, Iowa, described as follows:
Commencing at the intersection of the main line of the Illinois
Central Railroad and Burton Avenue; thence north on Burton Avenue
to West Airline Highway; thence east on West and East Airline
Highway to a point which is one-quarter (1/4) mile east of Logan
Avenue; thence south along a line which is one-quarter (1/4) mile
east and parallel with Logan Avenue to East Fourth Street; thence
south on East Fourth Street to the spur line of the Waterloo
