The Ordinance designates the following land as the CLURA revitalization area: All areas within the corporate limits of the City of Waterloo, Black Hawk County, Iowa, excluding the following described real estate: Beginning at a Point on the East line of Section 31 Township 89 Range 12 where the East line of said Section 31 intersects the Northeasterly tine of the Cedar River;
