Mary H Potter 319-939-2753 felines34mary@yahoo.com REV. MICHAEL D. BLACKWELL, PH.D. P.O. Box 804 Cedar Falls, IA 50613-0040 Waterloo City Council: Over the past six city council meetings, Rev. Larry Stumme and I have addressed three issues: dilapidated housing, the eyesore of the campus of the former St. Mary's School, and the lack of completion of environmental cleanup of contaminants in the ground water and soil at the former Chamberlain Manufacturing site. These concerns only scratch the surface of the multiple and cumulative effects of years of racial discrimination that have adversely impacted residents primarily of northeast Waterloo and the entire Cedar Falls/Waterloo metro area. The reports of 24/7 Wall Street regarding the worst cities for Black Americans to live over the past six years have placed our metro area variably from one to ten on its list of the top twenty. The placement of our area may have initially been surprising, but the facts of institutional and systemic racism have existed since the arrival of Blacks in the Cedar Valley in 1911. The racial disparities here have been so prevalent that they have often been regarded as something merely to accept as "the way it is," rather than assiduously to seek to eliminate them. However, accepting and/or ignoring those disparities is negligent, unethical, and unconscionable, for they negatively infringe upon the quality of life not only of Black peo- ple, but also of all who live, work, and visit in the area. The issues may seem to be overwhelming to address, but those ostensibly insuperable circumstances should not deter us from taking on the responsibility to redress them. To this end, Stumme and I come to the council meetings to encourage the cities of Waterloo and Cedar Falls to intensify efforts to rid us of the disease of racial injustice in the metro area on a consistent and ongoing basis. We are committed to surveying people in the affected neighborhoods and helping them organize around the priorities they identify with the help of Citizens for Community Involvement out of Des Moines and local agencies interested in effecting social justice.
