ADOPTED ON JUNE 20,2023 BY THE
WATERLOO CITY COUNCIL AS AN
ORDINANCE ESTABLISHING THE
BOUNDARIES OF A CITY LIMITS
URBAN REVITALIZATION AREA IN THE
CITY OF WATERLOO
This Is a summary of the ordinance
establishing the boundaries of a City
Limits Urban Revitalization Area
("CLURA")in the City of Waterloo, Iowa
(referred to below as the"Ordinance"):
The general purpose of this Ordinance is
to adopt the CLURA Plan and to
designate an area of the city as an urban
revitalization area so that property tax
exemptions can be provided to qualified
new construction within the CLURA
boundaries.The CLURA Plan is on file in
the offices of the City Clerk and the City
Planner of the City of Waterloo, 715
Mulberry Street, Waterloo, Iowa 50703.
The Ordinance designates the following
land as the CLURA revitalization area:
All areas within the corporate limits of the
City of Waterloo, Black Hawk County,
Iowa, excluding the following described
real estate:
Beginning at a Point on the East line of
Section 31 Township 89 Range 12 where
the East line of said Section 31 intersects
the Northeasterly tine of the Cedar River;
thence South along the East line of said
Section 31 to its intersection with the
Southwesterly line of the Cedar River,
thence Southeasterly, Southerly, and
Southwesterly following said Southwest-
erly line of the Cedar River to Its
intersection with the South line of Section
