In the underground chamber, 450 guests--the women in high heels and richly embroidered gowns--filed down • " a ready-made stairway in a block-long section of the sewer between Wellington L " o and Randolph Streets. Many of the guests were representatives of State of Iowa or city officials who were holding a convention in Waterloo.The$100,000 sewer ` Atai 1 project provided an underground conduit between the marsh and the Cedar River?' (Waterloo Cedar Falls Courier) ° Proceeds from this fundraiser will benefit the preservation of our collections and archives. Grout(1858-1932)was born in Waterloo in 1858. He worked as a miner,farmer, traveling salesman,real estate agent,park commissioner and bank director. His will established an endowment and named trustees to care for his collection. The Grout Museum was completed in 1956 and opened to the public as a not-for-profit museum. Rensselaer and Caroline Russell built their house in 1861 for$5,878.83.As the Grout Museum District's largest artifact,it has been restored to the 1890s—the period when electricity was added to the home. The Rensselaer Russell House gracefully overlooks the Grout Museum District.This lovely brick structure,inhabited by three generations of the Russell family,is one of the oldest homes in Black Hawk County. Box 804 Cedar Falls, IA 50613 Waterloo City Council: Many can imagine the period of overt racial discrimination and exploitation in this country prior to the Civil Rights Movement in the second half of the twentieth century. Were there a 24/7 Wall Street Report back then, it would have been futile to delineate the worst places for Black Americans to live because there would have been too many to enumerate and rank. What is disturbing is that racial disparities still exist regarding all the factors that comprise the quality-of-life index. The multiple and cumulative effects over time, coupled with the more subtle and covert institutional racism today, maintain a system that margin- alizes people of color—both consciously and unwittingly. Such structural racism is business as usual, and many merely accept it as the status quo and simply expect it. So, when cities in Iowa are researched as the worst places for Blacks to live in the country, we seem to acknowledge it, shrug our shoulders, and then go about our day without seeking assiduously to develop policies, task forces, and pen- alties, and locate resources to eradicate the perennial problems that keep us on the lists. Our statewide elected officials ought to be embarrassed and challenged by the data and statistics that place us on such lists. They should be more concerned about Waterloo/Ce- dar Falls, Des Moines/West Des Moines, and Davenport/Moline/Rock Island than profiling at the Mexican/U.S. border while these metro areas are in dire straits. Recently, on a list of the most miserable city in each of the fifty states, Waterloo was named for the state of Iowa. In total, Waterloo was ranked thirty-eight among the fifty most miserable places. Addressing and redressing the issues plaguing the inhabitants of Waterloo should be our utmost priority; otherwise, we are guilty of neglect. We need to work with Cedar Falls as well as demand from our county and state officials to attend to these urgent matters. Thank you. Zl -2023
