Amendments,Published February 16,
2021 and September 16,2022 to the
FY19-FY23 5-Year Consolidated Plan
In accordance with 24 CFR 91.05(c)(2)
and subpart B of the federal regulations
relative to citizen partidpation for Com-
munity Planning and Development Pro-
grams and applicable waivers made
available to those requirements through
the Coronavirus Aid,Relief,and Econom-
ic Security Act(CARES Act)Public Law
116-136,the Waterloo Community Devel-
opment Department Is making a substan-
tial amendment to the FY19.23 Five-Year
Consolidated Plan for the City of
Waterloo, Iowa available to the public
through this notice.
A Public Notice to Amend the FY19-23
Five Year Consolidated Plan was publish-
ed on February 18, 2021. This notice
infomred the public of the intent to receive
and administer$344,732 of Community
Development Block Grant(CDBG) third
round funding from the U.S.Department
of Housing and Urban Development
(HUD) made available through the
Coronavirus Aid Pellet, and Economic
Security Act.(CARES Act.).This notice
Informed the public of Its Intent to conduct
Rent/Mortgage and Utility Assistance,
Public Services,Assistance to Daycares,
General Administration and other GOV-
ID-19 response services that may be
needed.As a revision to this amendment
the City of Waterloo will be conducting an
activity through a public service agency to
provide housing rehabilitation consisting
of home modifications for seniors as a
response to the Coronavirus pandemic,
$91,080 that was intended to provide
public service activities will be reclassified
as housing rehabilitation.
In addition,a Public Notice to Amend the
FY19.23 Five-Year Consolidated Plan
was published on September 18,2022 to
re-program unused funds from the
CARES Act Round 1 funding.This notice
Is to clarify the reprogramming of unused
funding Including $80,000 that was
initially intended for rent ortgage assis-
tance,and$40,000 for small business
icroenterprise assistance. The unused
funding will be reallocated to public facility
improvements in the amount of$120,000
for the purpose of preventing,preparing
for, and responding to the COVID-19
pandemic.

Public Comment Period and Process:
A 30-day public comment period will be
held from January 31,2023 thru March 2,
2023.All comments received during the
30-day comment period will be consid-
ered and included In the Substantial
Amendment.
Citizens wishing to submit wntten com-
ments during the public review and
comment period may mail them, post-
marked no later than March 2,2023 to the

A public hearing via zoom meeting will be
held on March 21,2023 at 4:00 pm during
the regular board meeting of the
Community Development Department in
lieu of an in-person hearing.

emailed to you.
Public notices regarding future amend-
ments to the Consolidated Plan and
subsequent pubic hearings will be printed

Additional CDBG or HOME funds made
available to the City by HUD through the
CARES Act is unknown as this time but
will be used for the same purpose of the
initial allocations Indicated above which is
to prevent the spread of coronavirus
(COVID-19) and facilitate assistance to
eligible communities, households, and
persons economically impacted by COV-
IR19.

The Consolidated Plan describes the
housing and community development
needs, as well as activities to address
those needs through the City of Waterloo,
as defined and funded by the U.S.

sion,the planning and application aspects
of the Community Development Block
